SIX - Heppner Gazette-Times, Heppner, Oregon Wednesday, October 1, 2014 DA’S Report Morrow County Dis- trict Attorney Justin Nelson has released the following report: -Roberta Lynn Man- ning, 26, was convicted o f one count o f Criminal Trespass 11. a Class C mis- demeanor. Defendant was sentenced to 15 days jail time; however, execution of jail time was suspended and the defendant sentenced to 24 months bench proba- tion. to include 20 hours o f community service and no contact with the victim, Additionally, Manning was convicted o f one count o f Giving False Information to a Peace Officer for a Citation, a Class A misde- meanor. The defendant was sentenced to 180 days jail time; however, execution of jail time was suspended and the defendant sentenced to 24 months bench probation, to include 20 hours of com- munity service. Additional counts were disposed with- out conviction. Fines, fees and assessm ents totaled $893. -In addition. Roberta Lynn Manning, 26, was convicted o f one count o f Failure to Appear II, a Class A misdemeanor. The defendant was sentenced to 180 days jail time; how- ever, execution of jail time was suspended and the defendant sentenced to 24 months bench probation, to include 20 hours ofcommu- nity service. An additional charge o f FTA II was dis- posed without conviction, Sheriffs Report Fines, fees and assessments totaled $350. -Andrew Cody O ’Neil, 31, was convicted o f one count o f Unauthorized Use o f a Vehicle, a Class C felony, and sentenced to 18 months supervised proba- tion, subject to 90 sanction units with 30 jail units. Conditions o f probation include substance abuse evaluation, mental health evaluation, social re-edu- cation/life skills training program, five sanction units to be used for 80 hours o f community service, and theft counseling. In addi- tion, O'Neil was convicted of one count of Theft II and sentenced to 24 months bench probation, to include 40 hours o f com m unity service, theft counseling and letters o f apology to the victims. Further counts were disposed without con- viction. Fines, fees, as- sessments and restitution totaled $1,362. -In addition, Andrew Cody O ’Neil, 31, was con- victed o f one count o f Fail- ure to Appear 1, a Class C felony, and sentenced to two years supervised probation subject to 180 sanction units with 90 jail units. Conditions o f pro- bation include substance abuse evaluation, mental health evaluation, social re- education/life skills training program, com pletion o f community service, and a written apology to the victim. Fines, fees and as- sessments totaled $200. M ay 13: M orrow County S heriff’s O ffice Deputy reported he was on a field interview. -MCSO received report o f an “elk” lying on the side o f the road on 1-84, Board- man. She was unsure if the animal was injured or not. Oregon State Police arrived and dispatched the animal, -MCSO received report o f a fawn on 1-84 Board- man. Oregon Department of Transportation was advised, -MCSO received report o f a traffic hazard with rocks on the highway on Hwy. 74, lone. -MCSO reported Wil- Ham Michele Adams, 56, registering as a sex offender in Irrigon. -MCSO received re quest from Morrow County Planning Department for a code deputy to check an address on Baseline Lane, Heppner, for building with- out a permit. The request was unfounded, -MCSO received report o f a driving complaint with information on J-tums left with a vehicle on Main St. in Heppner. -MCSO received report that Oregon State Police arrested Douglas Carter Robertson, 43, on a Mor- row County Circuit Court warrant for Parole Viola- tion/Failure to Register as a Sex Offender with no bail, and an Irrigon Justice Court warrant for Failure to Ap- pear/Failure to Appear with $1,728 bail. He was lodged at Umatilla County Jail. -MCSO received report o f a suspicious person on Hwy. 74-Lena, Heppner. A deputy responded and determined that it was a subject walking his dog. -MCSO cited Marseli- na Sanchez, 21, for Driving While Suspended violation and driving uninsured. The vehicle was towed. -Irrigon Fire Depart- ment reported a fire call. M ay 14: M orrow County Sheriff's O ffice received report o f a small black pickup facing Hwy. 74 in Heppner with the door open that had not moved in a while. -MCSO received report o f three calves on Hwy. 207, Heppner. The caller said that there was a cattle drive the previous weekend and he believed he knew who the owner was. -MCSO received report o f a trespass in progress in Irrigon. It was determined to be unfounded. The bank owns the property and had sent workers to see what needed to be repaired. -MCSO received report from an lone woman that a Department o f Human Ser- vices worker advised her to contact law enforcement concerning her options on possible domestic violence/ abuse. No one was current- ly in danger. She requested phone contact. - MC SO , Heppner Ambulance, Heppner Fire Departm ent, Lexington Fire Department received report o f a 70-year-old non-responsive woman in Heppner. The subject was breathing okay. -MCSO received a 911 call from a woman in Irri- gon that a child was inside the house and the mom was locked out. -MCSO received re- port of littering and illegal dumping in Irrigon. The caller said she had issues w ith her neighbors who were moving out, coming and going, moving stuff, throwing stuff in her yard and yelling at her. She said they were gone at the time, but would be back soon. A deputy made contact. She called later to advise that the neighbors were home. -MCSO received report from a Heppner man that som eone had stolen the year sticker from his license plate. He requested that an incident number be created, -MCSO received report from an Irrigon woman that she had been assaulted by a male subject. Deputies responded. -MCSO received report from an Irrigon woman that she had received a scam phone call. She requested a deputy and he made con- tact. -MCSO received report from a Heppner man that he had received a scam phone call requesting that he send money. -MCSO received re- quest for information from an Irrigon woman concern- ing a civil issue. A deputy made contact and advised them o f their options. -MCSO received report of a commercial vehicle all over the road on 1-84. -MCSO received report o f a 63-year-old female with difficulty breathing in Irrigon. An ambulance responded, -MCSO received report o f a bike lying at the skate park in Irrigon with no one around. -MCSO received report of four-year old boy with a horrible cough, like croup, a high fever and body aches, The subject was in a car with flashers on the side of the road on County Line/ Pleasant View, Irrigon. Irri- gon Ambulance transported him to Good Shepherd Hospital, -Heppner Fire Depart- ment received report of flames behind a house in Heppner. HFD checked out the fire and determined no response was required, -MCSO cited Manuel Escalante Cardenas, 33, for Violation o f the Basic Rule, 70 mph in a 55 mph zone, -MCSO cited Sean El- liott Ferguson, 18, for fail- ure to stop when merging from driveway, -MCSO receive request to look up a cattle brand, The lone caller said that two-pairs o f cattle were on his property and were getting into his wheat.
