Morrow County is request- ing bids for three county buildings that need roofing material and some repairs. 1. Prime and reseal with elastomeric roof coating for a Quonset hut with a surface area of 5,000 Sq. ft. located 65820 Airport rd., Lexington, OR. 2. Minor roof repairs to low spots, and prime and seal with elastomeric roof coat- ing at the Morrow County Museum Building with a surface area of 8,400 Sq. Ft. , located at 103 E. May St. Heppner, OR. 3. Reroofing of the Mor- row County Health Build- ing located at 101 Board- man Ave., Boardman, OR 97818. The roof surface area is approximately 5,100 Sq. ft. Reroofing shall be equivalent to fully adhered 60 mil TPO (ther- moplastic olefin) mem- brane roofing. Bids will be publically opened at the Morrow County Court being held on the morning of April 19, 2017, At the Port of Morrow, 2 Marine Drive, Boardman, Oregon. Bids will need to be received at the Morrow County Public Works office, 365 W. Hwy 74, P.O. Box 428, Lexing- ton, OR. 97839. Bids will need to be marked “Roof- ing Projects” no later than 4:00p.m. April 17, 2017. The County may reject any bid not in compliance with all prescribed public bidding procedures and re- quirements, and may reject for good cause any or all bids upon a finding of the County that it is in the pub- lic interest to do so. All subcontractors shall be identified at the time the bid is submitted. • All contractors shall be pre-qualified as follows: o Bidders shall be contractor specifically en- gaged in the application of spray. o Contractors shall submit a copy of Applica- tor’s certificate. o Supply a copy of the proposed warranty of manufacturer of roofing material. o Contractor shall carry a valid roofing li- cense. • Materials and equipment, primer prior to polyurethane foam coating should be the appropriate primer for the excising sur- face. • Spray applied polyurethane foam insula- tion shall be a two compo- nent polyurethane insula- tion system formulated for use through airless equip- ment. This is a Morrow Coun- ty Public Works Project and funded with Morrow County funds. A bid bond in the amount of 10% of the bid amount is re- quired with the proposal. Performed and Payment Bonds in the amount of the contract bid amount will be required of the success- ful bidder. Boardman plans spring clean up The City of Boardman will sponsor a community- wide clean-up the month of April. The city has garbage vouchers available, with a $50 limit, to Boardman residents. The vouchers are valid during the month of April at Finley Butte Landfill and the North Mor- row Transfer Station. The garbage voucher program is meant to encourage citizens to clean up their residences by disposing of yard debris. ELAP provides emergency assistance to eligible producers of live- stock, honeybees and farm- raised fish who suffered losses because of disease, adverse weather or other conditions. One category of ELAP assistance includes live- stock feed and grazing losses due to extreme cold, heavier than usual snowfall and associated snowpack. ELAP assists producers with eligible feed losses that resulted from the costs of purchasing additional feed, above normal quanti- ties, required to maintain eligible livestock during an eligible adverse weather or loss condition, and until additional livestock feed becomes available. Eligible livestock own- ers must own eligible live- stock that are being main- tained for commercial use as part of a farming opera- tion and: -During the 60 calendar days before the beginning date of the eligible adverse weather or loss condition, owned, cash-leased, pur- chased, entered into a con- tract to purchase or been a contract grower of eligible livestock; and -Suffered a loss on land that is either native or im- proved pastureland with a permanent vegetative cover or planted to a crop specifically for the purpose of providing grazing for covered livestock. Eligible Grazing Losses Eligible grazing losses must be incurred on eligible grazing lands physically located in the county where the eligible adverse weather or loss condition occurred and because of an eligible adverse weather or loss condition. Additional Livestock Feed Payment Calcula- tions Payment calculations for feed losses will be based on a minimum of 60 percent of the producer’s actual of purchasing additional live- stock feed above normal to maintain the eligible livestock during an eligible adverse weather or loss condition until additional livestock feed becomes available. FSA will calculate ELAP payments for an eli- gible producer for livestock feed and grazing losses for no more than 150 calendar days. Producers must file a Notice of Loss within 30 days of when the loss is apparent to the participant, and submit an application for payment by Nov. 1, 2017. Livestock Indemnity Program In addition to ELAP, Livestock Indemnity Pro- gram (LIP) offers payments to eligible producers for livestock death losses in excess of normal mortal- ity due to adverse weather. Eligible losses may include those determined by FSA to have been caused by hurricanes, floods, bliz- zards, wildfires, tropical storms, tornados lightening, extreme heat, and extreme cold. Producers will be re- quired to provide verifiable documentation of death losses resulting from an eli- gible adverse weather event and must submit a notice of loss to their local FSA office within 30 calendar days of when the loss of livestock is apparent. Harlem Ambassadors in Heppner April 27 Harlem Ambassador’s basketball show is coming to Heppner High School Thursday, April 27, at 6:30 p.m. The local “Heppner Blues” team will be com- peting with the Harlem Am- bassadors’ basketball team. The Harlem Ambassa- dors, based in Colorado, are not associated with any oth- er “Harlem” teams, such as the Globetrotters. However, the Harlem Ambassadors all played college basket- ball and have college de- grees in fields ranging from exercise science to criminal justice. Now in their 19 th year, they perform approxi- mately 150 fundraising games and entertainment events for nonprofit groups every year. They bill them- selves as “quality family entertainment and…fun for audiences of all ages, from kids to kids-at-heart.” Although admission is free due to funding provid- ed by the Morrow County Unified Recreation District, tickets will be required to get into the event to accom- modate the seating avail- ability. Murray’s Drugs, Bank of Eastern Oregon in Heppner and Ione, and Mor- row County Grain Growers in Lexington, Ione and at the Green Feed and Seed store in Heppner will each have a supply of tickets for the communities to pick up. Tickets should be avail- able around the first part of April, with more informa- tion to be communicated. Forests seeking members for RAC The Northeast Oregon Forests Resource Advi- sory Committee (RAC) is seeking nominees for new members for a committee tasked with recommend- ing projects to improve forest health, watersheds, roads and facilities around Malheur, Umatilla and Wal- lowa-Whitman National Forests. The three categories of committee members needed are: A) industry profes- sionals with experience in forest products, recreation, mining, grazing or timber, B) environmental groups and individuals connected to groups interested in wild horses, archeology and dis- persed recreation, and C) elected officials, American Indian tribal representa- tives, school officials or teachers. Members should be able to attend two full-day meetings per year. Crook, Grant, Harney, Malheur, Morrow, Union, Wallowa and Wheeler counties are particularly encouraged to submit applications.
