Heppner Gazette-Times, Heppner, Oregon Wednesday, September 17,2014 Justice Court Report DA’s Report Morrow County Dis trict Attorney Justin Nelson has released the following report: -Zachary David Phil- pott, 28, was convicted of one count of Unauthorized use of a Vehicle, and Class C felony, and sentenced to one year driver’s license suspension and 24 months supervised probation, sub ject to 120 sanction units with 60 jail units. Probation conditions include sub stance abuse evaluation, mental health evaluation, completion o f social re- education/life skill strain ing program, 80 hours of community service, and - SEVEN 20 days jail time. Philpott also convicted of one count o f Fleeing or Attempting to Elude a Police Officer While in a Motor Vehicle, a Class C felony, and sen tenced to one year driver’s license suspension and 18 months supervised proba tion, subject to 90 sanction units with 30 jail units. Pro bation conditions include substance abuse evaluation, mental health evaluation, com pletion o f social re- education/life skill straining program, 80 hours of com munity service, and 10 days jail time. The defendant was also convicted of one count of Reckless Driving, a Class A misdemeanor. He was sentenced to one year driver’s license suspension, 180 days jail time, and 24 months bench probation; however, execution of 170 days jail time was suspend ed. Conditions of probation include 20 hours of com munity service and 10 days of jail time as stated above. Philpott was additionally convicted of two counts of Recklessly Endangering Another Person, a Class A misdemeanor. On each count, he was sentenced to one year driver’s license suspension, 180 days jail time, and 24 months bench probation; however, ex ecution jail time was sus pended. Conditions of pro bation include 20 hours of community service and a written apology to the vic tim. Finally, the defendant was convicted of one count of Criminal Mischief 11, a Class A misdemeanor, and sentenced to 180 days jail time; however, execution of jail time was suspended and the defendant sentenced to 24 months bench probation, to include 20 hours com munity service and a writ ten apology to the victim. Additional counts were dis posed without conviction. Fines, fees and assessments totaled $1,966. Morrow County Justice o f the Peace Ann Spicer has released the following Justice Court report: -Jeani Elyse Marlatt, 27. of Lexington was found guilty of Violating the Basic Rule (VBR) 83/55 mph and fined $160. -Jeremy Richard Car- amazza, 32, of Boring, OR was found guilty o f VBR 81/55 mph and fined $260. -Corey Timothy Gray, 37, of Heppner was found guilty o f Driving While Suspended - Violation and fined $435. -Richard F. Burnside Jr., 24, o f Heppner was found guilty o f Driving While Suspended - Viola tion and fined $435. -Richard F. Burnside Jr., 24, o f Heppner addi tionally was found guilty of Driving While Suspended - Violation and fined $435, as well as Driving without Proof of Insurance, with a fine of $260. -Deborah Ann Wryn. 50, o f lone, was found guilty o f VBR 72/55 mph and fined $160. -Colby Hedman, 18, was found guilty o f Pos session o f Less than One Ounce o f M arijuana and was fined $650. failure to appear on Driving While Suspended - Misde meanor. -M CSO rece iv ed a com plaint from a H ep pner man who reported that his neighbor’s dogs kept coming into his yard. Deputy made contact with the owner, who said he was going to try to keep the dogs in better. He was looking to get a new kennel in the fu ture to keep them in better. -MCSO was advised that Marion County Sher iff's office arrested Dustin Norman Leavitt, 36, on a warrant for failure to ap pear on an original DUI1 charge. Subject was lodged at Marion County Jail. Sheriff's Report M ay 6: -MCSO re ceived a com plaint o f a beagle at the high school in Irrigon, white bottom, brown and black spots and a white ring around the top of his neck. He did not have a collar. MCSO responded and was able to return the item to the caller. -MCSO cited Kevin Haskel Bond, 42, for Driv ing While Suspended Viola tion and issued a warning for an obscured windshield. -MCSO received report of cows on 1-84 near Board- man. A deputy contacted the owner and advised that they need to advise dispatch so they can be contacted if the cows get out. M ay 7: -M CSO re ceived a request for an agency assist from Umatilla County; there was a violent disturbance at a Hermiston residence with a highly cautionary subject. UCSO requested backup and Or egon State Police were not available. -An agency in Board- man requested assistance, reporting a resident a t tempting to flee the area. He was not present at the 02:00 bed check. Employees went looking for him. He was last seen at the 1-84 westbound off ramp. Subject was last seen wearing blue jeans, no shirt with suspenders on. No shoes. Has a beard. -A L ex in g to n man called MCSO and said he would like to show a deputy evidence of trespassing oc curring on his property. -A Lexington man re ported that there had been a motorcycle on his RV prop erty. He put up no trespass ing signs and would like a trail cam put up to see who is riding on his RV camping property. Caller would like them trespassed when they are caught. -A deputy was flagged down by a motorist and advised that there was a vehicle blocking the stop sign at Gilmore/Hager in Heppner. -MCSO was advised that a male subject was urinating in the roadway in Boardman. Deputy made contact with the subject and passenger warned for disorderly conduct. May 8: -MCSO was advised by a motorist in Boardman that a male took off coveralls and was hiding in the shrubs. MCSO and BPD made contact. Male had broken down on the highway and was running home to get assistance. -A caller from Irrigon had some questions regard ing barking dogs. A deputy explained the laws. -MCSO received report that a vehicle drove off the curb when leaving the Sin clair station in Boardman. A citation was issued to Christopher Ramm, 45, for carry ing less than an ounce of marijuana. M ay 9: -A w om an called and said her mother was taking care of a teen ager. Advised that the fe male did not have a place to live so her mother took the juvenile in. Caller advised that the juvenile is pushing her mother around, and has gotten physical with her. She is not being physical at this time but was earlier today before the call. They would still like someone to respond. MCSO responded. -MCSO received report that just past Bunker Hill Road there were about 10 horses on the road. MCSO responded and was unable to locate. -A man in H eppner requested contact regarding a subject who was threat ening people at his work. Deputy responded. May 10: -MCSO re ceived report from a female that on Hwy. 74 near Rhea Creek, toward Lexington, about a half mile from the elevators, she could see flames from an unknown fire. MCSO told to stand down before arrival. lone fire responded and advised it was a controlled bum that was not called in. -A female in Heppner advised that she and a friend reported receiving harass ing text messages from the same phone number. -MCSO arrested David Ramirez, 31, on an Irrigon Justice Court warrant for ia Chamber Chatter Special request for let ter of support for restroom and shower improvements at Cutsforth Park from Mor row County Parks - dead line is Friday, September 19: Morrow County Parks is currently working on restroom and shower im provements at Cutsforth Park (very similar to the OHV's units) and they are applying for a development and rehabilitation grant from the County Opportu nity Grant program from the state. They are looking for letters o f support for improvements of Cutsforth Park. If you would like to send in a letter of support, please contact the Morrow County Parks at 541-989- 9500. We all benefit from this kind of improvement to our parks, so take a few minutes and prepare a letter of support. Your letter can make the difference.
