November 13,2013 Sheriff's Report September 21 (cont.): -MCSO received request for assistance from an lrrigon woman whose husband had fallen o ff the bed. He did not need medical assistance, just lift assist, lrrigon Fire Department and lrrigon Am bulance responded. -MCSO received report from a deputy that while he was assisting another agency with a 911 call, a female flagged him down. The female then denied calling 911. -MCSO received report of a deer on Jordan Grade, lone, that had been hit by a car and needed to be put down. -M C S O r e c e iv e d request from a male subject in lrrigon, who was very distraught, that he needed to talk to someone other than Com m unity Counseling Solutions. -MCSO receive request to sp eak to a deputy concerning giving a subject his meds back. The caller wanted to meet at lrrigon Justice Court instead of going to the s u b je c t’s residence. -MCSO received report of a four-wheeler with an Idaho plate located in the bushes that could be stolen. -MCSO received report of two people on four w heelers who had gone up a dirt road, past a no-trespassing sign on Ione-Gooseberry Rd. -MCSO received report that an lrrigon woman had caught a feral cat and wanted it picked up. -MCSO assisted a boat that was stuck on a gravel bar on the Columbia out of lrrigon. -MCSO received report o f a vehicle passing farm vehicles unsafely on Hwy. 730 lrrigon. -MCSO received report from a Lexington woman that a dog continues to get in her yard. MCSO cited Steven Carl Wamock, 38, for Maintaining a Dog as a Public Nuisance. -MCSO received report of someone who had shot the front w indow o f a Boardman residence with a bb gun. MCSO responded and took a report. -MCSO arrested Steven Carl Wamock, 38, on a Hermiston Municipal warrant. He was cited and released. -MCSO received report from an lone man that a dog was hanging around their chicken coop and they were concerned that the dog was going to get into the coop. The caller found the owner and advised they no longer needed deputy contact. -MCSO received report from an lrrigon man that he was on the phone with his daughter who was fighting with her mom, when he heard someone come into the room and the phone was hung up. He requested a well check on his daughter. MCSO responded and the concern was unfounded. -MCSO received report o f a brow n husky dog near the lrrigon Irrigation District that nips at people. MCSO resp o n d ed and warned the owner. -MCSO received report from a woman who said she had gotten a call that a screen was off a window on her rental property. She requested a deputy to check out the property. -MCSO received request from a Boardman subject for contact for his mother concerning possible telephone harassment. -MCSO received report o f a j uveni le in Heppner with a possible neck injury. The juvenile was transported to Pioneer Memorial Hospital. -MCSO Deputy advised he was on a walk and talk foot patrol during the Heppner High School homecoming dance. S e p t e m b e r 22: Morrow County Sheriff’s Office received report of the smell of propane emitting from an area in Heppner. Heppner • Phone 676-9150 • Department received report of an 81-year-old female in lrrigon who was feeling sick, lrrigon Ambulance responded. -MCSO received report of a man lying on his back on the side of the freeway on 1-84, Boardman, with no car around. The caller said that the man was hard to see. -MCSO received report of a female with a warrant on her driving a car in lrrigon. MCSO arrested Christina Marie Berger, 35, on a Hermiston Police Department warrant for Contem pt o f Court/ Driving While Suspended. She was cited to appear at Hermiston Municipal Court with $10,000 bail. She was also cited for an additional Driving While Suspended charge. -MCSO received report from Heppner subjects that they think someone stole beer from the store. A deputy responded and took the report. -MCSO received report from a man that he was lost on the 2120 Rd. off the 21 Rd. out of Heppner. He reported that he didn’t have enough clothing, but was off the road and had built a fire. -MCSO received report of a child bitten by a dog in Heppner. MCSO responded and the owner would have the dog put down within the week. -MCSO received report o f a s u s p e c t’s vehicl e involved in copper wire theft from Gilliam County. -MCSO received report from someone at the courthouse in Heppner that they were leaning and accidentally pushed the emergency button in the elevator, but there was no emergency. -MCSO received report from a subject trying to leave an lrrigon residence, but the subjects inside the place would not let him have his belongings. MCSO responded, but advised it was a civil matter. -MCSO cited David Gustavo Zaragoza Estrada, 31, for Driving without an Operator’s License and Driving Uninsured. -B o a rd m a n Fire Department received report of a haystack fire within 50 feet of circles on Threemile Rd., Boardman. September 23: -Caller reported a red cow running down Depot Lane east of Division Street in lrrigon. S e p t e m b e r 24: -Woman in lrrigon reports two yellow labs running at large that were just at her house harassing her dogs. Caller would like a phone contact. MCSO responded ands cited Jessica Pearl Prosser, 33, for Maintain Dog as a Public Nuisance. -MCSO cited Alexander L. Quintanilla Jr, 22, for violating the speed limit 81/65. -MCSO arrested Antonio Chavez Zuniga, 41, on PC charges of false inform ation to a police officer, fail to carry and present, and on a Umatilla County warrant for Failure to A ppear on A ssault: Strangulation. Subject was lodged at Umatilla County Jail with bail of $17,000. S e p t e m b e r 25: Morrow County Sheriff’s Office received report of a dead cat in front of a bank in Heppner that needs to be picked up. -MCSO cited Donald Wayne Loveland, 46, for Failure to Obey Traffic Control device. -MCSO cited Carolos Zamudio Cervantes, 42, for Failure to Obey Traffic Control device. -MCSO received report from a principal in lrrigon that a student had tobacco at school. -MCSO received report from a vehicle repossession company informing them that they were repossessing a car in Heppner. -MCSO cited Johnny Hernandez, 26, for Violation of the Speed Limit, 83 mph in a 65 mph zone. -MCSO cited Joseph Barnett Wienman, 26, for V iolation o f the Speed Limit, 80 mph in a 65 mph zone. -M CSO cited Luis Cabrera Martinez, 25, for Driving While Suspended- violation. -MCSO deputy advised he was out with a vehicle that had been parked in the right of way on Paterson Fe r r y/ Gr e e n Ac r es in lrrigon. He tagged it for 24-hour tow. -MCSO received report of people in a yellow and white Toyota SUV tearing up the grounds in the lrrigon Marina area. -MCSO cited Rodrigo Fernan Munoz Gonzalez for No Operator’s License. -MCSO received report from someone cut the fence near the gate that leads to the lrrigon city’s wells. A deputy responded and extra patrols will be conducted in the area. -MCSO cited Jose Juan Sanchez Paz, 43. for Failure to Obey Traffic Control Device. -MCSO received report of child abuse. It w as det er mi ned to be unfounded. -MCSO received report o f a fawn dead at Hager Park in Heppner. -MCSO received report o f suspicious activity at the lrrigon cemetery where someone put landscaping lights near a headstone. -MCSO and Heppner Ambulance received request for an ambulance for a 79-year-old female with COPD that has gotten worse and she was having trouble breathing. Heppner Ambulance responded to transport the patient and M CSO a ssiste d at the hospital. S e p t e m b e r 26: Morrow County Sheriff’s Office received a report o f a suspicious white car with a possibly intoxicated driver in Heppner. A deputy c h e c k e d the area and located a possible vehicle, but it was not occupied. -MCSO received report from an lrrigon man that his rental house was tagged. MCSO responded and a report for criminal mischief was taken. -MCSO arrested Mi chael Bri an Oliver, 20, on a Morrow County Local Su p e rv iso ry Authority for Possession of Methamphetamine. He was lodged at Umatilla County Jail with no bail. -MCSO cited Pedro Navarro Medina. 49, for Driving While Suspended- Violation. -MCSO received report from an lrrigon woman who said she moved an in-law, who had multiple guns, to Michigan earlier. The woman said she registered the guns in her name and now another subject accused her of stealing the guns. She advised she had not sold any of the guns, but did not believe the in-law should possess the guns due to medical issues. -MCSO received report o f a suspicious vehicle in the Clarks Canyon Rd., Lexington, area. The caller said the vehicle was first parked in front of his house, lightly blowing its horn and then backed up to the gas pumps. He said that the subject did not get any gas and was last seen heading toward Lexington. -MCSO cited Dalton Dal e Booke r , 23, for Di s o b e y i n g a Tr af f i c Control Device. -MCSO received report from an lrrigon woman who said she was having problems with her boyfriend, who left the residence the previous night after a fight. She said his family wanted to get his items from the residence, but she did not want his family there without him being present. - MC S O cit ed Carl Walker, 45, for Violation of the Speed Limit. -MCSO cited Joshua Eastman, 32, for Failure to Maintain Safe Distance from Emergency Vehicle. -MCSO cited Grigor Madaryan, 24, For Failure to Maintain Safe Distance from Emergency Vehicle. - MC S O ci t ed Carl Elijah Boyland, 37, for Failure to Maintain Safe Distance from Emergency Vehicle. -MCSO received report from an lrrigon woman that two dogs, a German shepherd and a brindle- type, were going to her residence and chasing the rams. -MCSO arrested Luis Contreras Velazquez, 21, for Theft II and Unauthorized Use o f a Motor Vehicle. He was lodged at the Northwest Detention Center in Tacoma, WA. -MCSO, lrrigon Ambulance, lrrigon Fire Department received reports o f a two-vehicle accident with one vehicle rear-ending another on Hwy. 730/County Line, lrrigon. It was unknown if there were injuries. -MCSO received report from an lrrigon woman, who was crying, that she had been assaulted the previous Monday with the subject still at the residence. She said that the subject threatened to kill her if she called 911. She said she believed she had some broken ribs, bruising and marks that she had taken photos of. She requested deputy contact. Umatilla Police Department arrested Daniel Martin Nance, 56, for Assault IV/Domestic Violence. He was cited and released. DA’s Report Morrow County D istrict Attorney Justin Nelson has released the following report: -D akota Wayne Kanina, 21, was convicted of three counts of Assault IV, a Class A misdemeanor. O f the sentence o f 180 days jail time for each count, 177 days jail time was suspended and the defendant sentenced to 24 months bench probation for each count. Conditions of probation included 60 hours of community service per count, alcohol evaluation a n d / o r t r e a t m e n t , no offensive physical contact with any of the victims, and a written apology to each victim. Jail time of three days per count was included as a condition of probation, with credit for time served, time to run consecutive. Total fines, fees and assessments were $400.
