I EIGHT - Heppner Gazette-Times, Heppner, Oregon Wednesday, November 6,2013 Colder than usual October in Heppner Chamber Chatter November temps expected to be near or below normal According to preliminary data received by the National Weather Service in Pendleton, OR, temperatures in Heppner a v e ra g e d c o ld e r th an normal during the month of October. The average te m p e ra tu re w as 48.6 degrees, which was 2.7 degrees below normal. High temperatures averaged 60.3 degrees, which was 3.9 degrees below normal. The highest was 72 degrees on the 22nd. Low temperatures averaged 36.9 degrees, w hich was 1.5 degrees below normal. The lowest was 27 degrees on the 29th. There were three days with the low temperature below 32 degrees. Precipitation totaled 0.81 inches during October, which was 0.33 inches below normal. Measurable precipitation of at least .01 inch was received on three days with the heaviest, 0.36 inches, reported on the 28th. Precipitation this year has reached 9.33 inches, which is 1.66 inches below normal. T he h ig h e st w in d gust was 30 mph, which occurred on the 27th. T h e o u tl o o k fo r November from NOAA’s Climate Prediction Center calls for near- to below- normal temperatures and near-normal precipitation. Normal highs for Heppner fall from 57 degrees at the start o f November to 45 degrees at the end of November. Normal lows fall from 35 degrees to 28 degrees. Sheriff's Report September 17 (cont.): -MCSO received report from a Heppner woman that her neighbor is killing her plants. -M C S O r e c e iv e d request for deputy contact from a Heppner woman who wanted assistance in getting her four-wheeler back. She said it was stolen on July 4. -MCSO deputy reports he was flagged down and advised that a subject at the grocery store in Heppner had children in the vehicle that were not in car seats. -MCSO deputy advised he was out with the city m anager at a H eppner location. -MCSO received report of debris from a semi tire all over the 1-84 Boardman ramp. -MCSO received report of trespass in progress at an Irrigon residence. MCSO and Oregon Sta‘te Police responded and contacted the subjects who said they had permission to be on the property. -MCSO received report from a camp host at the B oardm an M arina that someone was cutting tribal lines to their nets. He said it was the third time it had occurred. He said it was verbal only at the time, but could get physical. A deputy responded and determined it was verbal only. -MCSO received report from a Heppner subject that a neighbor was yelling and screaming at her mother about spraying their yard. A deputy made contact, talked to both parties and advised one not to spray when the wind was blowing and the other to stop yelling and screaming. -MCSO received report o f a vehicle, possibly a Ford Ranger, peeling out and driving through a stop sign. A deputy responded and checked the area. S e p t e m b e r 18: Morrow County Sheriff’s O ffic e , B o a rd m a n A m bulance, B oardm an Fire Department received report from a subject on 1-84 Boardman that a car just hit the back of his semi and his blocking the fast lane. The driver of the car was out of the vehicle and walking around. MCSO, BFD, BAmb and Oregon State Police all responded. -MCSO received report of a vehicle that didn't stop for a school bus in Heppner. -MCSO received report from a male who requested an ambulance. He said she was pulling a strap on his truck when it broke and the next thing he knew he woke up in the restroom with blood coming from his head. The call was transferred to Benton County 911. -MCSO received report from a vice-principal at an Irrigon school that she had just received report o f a couple students involved in a fight betw een two students the previous day and someone had posted it online. -M C S O r e c e iv e d report of a vicious dog at Pioneer Memorial Clinic in Heppner. -MCSO received report of a suicide threat in Irrigon. -M C S O r e c e iv e d report from a Heppner man who believed he had just received a scam phone call where the caller said he was his grandson in jail in Mexico and needed $2,000 to get out of jail. -MCSO received report of drug activity. -MCSO received report of a suspicious vehicle that was left wrecked on Clarks Canyon Rd., Lexington, with no one around. MCSO responded and tagged the vehicle for towing. -MCSO received report from a Lexington woman that she caught two dogs killing chickens on her parents’ property. She said it was an ongoing problem. She reported that one of the dogs had a tag on it with a person’s name and phone number. -MCSO received report from a director/lead teacher at an Irrigon school that a student brought a replica weapon to school. -MCSO received report from a deputy that a student at an Irrigon school reported that he was grabbed in the groin by another student. -MCSO received report from a Heppner subject that UPS delivered a package to the wrong address and the caller was having a hard time getting it back. A deputy attempted contact. -MCSO received report from a Heppner woman that her son found a bike in the creek and brought it home. A deputy made contact. -MCSO received report o f a tw o-vehicle m otor vehicle accident on Hwy. 207-E cho/B utter Creek b lo ck in g the roadw ay. MCSO, OSP, Hermiston A m bulance, S tation 7, Heppner Fire Department, lone Fire Department and ODOT responded. -MCSO received report from an Irrigon man that his son was hiding in the park across the street and was ignoring his father. -M C S O r e c e iv e d report of a vehicle unable to maintain lane, almost causing a head-on collision on I-84/Hwy. 730. -MCSO received report of cows out on Hwy. 74, lone. A deputy responded and put the cows back in pasture. -Boardman Ambulance receiv ed req u est from Arlington Ambulance for mutual aid for a 45-year- old male with chest pains at w aste m an ag em en t in Arlington. Boardman Ambulance responded and transported him to The Dalles. S e p t e m b e r 19: Morrow County Sheriff's O ffice received report from an lone man that his neighbor's dog was barking again and had been barking all night. He said it was an ongoing issue. A deputy responded, but couldn’t find any dogs barking. -MCSO received report of a burglar alarm on Main St. in Heppner. A deputy responded, but everything was secure. -M C S O , H e p p n e r A m b u la n c e r e c e iv e d request for an ambulance for a 48-year-old male with a several pain in his right side in Heppner. Heppner A m bulance and MCSO responded and the patient was transported. -MCSO reported that a deputy was at the Morrow C ounty C o u rth o u se in H eppner and at Irrigon Justice Court to provide security. -MCSO received report from a Boardman man that he had lost his small hairless dog named “Lion King.” -MCSO received report from Oregon State Police of a stolen blue 1996 Ford Taurus out of Walla Walla parked on the freeway west o f Boardman out of fuel. OSP advised they knew the name of the suspect. A nother report advised that the subject got gas in Boardman and was headed westbound on 1-84. MCSO was unable to locate the vehicle. -MCSO received report from a Boardman woman that they were fogging their house and her smoke detectors were going off. She advised there was no fire. -MCSO advised they provided traffic control for the homecoming parade in Heppner. MCSO responded, but was unable to locate anything. -MCSO received report of a beer pong board stolen from Bucknum’s tavern in Heppner. They reported that they located the item at a Heppner residence. He was cited and released. -MCSO received report of a possible drunk driver, sw e rv in g and d riv in g all over the roadway in B o ard m an . B oardm an P o lic e D e p a rtm e n t responded but was unable to locate the driver. -MCSO received report from a Heppner woman that her daughter lost her cell phone that morning before school, possible by the tennis courts near Heppner Elementary School. -M C S O r e c e iv e d report of a small female pit bull that looked sick in a Boardman man’s yard. The puppy was transported to Pet Rescue. -MCSO received report from a subject who walked into the sheriff’s office of a horse in the roadway. He said it went into a bam on the property, but he was concerned it might go back into the road. MCSO made contact with the property owner who advised they would check on the horse. -MCSO received report of a lot of vehicles that had been driven down to the end o f a road in Irrigon and the caller wanted a deputy to check it out. A deputy responded and found juveniles and parents having a birthday party on the beach. -MCSO deputy was out with a vehicle pulling a horse trailer that was throwing sparks. The driver said he didn't have a wrench to change the tire and was attempting to make it home. -MCSO deputy advised he was going to give a subject a courtesy ride home, but then was unable to locate the subject. -Irrigon A m bulance received report of a 36-year- old female who had fallen and wrenched her knee, which had previously been replaced, with resulting swelling and bruising. -Irrigon A m bulance received request for an ambulance for a 61-year- old male that had fallen w ith a possibly broken left foot. Irrigon Ambulance responded and transported him to Good Shepherd H ospital in H erm iston. Boardman Fire Department also responded for a lift assist. S e p t e m b e r 21: Morrow County Sheriff’s Office received report of a found basset hound mix on Hwy. 207-Heppner with a faded orange collar and part of a blue leach. The dog was limping and had scratches. The reporter advised he would take the dog to the vet the next morning. -MCSO received request from an Irrigon man to remove his girlfriend from the house. He said she had been physically abusing him. He said he had her girlfriend come over to help calm her down. MCSO and Boa r dma n Pol i ce responded and separated the parties. -MCSO Deputy advised he gave a courtesy ride to a female in Heppner. -MCSO received report from a man in lone that he was delivering newspapers when two females jumped out in front o f his truck and told him he was going too fast. He said they took down his license plate. -M CSO cited Keith Rodney Larson, 74, for Violation of the Basic Rule, 74 mph in a 55 mph zone in Irrigon. -MCSO received report from a subject in Boardman that a fem ale pulled up her dress and was naked underneath.
