Heppner Gazette-Times, Heppner, Oregon Wednesday, August 30, 2017 TEN Ribbon cutting celebrates opening of new Slottee Memorial Scholarship available early learning center in Boardman Boardman—The Neal Early Learning Center will celebrate its opening with a ribbon cutting event on Wednesday, Aug. 30, at 3 p.m. The new center in Boardman is adjacent to the SAGE Center and Blue Mountain Community Col- lege’s (BMCC) new Board- man Workforce Training Center. It is a project of the Port of Morrow, which partnered with the Morrow County School District, Umatilla-Morrow Head Start and the Intermountain Education Service District (IMESD). Funding was made possible by the Port of Morrow, with some grants from the state as well as partner contributions. The capital costs approached $2.1 million. The center is named in honor of Gary and Kathy Neal, longtime residents of eastern Oregon. Gary is the general manager for the Port of Morrow, where he has worked since 1989. Kathy served for 17 years on the IMESD Board of Directors and said she has come to realize the great importance of early learn- ing in the lives of children. “I really believe that providing a strong foun- dation for our youngest children is what they need to be successful in school and life—data shows this. We need to be giving our kids the best opportunity we can from the beginning,” Kathy said. Kathy Neal said the center came to fruition through a shared vision of many individuals in the area: business profession- als at the Port of Morrow, Morrow County commis- sioners, IMESD Superin- tendent Dr. Mark Mulvi- hill, BMCC President Cam Preus, Umatilla-Morrow Head Start Director Mau- reen McGrath and the team there, other educators and support from the state of Oregon through Represen- tative Greg Smith. “That’s the way we get things done in eastern Oregon—it’s never one person. We are really good at collaborating and sharing resources to accomplish what we want,” she said. The Neal Early Learn- ing Center will be the site for several programs. One is a preschool program of the Morrow County School District (MCSD) for three- and four-year-olds, a free program open to any fami- lies in the school district. Dirk Dirksen, superinten- dent of the MCSD, said he appreciates the efforts of all the partners to make the center a reality and looks forward to working togeth- er to maximize the center for community needs. The school district also offers preschool programs in Ir- rigon and Heppner. Umatilla-Morrow Head Start will manage the facil- ity and operations including three classrooms, an adja- cent infant/toddler class- room hosted by BMCC, as well as home visitors, parent educators and child and family advocates. The IMESD’s Early Interven- tion/Early Childhood Spe- cial Education program will have a classroom, too. “This site signifies how deeply the community val- ues its children and their future,” said McGrath. “It’s a place to learn, to grow, to connect and ultimately to succeed.” The proximity of the Neal Early Learning Center to the Boardman Workforce Training Center is also positive, having a place to educate adults alongside a place to educate their children. “It’s all about sup- porting a community of learners, whether they are three- or four-year-olds or 35- and 50-year-olds, the connection between facilities and partners like BMCC, schools and busi- nesses is tying that effort together,” said Dirksen. Neal said having the Early Learning Center available to families makes a stronger community and entices young people to return to Morrow County to work and live. Sheriff’s Report April 16: -Morrow County Sheriff ’s Office received a request for a welfare check on a male subject lying down off the road, near a white pickup, on I-84 east, Boardman. MCSO responded and the person had help on the way. -A person in Irrigon ad- vised MCSO of suspicious activity; the neighbors were putting up construction cones and had put up cones to prevent people from go- ing down the road. MCSO was unable to locate. April 17: -Morrow County Sheriff’s Office and Boardman PD responded to a fight at the Sinclair station in Boardman. Two males just got kicked out of the bar. It was determined to be verbal only with no crime committed. -A female in Boardman advised she was driving on Wilson and a subject jumped out in front of her waving a flashlight, and appeared intoxicated. And officer responded and gave the subject a courtesy ride home. -MCSO responded to a request for a welfare check in Heppner. The caller ad- vised they were supposed to pick the subject up for an eye appointment two hours before but the sub- ject wouldn’t answer the door or the phone. MCSO responded and she was just yelling at her phone, while the baby was walking around drink- ing from a bottle. -A female in Irrigon requested a welfare on her neighbor; she advised he was an older gentleman and his hose had been on for two or three days. MCSO responded and the subject was out turkey hunting. -A female in Irrigon advised MCSO that a man was shooting their dogs with a gun. She advised he was not shooting now and was talking with her son, unknown if he still had a weapon. It was determined to be a civil problem. -A male in Boardman The South Morrow County Scholarship Committee will be accepting scholarship applications for the Beth Slottee Memorial Scholarship. It is available to students entering their junior, senior year or graduate school at an accredited college. The student must be majoring or minoring in music, but if no applicants are available, it may be awarded to a student majoring or minoring in education. The scholarship application can be found on the Heppner Jr/Sr High School website; select the Common Local Scholarship Application under the College/Career tab. He advised he did not report it stolen at the time; however, he now knew who had it and where it was and would like contact regard- ing getting his items back. -An MCSO deputy ini- tiated a juvenile complaint at the Heppner library. -An MCSO deputy ad- vised he was trying to catch up with a vehicle in the Umatilla National Wildlife Refuge. The vehicle went over an embankment and blacked out; it appeared to be trying to duck the deputy. The vehicle was determined to be U.S. Fish and Game going home. April 20: Morrow County Sheriff ’s Office received report of suspi- cious activity on Park Place in Irrigon. The caller said someone was outside her home, looking in her win- dow. She said she just saw a male wearing a sweater and a hat. -MCSO received re- quest from a Heppner sub- ject to have a welfare check on his mother. She said her sister also lives there, but may be intoxicated. -MCSO arrested James David Town, 25, on a parole and probation detainer. He was lodged at Umatilla County Jail. -MCSO, Boardman Ambulance received re- port that an 87-year old female fell from standing at the River Lodge & Grill in Boardman and hit her head. She was transported. -MCSO received report of a possible domestic dis- turbance between subjects on Water St. in Heppner. -MCSO received report of trespass at the Oregon Trail Library in Heppner. Someone was reported to have been in the old school house, moved some stuff and took items. The library board advised they would be meeting and would in- ventory the school house items. -MCSO received report from a subject on Linden Way in Heppner that some- one had broken her shop windows within the past three days. The caller said it may have been done by her neighbor’s boys. The report was under investigation. -MCSO arrested Nico- las Landeros Garza, 19, on a Morrow County parole and probation warrant for three counts of unauthorized use of a motor vehicle. He was lodged at Umatilla County Jail. -MCSO received report of a juvenile complaint at Ione School. -MCSO received re- quest for contact from a Heppner man who said a male passenger in a mini- van drove by and yelled out to his 15-year-old daughter on Water St. -Emergency Services, Boardman Ambulance re- ceived report of a 20-year- old man having a hard time breathing, had a bad head- ache all day and tingling in his right arm and finger and pain in his chest. The patient refused transport. -MCSO received a call from Umatilla County Sheriff’s Office that they re- ceived three 911 calls from a male stuck on the West- ern Route. They said the number returns to a male in Lexington, but they hadn’t been able to confirm that. Morrow County Road Dept. would like to remind all motorists that with any road maintenance project to be aware of the workers, they are very important to us. Watch for signs, flags and work-zone employees and equipment. Morrow County’s goal is to provide a safe roadway. However, it is always up to the motorist to drive according to conditions. Be patient and plan ahead. Leave early if you know you will be driving through work zones. Please use extreme caution and common sense.
