Credit is due for clock tower completion The tower clock installation and refinement is near- ing completion. It was quite a task to take a 113-year-old tower clock, originally intended to perform in the tower, and install it over 50 feet below the tower in the court- house lobby. Cables, pulleys, shafts, shaft joints, holes in the floors and ceilings, a closet to hide the weights as they fall and several other details had to be reckoned with over a period of months. There were so many people involved in the project and they all need due recognition. Their work and crafts- manship is a testament to the honor the clock will have for another century. However, one person stands out as the reason it all came together and is today a working system. That person is Rod Wilson of Heppner. Everything that has to do with the functioning of the clock in the courthouse has his fingerprints on it. There were trials that did not pan out, and parts that did not perform well and had to be reinvented or repurposed to obtain a successful result. He envisioned methods that had to be constructed from scratch. This involved mak- ing parts, or creating parts that would serve the purpose of running the clock. Think of a 50 foot length of rope laying on the ground. Now, pick up one end and give it a twist and see how much the other end moves. And think of routing cables and shafts 50 feet up in the air from the courthouse lobby to the clock tower. It had to pass through ceilings, floors, walls and then tum direction a time or two and then be connected to the clock dials and turn the hands and also cables to ring the bell. It’s somewhat like the trick basketball shots…off the wall, bounce off the scoreboard, hit a bleacher seat, bounce off the railing and into the basket. But Rod found the route and created a path for all of it to work, all while preserving the courthouse with minimal intrusion on its historical presence. The people of Morrow County have a special pride in their courthouse and Rod Wilson exemplifies what pride in workmanship can accomplish. It is an honor and a pleasure to work with him. Jackpot Rodeo set for May 2-3 in Arlington The Arlington Jackpot Rodeo kicks off its 68 th year May 2-3 at Arling- ton, OR. Events will begin Saturday, May 2, with the parade through downtown Arlington at 10 a.m. Rodeo action begins at 12:30 p.m. both Saturday and Sunday. A cowboy breakfast will be served 7–10 a.m. on Sunday Community lunch menu All Saints Episcopal, Hope Lutheran and Valby Lu- theran church members will serve lunch on Wednesday, April 22, at St. Patrick’s Senior Center. The meal will include parmesan-crusted baked fish, rice pilaf, broccoli, sliced tomatoes, hot rolls and cin- namon pudding. Milk is served at each meal. Suggested donation is $3.50 per meal. Menu is subject to change. September 26 (cont.): -A woman reported that someone hit a deer between the first and second cabins on Sunflower Flat off Hwy. 207. The caller advised the deer was off the side of the road and its back legs were broken. -A driver on Hwy. 206-Condon advised that he hit a deer with his ve- hicle. A copy of the budget document may be inspected or obtained on or after May 20 at 430 W Linden Way, Heppner Published: April 15 and May 13, 2015 Affidavit Morrow County School District is holding a community-wide meeting Thursday, April 30, at 6:30 p.m. in the Heppner El- ementary cafeteria to report progress and seek input on long-range planning. The school district says it is creating a long-term investment plan for each of the county’s school build- ings and is working with a consultant to assess district buildings for both physical condition and functionality. The district says it has a community group in place to review data and gener- ate recommendations on what to do with each of the MCSD facilities, but is also seeking community-wide input. Aside from the Hep- pner meeting, meetings are also planned for Tuesday, April 21, at 6:30 p.m. in the Irrigon Elementary library and Tuesday, May 5, at 6:30 p.m. in the Riverside High School auditorium. County-wide volunteer expo set for May 6 BOARDMAN—The first Morrow County Vol- unteer Expo, a recruitment event, is being held at the SAGE Center next month. The event, sponsored by Abengoa and Portland General Electric, will bring service groups together to show Morrow County resi- dents where help is needed and to learn about their communities. The expo is slated for May 6 at 101 Olson Road, Boardman, from 3:30-7 p.m. Sheryll Bates, Hep- pner Chamber of Com- merce director and an event organizer, said the event will allow organizations to highlight what they offer the community and where they need help. “This is a chance for people to take advantage of finding out what’s hap- pening in Morrow County,” Bates said. “It is also a good opportunity for volunteers to see how these commu- nity groups work.” Groups seeking volun- teers and interested in par- ticipating can contact the SAGE Center at 541-481- 7243 or Heppner Chamber of Commerce at 541-676- 5536. Groups looking to recruit volunteers need to register for the event by April 30. Dinner will be served during this free event. Chil- dren are welcome and can watch a free showing of “Despicable Me” in the SAGE Center movie theater at 5 p.m. DA’s Report Morrow County Dis- trict Attorney Justin Nelson has released the following report: -Mary Rennings, 50, was convicted of Theft I, a Class C Felony, and sentenced to 24 months su- pervised probation subject to 90 sanction units with 30 jail units. Probation conditions include Social Re-education/Life Skills Training, 200 hours of com- munity service, no contact with the victim, and no trespass within 150 feet of the victim’s house except to remove personal property by May 1, 2015. One count of Burglary I was disposed without conviction. Fines, fees and assessments to- taled $1,500. -Aaron Timothy Camp- bell, 35, was convicted of Harassment – Constitut- ing Domestic Violence, a Class B misdemeanor, and sentenced to 90 days jail time. However, execution of 80 days jail time was sus- pended and the defendant sentenced to 18 months bench probation. Proba- tion conditions include 20 hours of community ser- vice, no offensive physical contact with the victim and prohibition from further harassment or threaten- ing conduct, and 10 days jail time with credit for time served. One count of Criminal Trespass II was dismissed. Fines, fees and assessments totaled $600. -Aaron Timothy Camp- bell, 35, also was convicted of Failure to Appear II, a Class A Misdemeanor, and sentenced to 180 days jail time. However, execution of jail time was suspended and the defendant sentenced to 18 months bench proba- tion. One count of Criminal Trespass II was dismissed. Fines, fees and assessments totaled $200. Sheriff’s Report NOTICE OF BUDGET COMMITTEE MEETING between the hours of 8 am 3 pm. at the Masonic Hall. Ticket prices are $6 for adults and $4 for children 12 and under. School district plans community meetings Justice Court warrant for failure to appear on DUII charges; he was in Dept. of Corrections custody. -A caller in Heppner reported hearing yelling and screaming, and stated he caught a glimpse of someone throwing some- thing. Advised he could not see anything else. MCSO responded and determined that a male played a prank on a female, which was why she was yelling. No crime or issue. -A male in Ione report- ed that another male tried to hit him and hit his car, and that the other male is discriminating against him. -A caller in Heppner advised that a female came in with a male and was visibly upset. She gave the caller a list of persons to contact to come pick her up but the caller was unable to contact anyone and re- quested that a deputy make contact with the subjects. -MCSO was advised that Robert Scott Hall, 52, was arrested by Umatilla County Jail on a warrant. September 27: -Mor- row County Sheriff’s Of- fice received a call from a female in Irrigon who requested contact from a mental health worker. MCSO contacted Com- munity Counseling Solu- tions to have an on-call worker contact the female, but the female called back and requested a deputy to respond. She said she did not feel safe where she was. -MCSO received a call advising them of a red SUV driving all over the road near Lexington; driver pos- sibly intoxicated and going onto the gravel. MCSO located the vehicle and determined the call to be unfounded. -A male in Irrigon advised MCSO that his neighbor was taking her old fence and throwing it into his yard. A deputy made contact with both parties and they reached a civil compromise. -MCSO received a call from a woman in Heppner who stated someone was trying to break into her house. Deputy made con- tact with the woman but was unable to locate any suspects. -Umatilla County Sher- iff’s Office requested that MCSO conduct a welfare check on Hwy 74-Lena. Dispatch made phone con- tact who advised the vehicle in question belonged to he and his wife; his wife had taken it up to that area to ride for cows with another couple. He had spoken to her at 7 p.m. that evening and did not believe there was any reason for concern where she was involved. September 28: -Board- man PD was advised that a male subject entered a loca- tion and tried to buy beer but was denied because he was extremely intoxicated. He went out and got into the passenger seat of a white van with Washington plates. The driver was still in the bathroom and was also intoxicated. BPD ar- rested Juan Cochoy Saquic, 32, for False Information to a Peace Officer and Fail- ure to Perform Duties of a Driver – Property Damage. Subject was also issued a citation for No Operator’s License and was lodged at Umatilla County Jail. -MCSO arrested Wal- lace Gary Smith, 44, on a Morrow County Circuit Court warrant for Unlawful Possession of Methamphet- amine.
