EIGHT - Heppner Gazette-Times, Heppner, Oregon Wednesday, September 21, 2016 Sheriff’s Report July 20: -Morrow County Sheriff ’s Office was advised of a male ly- ing alongside I-84 West, Boardman, with his hand above his head. The caller wasn’t sure what he was do- ing. No vehicles were near him. The caller advised the male was lying in semi-tall grass so he would be hard to see. Oregon State Police was advised. -A female assault vic- tim in Irrigon advised she wanted to press charges. MCSO, Boardman ambu- lance and Boardman PD responded and the victim was transported to Good Shepherd Hospital. -A caller in Board- man advised there was screaming and fighting in the trailer across the street. The caller advised it had been going on for an hour and it sounded like things being thrown. Marvin Alex Pourier, 52, was arrested for strangulation and menac- ing and lodged at Umatilla County Jail. -A female in Irrigon advised she had new tires and one kept getting low. She believed someone was letting air out of her tires. -MCSO received report of the theft of a generator in Irrigon. While on scene, deputies located a subject with a warrant. MCSO ar- rested Austin L. Kettlewell, 22, was arrested on an Ir- rigon Justice Court warrant for Failure to Appear on Possession of Less than an Ounce of Marijuana. The subject went before the judge and was released to appear next week. -A man in Boardman reported that someone opened a Verizon cell phone account under his name and he has now received an $800 bill from Verizon. Boardman PD took the in- formation. -A female in Board- man advised that a male in another apartment showed himself inappropriately to herself and another female. She advised the male was sitting out on the porch. William joseph Flood, 47, was arrested by Boardman PD for Disorderly Conduct. -A caller advised of two teenagers stopped on the shoulder of Tower Road cutting the antlers off a deer. Boardman PD responded and the deer had its antlers. No one was in the area. -MCSO received report of a female with a BB gun at a location. The female was trespassed from the location by a deputy; if she returns she will be arrested. -A caller in Irrigon ad- vised a male subject was in a fight in the parking lot. Paid For by Cody High July 21: -Morrow County Sheriff’s Office re- ceived a driving complaint regarding a female in Hep- pner; she was reportedly backing up and running forward really fast, turning around in the road, and just parked on the side of the road facing out. MCSO re- sponded and cited Shereen Renee Rolen for Driving While Suspended – Viola- tion and Careless Driving. -MCSO was advised that someone siphoned gas from one of the Extension Office vehicles. -A female in Irrigon requested deputy contact regarding her neighbor’s dogs coming onto her prop- erty. She attempted to speak to the neighbor but he told her to call the cops because he was not going to keep his dogs off her property. A deputy responded and contacted the parties. -A male in Irrigon ad- vised that a car just went down the road at high rates of speed. He advised depu- ties never come down their road, and that he is going to start throwing things at vehicles if they continue to drive down the street. The caller was advised he is NOT to throw things at vehicles. -MCSO received a re- port that a man in Irrigon had a confrontation with a guy who was trespassing with his dog. The caller ad- vised he physically pushed him off his property be- cause he wouldn’t leave. He advised he thought he was from the trailer park. -MCSO was advised of a male walking around Love’s Travel Stop, Board- man. The caller advised he had been walking around the store for about an hour, not buying anything. The caller believed he was in the bathroom at that time. July 22: -A caller re- ported that a male fell off his bike and hit his head in Heppner. Heppner ambu- lance responded but cleared with no patient transport. -A male in Irrigon ad- vised that his ex-girlfriend was trying to break into his truck. He advised he had problems with her the night before, too. -A female in Irrigon ad- vised that, the night before, she was assaulted by a male subject who also took her cell phone. -MCSO received report of a theft in Irrigon. -A female in Irrigon ad- vised that someone called and talked to her dad while she was gone. They told him they were with Micro- soft and needed to do an update to his computer. The subject was walked through how to do it and put a code into the computer, and then they started taking stuff off his computer. The caller contacted Microsoft tech support and they advised it was not them and to call the sheriff’s office and file a report. The caller requested contact to do so. -MCSO received report of a female yelling in Irri- gon; the caller advised that she rarely heard the male but the female seemed out of control with screaming. She requested someone look into it. MCSO re- sponded, and the subjects were having a one-sided argument. -MCSO received a criminal mischief complaint from a woman in Heppner. Her fence had been torn down, her outside table and chairs were gone and her back door was wide open. -Morrow County dis- patch received a request for fire mutual aid, type six and/ or water tender or brush, as many as possible, to meet in Condon. -MCSO received a driving complaint regard- ing a driver on I-84 who swerved into a motorcycle and was observed smoking a marijuana pipe. Oregon State Police was advised and was able to stop the vehicle. July 24: -Morrow County Sheriff’s Office, Irrigon fire, Irrigon ambu- lance and Boardman fire responded to a house fire in Irrigon. The Red Cross was notified. -A woman in Irrigon ad- vised MCSO that it looked like someone was trying to break into her storage unit. MCSO responded and took a case for criminal mischief. -MCSO received a re- port of a male at an apart- ment complex in Board- man. The caller advised the male would not leave, that he kept asking for a ride but no one wanted to help him. Boardman PD and MCSO responded. The male was taken into custody, cited and released. -Emergency dispatch received a call from the Boardman area; they could hear a female screaming hysterically in the back- ground and a male yelling. Advised of a female with facial injuries. July 26: -Boardman ambulance responded to a request for a welfare check on a male in Boardman. The male was having lung issues and it was believed he needed to get to the ER ASAP. -Morrow County Sher- iff’s Office received a call from a male who advised he had just repossessed a vehicle and was on his way out of Irrigon. The caller advised the subject was not aware of the repossession. A deputy re- sponded and talked to the female’s mother and ad- vised her that she needed to start the eviction process if she wanted the daughter out of there. The female was given a ride to Umatilla for the day. -Umatilla County Sher- iff’s Office advised MCSO of a boat stranded and in need of assistance. MCSO dispatched marine deputies to assist and they found two boats, one on the shore and the other in no need of as- sistance. -MCSO was advised that a UPS truck hauling triples was all over I-84 near Boardman; the caller thought the driver was fall- ing asleep and would roll the trailers on the highway. MCSO was out of position and the call was referred to Oregon State Police. July 27: -A person in Heppner advised he re- ceived a phone call from another male stating that he needed an ambulance ASAP. The caller did not have the subject’s address or anything further. A pa- tient was transported. -Morrow County Sher- iff’s Office received a re- port of a suspicious vehicle on B Street in Lexington. -A woman in Heppner requested contact regarding subjects not observing a yield sign at an intersection. A deputy contacted her and advised her of her options. -MCSO received a re- port of harassment in Hep- pner. -Persons in Irrigon ad- vised their 46-year-old male son was on medication and out of control and they could not control him. The subject was contacted and deputies advised there was no crime at this time. -MCSO was advised that Seattle PD arrested Tony Jerome Moore, 29, on local charges with a hold placed for a Morrow County Circuit Court war- rant for Failure to Appear on Possession of Marijuana. -A person at the Board- man Shell advised a subject went in to buy beer and was refused, and then threw his change at them and was walking to another station to buy beer. MCSO and Boardman PD made contact with the subject and advised him not to return to the store that night, as well as of the law concerning alcohol sales to an obviously intoxi- cated person. -MCSO received pos- sible location information on a runaway juvenile. -A person called from the Ione area and advised there was a male subject who they did not believe had a driver’s license, and that he was driving with an open container and/or driving drunk most of the time. The caller advised he frequented a certain area around Ione and another in Gilliam County, and also advised that the subject drinks all day and then usu- ally has a “road soda.” -MCSO was advised of a male and female fighting at an Irrigon location for about the last four hours. The caller advised they could hear glass breaking at the house. MCSO and Boardman PD responded and determined it was ver- bal only. -An anonymous caller reported that Columbia River Ranch Boardman had no running water and they weren’t able to flush toilets or anything. The caller requested it be looked into to ensure people were get- ting the care they deserved. MCSO responded; there was, in fact, no running wa- ter at the location but they had made arrangements to get the pump fixed and had water on hand for drinking. -MCSO was advised that Matt Bryon Phillips was served MCSO warrants for Probation Violation/ Possession of a Controlled Substance II and Probation Violation/Unauthorized Use of a Motor Vehicle. He was lodged at Umatilla County Jail. July 28: -A female in Irrigon reported to Morrow County Sheriff ’s Office that she and her cousin had been harassed through the night by someone with highbeams, and her car was vandalized. The caller ad- vised she went to Circle K in Irrigon about 4 a.m. and when she was leaving she believed she was followed by a red pickup and later by a jacked-up blue pickup, and a dark sedan had driven by the address four times within a short period of time. The caller believed her ex-boyfriend had sent his friends to harass her. The caller was advised to apply for a protection order. -James E. Stout II was served an Irrigon Justice Court warrant for Fail- ure to Appear on Driving While Suspended, Theft III and Criminal Trespass. The subject was lodged at Umatilla County Jail on other charges. -A female in Irrigon reported that a lab had her trapped in her yard, and that the owner of the dog is the neighbor, who was standing in the doorway and seemed to be amused by it and wouldn’t do anything about it. The caller requested that a deputy respond. MCSO cited Elizabeth McKinney for Maintaining a Dog as a Public Nuisance at Large. -A female in Heppner advised her guns were sto- len. MCSO took the inci- dent under investigation. -MCSO received an anonymous report of some- one climbing through the window at an Irrigon lo- cation, with possibly two other people standing down the street. Morrow County responded and arrested Jo- seph Lee Swope, 35, on a Morrow County Parole and Probation detention warrant for Felon in Possession of a Weapon and for Failure to Report as a Sex Offender. The subject was lodged at Umatilla County Jail with no bail. BURNING BAN Effective June 15, 2016, the Fire Chief of the City of Heppner is imposing a CLOSED SEASON for open burning based on local fire safety concerns. This burning ban is for the City of Heppner. A reminder that open burning also includes a “burn barrel.” The closed season will remain in effect until further notice this fall as per ORS 478.960.
