Zoning Ordinance Amendment AZ-064-13: Morrow County, applicant. Request is an update of the Morrow County Zoning Ordinance Article 3 Section 3.073 Port Industrial use zone. The proposed changes are to more clearly describe the purpose, allowed uses, rail dependent uses, water dependent uses, to remove the re q u ire m e n t for a Port M aster Plan and to amend the transportation impacts section providing reference to requirements in recently adopted and anticipated Interchange Area Management Plans. This is the first of at least one County Court public hearing. Opportunity to voice support or opposition to the above proposal or to ask questions will be provided. Failure to raise an issue in person or by letter or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on those issues. DATED this 18th day of December, 2013 M ORROW COUNTY P L A N N I N G DEPARTMENT Published: December 18, 2013 Affidavit CREZ FUND DISTRIBUTION -Continued from PAGE ONE that. “ The c o u n ty has negotiated an agreement w ith P o rtlan d G eneral Electric for the construction of a gas-fired plant; however, this agreement will leave all the taxing districts involved significantly short of current tax receipts,” he told the CREZ board. “We applaud the Port of Morrow and the enterprise board for the use o f the enterprise zone designation in the recruitment of new business into the county, as we know the business en v iro n m en t is highly co m p etitiv e and every available tool needs to be used to recruit and retain businesses in this area. “The group recognizes that the new construction will eventually come on to the tax rolls, but in the interim, while these projects are in the Enterprise Zone, the entities involved must be able to plan for the increased services that will be needed to make sure that we able to bring families in to the area as opposed to these new jobs being filled by people that travel in to the area and don’t become involved in the county’s communities,” Mills said. CREZ chairman Don Russell responded, saying “ We all feel we need to get people into the area and some districts will be more adversely impacted than others districts. I see the sheriff and the health district as two of those. But I don’t see how the cemetery district is impacted by us adding a new french fry plant (at the Port),” he said. Elks holds hoop shoot On Dec. 8. the Heppner Elks Lodge hosted its annual Hoop Shoot Free Throw contest at Heppner Elementary School. Kids from Heppner, lone and Lexington ages eight to 13 were invited to compete in this free event. The participants shot 25 free th ro w s w ith the first- place winner advancing to the Northeast District competition in Hermiston. The caller said she could smell smoke and see smoke coming from a vent out front. Heppner Fire Department, Heppner A m bulance and MCSO responded and determined that an oven was left on and burned through. -MCSO received request from an inmate at Umatilla County Jail for a welfare check on daughter who was in the care o f the Department of Human Services. -MCSO received report o f a broken down vehicle that the driver was going to park on Sand Hollow and then have it picked up later that day. -MCSO received report from an Irrigon woman that som eone had been h a ra ssin g her th ro u g h Facebook. -MCSO received report of an intoxicated male at the Irrigon High School football field. The reporter said he was not causing a disturbance at the time. MCSO responded. The subject was contacted and asked to leave by a school ( “We would like to see more planning and less arbitrary decisions,” Mills told the board. M ills made the comparison to the process used several years ago to divide up tippage money through a county-w ide program called Needs and Issues. “ By the end o f the tippage program everyone was mad,” he said. Mills said he would like to see the CREZ board lay out more criteria on how the money was going to be distributed. “So everyone knows what we are talking about and there are no arbitrary decisions,” he said. Russell asked M ills if his group had made the same approach to the county court about the employee and he left the premises. -Heppner Ambulance r e c e i v e d r e q u e s t fo r mutual aid for a 59-year- old subject in Boardman with a burning pain in his left chest, radiating out. Boardman Ambulance was not available. O ctober 19: Morrow County S heriff’s Office received report of a subject in black clothing walking south on Bombing Range n ear the pump statio n carry in g a bag. MCSO responded and determined that the subject had run out o f gas. An Irrigation District worker helped the individual. -MCSO received report of a vehicle pursuit in the Wildlife Refuge that ended with a motor vehicle accident. Three were in custody with unknow n in ju rie s . Irrig o n F ire, Irrigon A m bulance and Boardman Police responded and assisted. -MCSO received report that Oregon State Police arrested Sam antha Lee Brown, 24, on a Morrow County warrant for Parole V iolation/Possession o f M etham phetam ine. She was lodged at U m atilla County Jail with $60,000 bail. OSP arrested a male subject for attempting to elude. -MCSO received report from a Heppner woman that someone stole her cell phone. -MCSO received request for a welfare check on a Heppner couple from their daughter who said she had been attempting to contact them for around 45 minutes, but the phone line was busy. M CSO responded and determined that everything was okay. -MCSO received report from a woman in Irrigon that they had just received a call from a young child crying and asking where her m other was. MCSO contacted people at the number and spoke with the child’s parent. She said that a three-year-old was trying to call her grandmother and had the wrong number. -MCSO received request for an ambulance for a 60 year old male who was not responsive and was barely breathing. MCSO and Irrigon A m bulance responded and transported the man to Good Shepherd Hospital in Hermiston. -MCSO received report from an Irrigon subject that people kept coming into the store and would not leave him alone. MCSO responded and contacted the subject and the night manager. The subject was sent home for the night. -MCSO received report from an Irrigon subject that a neighbor was throwing a party and there was a big fire going, blasting music and yelling. -MCSO cited Marco A n t o n i o G a r c i a , 27, for Driving W ithout an Operating License. -MCSO received report that Linn County Sheriff’s Office arrested Melecia Gonzalez Mendez, 27, on an Irrigon Justice Court warrant for Failure to A p p e a r / C r i m i n a l Possession o f a Forged Instrument. He was lodged at Linn County Jail. O ctober 20: Morrow County S h eriff’s Office received report o f a dark blue Chevy S10 swerving > way the SIP or Strategic Investment Program funds were being spent. The SIP funds are collected through agreements made with the wind farms in the county on a similar basis in lieu of taxes. Mills said they had not approached the county. Russell said the CREZ board has not made any d ecisio n s about future funding, although he did say the Port of Morrow, one of the taxing districts in the county, would not receive any of the money itself. An objective o f the Enterprise Zone has been to give companies a tax break for locating and creating jobs in Morrow County and then, when workers come here and buy homes, make up the lost tax revenue through the increase in residential property taxes from these new homes. So far. however, the workers at these new plants are c h o o s i n g to l i v e in Hermiston and Tri-Cities, WA, a problem the CREZ and ot her ent iti es are wrestling with in Morrow County. “ We are t r yi ng to get more housing built in Morrow County to fill the gap that is lost from business revenue (in the Enterprise Zone),” CREZ adm inistrator Carla McLane said.
