Commissioner Lindsay, who previously served on the planning commission, said she feels it is important to keep the planning commission in- volved since that allows the public to have input through the hearings process. She said it only takes a few minutes for the commission to make the decisions and does not take up a lot of their time. “It comes down to is interpretation coming from the desk, or from the committee?” Commission- er Jim Doherty said. The court also had a discussion about the fu- ture of the Columbia River Enterprise Zone (CREZ). The zone is one of many in Oregon set up in lower income areas to offer tax breaks to new businesses establishing there and cre- ating new jobs. The zone and approved, the county, and all of the cities within, will be eligible to apply for federal disaster relief if a disaster were to come to Morrow County. McLane thanked all those who helped develop the plan, but especially mentioned Steve Rhea with the Hep- pner Fire Department for his help with the wildland fires portion. “Steve Rea is incredibly knowledgeable in wildland fires,” McLane told the court. “I will miss him when he decides to move on. He has helped us a lot.” On another subject McLane said she will be- gin working on changing county planning ordinances to allow the planning staff to make more decisions and not send them to the plan- ning commission. She said she polled the commission- ers at the last meeting and they agreed that they would rather spend their time do- has been very successful for Morrow County, so suc- cessful in fact, the county may be in jeopardy of los- ing it. Recently the county jumped from number five in highest per capita wages in the state, to number three. The increase may cause the county to lose the ability to have an enterprise zone. Commissioner Don Russell said the wage figures may be skewered because of the big construc- tion project in the county. “There were 800 temporary construction workers out at the Carty project in the county making an average of $90,000,” he said. “My guess is we will probably go back to number four or five when that is factored out,“ Russell said. The Carty Gas Plant project is completed and those con- struction workers are now gone, and Russell said State Representative Greg Smith is looking at the CREZ situation. Boardman appoints budget committee members At their March 7 city council meeting, Boardman City Councilors appointed Junior Drago and Lisa Mit- telsdorf to fill vacancies on the Boardman Budget Committee. This is a first appointment for both Drago and Mittelsdorf to a City of Boardman board. Drago will serve a three-year term ending December 31, 2019 and Mittelsdorf filled a va- cancy with a term ending December 31, 2017. Councilors also reap- pointed Ray Michael to the Boardman Budget Com- mittee. Michael has a long history of service to the City of Boardman, having pre- viously served on the city council, planning commis- sion and budget committee. He will serve another three- year term ending December 31, 2019. The budget committee is comprised of the Board- man City Council and seven members of the community appointed by the city coun- cil. The committee holds one or more meetings each May to review and make recommendations to the city council for the city’s budget and the Urban Re- newal District’s budget. The next meeting of the Boardman Budget Commit- tee will be on Tuesday, May 9, 2017 at 7 p.m. at Board- man City Hall. Counts of attempt to com- mit murder, assault 2, two counts of being a felon in the possession of a firearm and four counts of Assault 4 were dismissed. -Julio Reyes-Garcia, Jr., 62, was convicted of Failure to Report as a Sex Offender, a misdemeanor, and ordered to pay a $435 fine. -Edward Joseph Per- gande, 38, was convicted of Rape 1, a Class A felony, Unlawful Sexual Penetra- tion 1, a Class A felony, two counts of Sexual Abuse 1, a Class B felony, Coercion, a Class C felony and was sentenced to 100 months in the Oregon Department of Corrections, 75 months in the Oregon Department Corrections, 24 months in the Oregon Department of Corrections, 100 years (life) of post-prison super- vision, ordered to complete a sex offender treatment program, report as a sex offender, submit to testing for HIV and other commu- nicable diseases, submit to polygraph examinations, have no direct, indirect or third-party contact with the victim, not view, nor possess, constructively or actually any pornographic material, images, video or audio in any format or enter or be upon the pre- vises or parking area of any business or other place where such materials are sold, shown, depicted or displayed and fulfill numer- ous other requirements. Two counts of endanger- ing the welfare of a minor, strangulation and recklessly endangering another person were dismissed.
