the following hearing of
public interest on Tuesday,
December 3, 2013, at 7:00
p.m. at the Heppner City
Hall, Heppner, Oregon.

Amendment AZ-064-13:
Morrow County, applicant.
Request is an update of the
Morrow County Zoning
Ordinance Article 3 Section
3.073 Port Industrial use
zone. The proposed changes
are to more clearly describe
the purpose, allowed uses,
rail dependent uses, water
dependent uses, to remove
the re q u ire m e n t for a
Port Master Plan and to
amend the transportation
impacts section providing
reference to requirements
in recently adopted and
anticipated Interchange
Area Management Plans.
This Planning Commission
hearing will be followed by
at least one County Court
public hearing.
O p p o rtu n ity to v o ice
support or opposition to
the above p ro p o sa l or
to ask questions will be
provided. Failure to raise
an issue in person or by
letter or failure to provide
sufficient specificity to
afford the decision maker
an opportunity to respond to
the issue precludes appeal

tree by the post office, local
children decorating the
tree with their homemade
ornam ents and carolers
walking around downtown.
Santa will be set up inside
the senior center, so bring
your cameras.

make delicious treats with
leader Nancy Jepsen and
junior leader Morgan Orem.
Five members made
pumpkin bars with cream
cheese frosting and five
made oatmeal bars with
chocolate frosting (or as
the group calls them, Mrs.
Allen bars).
According
to
p a rticip a n ts, they both
turned out delicious.
“One o f the things I
learned personally was
how to separate an egg,”
said club member Jayne
Simpson.

meeting will be Dec. 20;
each member will make
a batch of cookies for the
others to sample.
