submit a proposal (RFP) to
audit the School District’s

tax rate limit of $0.33 per

Summary:
County would establish
the Morrow County 4-H,
Extension and Agricultural
Research Service District
(“District”) encompass-
ing all of Morrow Coun-
ty. The District’s purpose
would be to serve urban,
rural residents and agricul-
tural operations, through:
•
Community vol-
unteers – 4-H Club, Af-
ter-School, Summer Pro-
grams, Master Gardener,
Family Nutrition, Wood-
land Manager;
•
Applied research
for farmers, ranchers, for-
est owners, and vineyard-
ist to solve disease, insect,
production, conservation
challenges;
•
Community food
systems, small farm de-
velopment – food supply,
safety, nutrition, local mar-
kets, agritourism;
Declining federal and state
funding to counties has re-
sulted in cuts to local pro-
grams, including Exten-
sion. A maximum rate of
$0.33 per $1,000 assessed
value would fund the Dis-
trict. This rate could not
be increased and revenues
could only be used to fund
Extension programming.
The owner of a home as-
sessed at $125,000 would
pay a maximum of $41
per year. The Board of
County
Commissioners
would govern the District,
advised by an independent
citizen committee. An an-
nual audit would be avail-
able to the public.
Any elector may file a peti-
tion for review of the bal-
lot title in Morrow County
Circuit Court no later than
5:00 pm, on February 13,
2018 the seventh business
day after the title is filed
with the County Clerk pur-
suant to ORS 255.155.

for a volunteer to represent
Heppner on the Morrow
County Planning Com-
mission. Planning Com-
missioners serve four-year
terms. This appointment
is to fill a term ending De-
cember 31, 2019.
The Planning Commission
generally meets once a
month, alternating meeting
locations between Heppner
and Boardman. Duties of
the Planning Commission
include approving land use
actions, maintaining the
County’s Subdivision and
Zoning Ordinance, and
working with the County
Board of Commissioners
to manage the County’s
land use Comprehensive

there was vandalism on her
property that occurred last
night or early this morning.
-MCSO received a re-
port on Columbia Ave NW,
Boardman that brother is
being really violent and
beating on the walls. He is
on medication for schizo-
phrenia, is in the living
room with his dad.
-MCSO received a re-
port that Randy Anderson
Piper was arrested by The
Dalles PD on IJC warrant.
Lodged at NORCOR, bail
$6,000.
-MCSO received a re-
port on County Line Rd
that two dogs attached her
chickens. Dogs are cur-
rently locked in the barn.
-MCSO received a re-
port on NE Eighth St, Ir-
rigon that a small Yorkie
type dog needs to be picked
up. RP is going to try to find
owner, will call back tomor-
row if unable to.
-MCSO received a re-
port on W Eighth Rd, Ir-
rigon that a domestic is in
progress. Deputy responded
and took report for harass-
ment.
-MCSO received a re-
port on SE Tenth St, Ir-
rigon that someone came
on to their carport and got
into their freezer and took
chocolate and nuts.
-MCSO received a re-
port on Chine Ditch Ln, Ir-
rigon that RP just got home
and his spare car has broken
windows and was pushed
into the horses electrical
fence. Kenny Douglas Rob-
erts was arrested on charges
of hit and run.

port on Rome St, Boardman
that she believes someone
is taking wood from the
new residences that are
being constructed, cannot
see flashlight or anyone
but advising workers are
usually not out this late.
Male at the location was
given permission to take
scrap wood in the bin, will
return in the morning at an
appropriate time.

County Sheriff ’s Office
received a report at Linden
Way/W Thorn St that there
is a green Ford pickup that
is parked on her grand-
mother’s lot and it needs to
be removed.
-MCSO received a
report at Heppner Grade
School, NE Stansbury St,
Heppner that there is a juve-
nile in a vehicle that doesn’t
want to get out of the ve-
hicle and go to school.
-MCSO received a re-
port on SE Gilmore St,
Heppner that their black
and white female dog has
gone missing.
-MCSO received a re-
port at County Line Rd that
a stolen camper trailer was
found while conducting a
search warrant.
-MCSO received a
report at Finley Buttes
landfill, Bombing Range
Rd, Boardman that a truck
pulled out and almost
caused a collision.
-MCSO received a re-
port on Knapp St, Irrigon
that her neighbor is scream-
ing down the road calling
her husband a rapist.
-MCSO received a re-
port at Paterson Ferry Rd/
Columbia Ln, Irrigon that
he heard someone firing
shots on the refuge off of
Paterson Ferry Rd near the
slough. RP has not seen
them but is trying to locate
them. Citation issued.
-MCSO received a re-
port at Kunze Ln/Olson Rd,
Boardman that there are
horses out at the location.
-MCSO received a re-
port on I 84 E, Boardman
that a white two door BMW,
possibly intoxicated, is go-
ing side to side, swerving in
his lane. Unable to locate.
-MCSO received a re-
quest on NE Main Ave, Ir-
rigon from PPD that would
like a deputy to check an
address for a vehicle and
attempt to find out who
was in the vehicle yester-
day. Vehicle was not at the
residence and the registered
owner no longer lives there.

port at SE Division St/SE
Utah Ave, Irrigon that she
was almost run off the road
by suspected subject.
-MCSO received a re-
port at Kunze Ln/Tower Rd,
Boardman that there is a red
cow in the lane of travel.
Advised he almost hit it.

port on I 84 E of gray Chev
unable to maintain lane and
speed.

County Sheriff ’s Office
received a report that Kevin
Ricardo Melendez was ar-
rested by UCSO on IJC
warrant. Lodged at UCJ,
bail $2,348.
-MCSO received a re-
port at Umatilla National
Wildlife Refuge, Riverview
Ln, Irrigon that a pickup is
going into the refuge. Un-
able to locate.
-MCSO received a re-
port on Paul Smith Rd,
Boardman that a package
was delivered by UPS at
0433 pm and package is not
at residence. Advised he has
security system but it is not
recording.
-MCSO received a re-
port at W Fourth Rd, Ir-
rigon that there are horses
running in the field, need
to see if they belong there.
-MCSO received a re-
port at Irrigon Shell Station
on E Hwy 730, Irrigon that
a white truck with blue
fenders was texting and
driving. RP yelled at him,
subject stopped backed up,
told RP to mind his own
business and drove to the
gas station.

port at NW Morgan St/NW
Riverside Ave, Heppner
that there is a vehicle with
no plates and appears to be
beat up.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a goldish brown
trail blazer flew through the
neighborhood, young male
driving, salmon plate.
-MCSO received a re-
port on County Line Rd
that RP would like to speak
to a deputy about someone
shooting his horse.
-MCSO received a re-
port at Frederickson Farms
on Paterson Ferry Rd, Ir-
rigon that there was a tres-
passer today. The person
drove away in a forest green
and white Geo Metro. Un-
able to locate.
-MCSO received a re-
port at Seventh Day Adven-
tist Church on NW Minor
St, Heppner that there is a
grey Ford F250 with broken
windows.
-MCSO received a re-
port on Hwy 74, Lexington
that his neighbor has five
horse that keep getting out
and they have no feed.
-MCSO received a re-
port on NE Oregon Ave,
Irrigon that boyfriend has
made threats to her. Baby
is 3-4 months old.
-MCSO received a re-
port at Green Acres on
Paterson Ferry Rd, Irrigon
that a 54 year old male is
hearing voices. Transported
to GSH.
-MCSO received a re-
port on S Canal Ln, Board-
man that someone called
and asked for a welfare
check due to contents of a
snapchat video.
-MCSO received a re-
port that his portable radio
is lost. RP found his radio.
-MCSO received a re-
port at Main St Park, Hep-
pner that there are minors
at the city park down by
the library. RP advises it
sounds like possibly 5 or 6
juveniles.
-MCSO received a re-
port at Hilltop Rd/Ridge
Crest Ln, Boardman that
Luis Albert Navarro was ar-
rested by MCSO on DUII.
-MCSO received a re-
port at NW Baltimore ST/
NW Gale St, Heppner that
a dog is barking. Deputy
checked area, dogs are quiet
at this time.
January 13: Morrow
County Sheriff ’s Office
received a report on SE
Matlock St, Heppner that
RP saw someone in her
driveway and when they
saw her they took off run-
ning up the alley. Unable
to locate.
-MCSO received a re-
port at Wilson Ln, Board-
man that a vehicle turned
around by his shop near ve-
hicles he is working on. RP
is behind the vehicle now.
MCSO responded, driver
was warned for driving
without a license and sub-
ject were given a courtesy
ride to Sinclair. Will come
back and get vehicle with a
licensed driver.
-MCSO received a re-
port on S Main St, Heppner
regarding subject going
around town asking for
money for her brother’s fu-
neral that already happened.
-MCSO received a re-
port on Tower Rd/I 84,
Boardman that there was a
stalled truck on the overpass
of Tower Rd/I84. Truck de-
scribed as England truck.
-MCSO received a re-
port at Green Acres on Pat-
erson Ferry Rd, Irrigon that
a black and white pit bull
ran after the RP. The owner
is Frank and lives in a house
next to Green Acres.
-MCSO received a re-
port on NW Gale St, Hep-
pner that RP would like to
speak to a deputy about a
subject who pulled a knife
on his 10 and 13 year old
sons and their 11 year old
friend.
-MCSO received a re-
port on Kunze Ln, Board-
man that she took laundry
to a male and he assaulted
her. RP advised that he
shoved her.
-MCSO received a re-
port at Frederickson Farms
on E Columbia Ave, Board-
man that there are two men
with shotguns and two dogs
on the rock quarry land. Un-
able to locate.
-MCSO received a re-
port on Linden Way, Hep-
pner that 14 year old RP
advised that a 15 year old is
threatening to kill him. RP
advised that he believes the
subject has a gun.
-MCSO received a re-
port on SE Utah Ave, Irrigon
that there is a white Dodge
standard cab short box that
came flying through and
went down Tenth St.
-MCSO received a re-
port on SE Utah Ave, Irri-
gon that a white Dodge half
ton pickup was speeding
towards Tenth.
-MCSO received a re-
port on SE Utah Ave, Ir-
rigon that a grey BMW has
car alarm on. Turned into
the mobile home park off
of Fourteenth St.
-MCSO received a re-
port at Hwy 730/Pleasant
View Rd, Umatilla that
there is a drunk driver en
route to Irrigon from this
location.
-MCSO received a re-
port that Tri County advised
a stolen vehicle out of Ar-
lington, heading westbound
but contacted MCSO in
case the vehicle heads east.
-MCSO received a re-
port that Roger William
Shipley was arrested by
UCSO on MC warrant, bail
$6,000, lodged at UCJ.
-MCSO received a re-
port on SE Ninth St, Irrigon
that mother wants to report
that person was threatened
by her boyfriend. He said
that he was going to kill her.
Believes male is still at the
residence.
