Heppner Gazette-Times, Heppner, Oregon Wednesday, October 2,2013 - SEVEN Sheriff's Report A u g u s t 9 (cunt.): -M CSO received a call with a male rambling and other loud sounds. On attempted call back, the phone went to voice mail. MCSO attempted to locate, but was unable to locate anything. -MCSO received report from a bar in Heppner that a brown and white spotted dog keeps coming into the bar. MCSO responded and located the owner. -MCSO received report of a bum barrel going at an Irrigon residence with an airplane sitting on the tower by the house. The subjects were warned to put the fire out, but didn’t. -MCSO received report of a goat found on Main and Baltimore streets in Heppner. -MCSO received report of a male bicyclist sleeping in the grass on the Hwy. 207 side in Lexington. A deputy made contact. -MCSO received report from an Irrigon woman that her neighbors neglecting their animals, with one dog almost dead and unable to lift its head. -MCSO received report from a Lexington woman that a male subject came into a Lexington business “rattling on” about people killing people. She said he took oft in his silver Saturn and was driving back and forth in front of a Lexington restaurant. MCSO arrested Manuel Torres Reyes, 54, for Theft II and Disorderly Conduct. He was lodged at Umatilla County Jail with $9,000 bail. -MCSO received report o f a suspicious vehicle, possibly abandoned at the gravel pit in Hardman. -MCSO received report of a young woman slumped in a vehicle on Fourth/ Columbia Lane, Irrigon, that was there the previous night. MCSO responded but was unable to locate the vehicle. -MCSO received report of a 43-year-old male barely breathing with a possible h e a rt a tta c k , d riv in g down 1-84, B oardm an. MCSO, Boardman Police Department and Boardman Ambulance responded and transported the patient to Good Shepherd Hospital. -MCSO cited Daniel Jake Porter Law, 26, for V iolation o f the Speed Limit, 89 mph in a 65 mph zone. -M CSO rece iv ed a report of a motor vehicle accident on 1-84 Boardman that cause damage to the guard rail and resulted in a large Hazmat spill of meats. -MCSO received report from an lone woman that her daughter, who had been trespassed from the property, had snuck onto the property, got into her son's vehicle and took some things, although she didn’t know w hat was taken. The caller wanted to press charges against her for trespassing. She advised that the daughter left with a male and was probably headed back to Hermiston. -MCSO received report from an anonymous caller in Heppner that an unlicensed driving was driving a silver Toyota Camry. -MCSO received report from an Irrigon woman that a kid was staying in her camper, but he was moving out and stealing their stuff. -MCSO received report o f smoke coming from a shed in Irrigon, possibly a bum barrel. Irrigon Fire Department was advised and the bum put out. -MCSO received report of an Apple laptop taken from a car in Boardman within the previous four hours. MCSO responded and a report taken. August 12: Morrow County S heriff’s Office reported that Frank Mackey registered as a sex offender in Irrigon. -MCSO reported that a Heppner man came to MCSO for a cat trap. He said he would return it when he was done. -M C S O r e c e iv e d report of overgrown weeds, rubbish in the back yard and abandoned vehicles in the driveway of an Irrigon house. -MCSO received report from a Boardman couple that th eir so n ’s Taurus 454 pistol, Raging Bull model, has been stolen. The son does not live at the residence. -MCSO received report that a subject had been detained for trespassing on a rig h t o f way and leaving graffiti on a large white building off Tower Road to the south o f the railroad tracks. Van Ellis Debilsky, 18, was arrested for Criminal Trespass I and Criminal Mischief II. He was released on his own recognizance, to appear at the DA’s discretion. -MCSO received report that a female was assaulted by a male in Heppner. -MCSO received report from an Irrigon subject that the neighbor’s dog was barking again and there was a court order that the dog was not to be out at night because of its barking. A deputy checked the area and did not locate a barking dog or a dog outside. -MCSO received report from a Boardman woman of hearing one gunshot, possibly a handgun. Their neighbor advised he saw two people in the field next to the caller’s residence with a couple o f lights, yelling at each other around a half hour before. A deputy was unable to locate anyone shooting or arguing. -MCSO received report from an Irrigon woman that she and her boyfriend had been arguing all day, but she was finally able to get him to leave. Later he followed her and boxed her vehicle in, but she was able to get away. She was worried that he will come back. A deputy responded and contacted the male via telephone to warn him about trespassing and telephone harassment. -Boardman Ambulance re c e iv e d re p o rt o f a dehydrated subject with an u n k n o w n m e d ic a l condition. The patient was transported. - B o a r d m a n F ir e Department received report of a grass fire on the north side o f 1-84. A deputy and the fire departm ent responded, but were unable to locate a fire. -lone Fire Department received report of an illegal bum. -Irrigon A m bulance received request for an am bulance for a m ale cancer patient with his back out. The patient was to be transported to Kadlec. -Irrigon A m bulance re c e iv e d re p o r t o f a 48-year-old man with chest pains and a history of heart disease. -MCSO received report at 2:07 a.m. from an Irrigon woman of a mother that had been beating her daughter and a subject was possibly hit by a vehicle. A deputy attempted contact at the residence. -MCSO received report o f suspicious persons in Irrigon at 3:29 a.m. One was a male with a white hat, green and black sweater with dark blue Dickie slacks and the other was wearing a brown jacket. -MCSO received report from an Irrigon man of a suspicious male in his front yard at 4:32 a.m. A deputy responded, but was unable to locate anyone in the area on foot. -M C S O r e c e iv e d report from a Lexington man th at he w anted a subject trespassed from his residence. The man advised he was going to speak to an attorney as well. August 13: Morrow County S h e r i f f ’s D e p a rtm e n t a s s is te d with removing a subject from the marina. MCSO blocked out the name of the complainant, the location and the city from the log. -M C S O , I r r i g o n Ambulance received report of a two-vehicle accident on Hwy. 730/Paterson Ferry Rd., Irrigon. A medical doctor had stopped to make sure everyone was okay and called 911. MCSO spoke with both parties who said they did not want an ambulance. The vehicles were off the roadway. -MCSOReceived report from a subject in Irrigon that her broker was in the parking lot, distraught and had mentioned suicide. -M C S O r e c e iv e d request for deputy contact from an Irrigon woman regarding a roommate who they kicked out and then went by her house and talked to her son. -MCSO received a call from an Irrigon woman M e d ic a r e P a r t D O p e n E n r o l l m e n t b e g in s O c t o b e r 1 5 t h ! Morrow County Health District will again offer free Medicare Part D assistance during open enrollment. Please call 541-676-9133 or of around 10 cows out in Irrigon, with one cow trying to get through her fence. The caller was afraid they would get through the fence and let her sheep out. The ow ner o f the cows was discovered. -MCSO received report from a deputy that he was out with cows on Washington Lane in Irrigon. -MCSO received request for deputy contact c o n c e r n i n g a t t e mp t e d telephone fraud. -MCSO received report of an unwanted person at the Irrigon store begging. -MCSO received report o f quite a few cats that needed to be picked up at her residence on Gale St. in Heppner. The caller advised she would need a trap for the bigger ones. -MCSO cited Jeffrey Blair Sel l ers, 51, for Violation of the Basic Rule, 81 mph in a 55 mph zone. -MCSO received report from an Irrigon woman who said some teenage guys broke her sprinklers off. -MCSO received report from an Irrigon woman who said she went to a friend’s house and when she came out her car, a 2009 Chevy Malibu, mossy oak, blue- green in color, was gone. A deputy responded and took report. -MCSO deputy advised he was out with a female at the Irrigon Skate Park. She advised she was there to use the restroom. -MCSO received report from a Heppner woman that she saw lights on in her vehicle and believed that there may also have been someone in her basement. A deputy responded and chec ked the area and basement. - B o a r d m a n Fire Department received report of an illegal bum. -Heppner Ambulance advised they were en route to Kadlec with a patient. -lone Fire Department received report of someone burning in lone. The IFD was notified and responded. August 15: Morrow County S heriff’s Office r e c e i v e d r epor t from Oregon State Police that a female had a theft o f a bag and several other items taken out of her car in Irrigon, Pendleton or Stanfield. -MCSO received report from security at the Morrow County Fair that a male subject dressed in dark clothing and carrying a backpack ran from them around 20 minutes earlier. They reported they had been looking for him, but hadn't located him. -MCSO received report of a suspicious vehicle on Depot Lane/Wagon Wheel Loop in Irrigon. The subject had just pulled over to eat before an appointment. -MCSO received report from a Heppner woman that she had a cat in a trap and yellow jackets would not leave the cat along. A deputy picked up the cat. -MCSO received report that someone shot out the side window of a residence in Irrigon. They reported the bullet went through double-paned windows and put a couple house in the outside window. -MCSO received report from an Irrigon subject of a boxer playing too rough with their kids. The owner came and got the dog. -MCSO received report of suspicious activity at an lone residence, however nothing was missing. -MCSO received report from an Irrigon subject that his house was broken into. A deputy responded and took a report. -MCSO received report of a dispute in Irrigon. It was determ ined to be a verbal argument only and one subject was going to leave for the night to cool o ff. -MCSO received report from an Irrigon resident that a female kept driving by the house and taking photos. A deputy advised that if she came back to contact MCSO and he would do a field interview. -M CSO cited Tyler William Whitlow, 23, for Driving While Suspended/ violation. -MCSO received report from an Irrigon resident that someone broke out wi ndows and lights in their bathroom. A deputy responded and took a report. -MCSO received report from a security company that an alarm and motion detector was going off. Deputies responded. -MCSO received report from a Heppner subject that the neighbor’s dogs had been barking for over three hours. A deputy made contact and advised the dogs’ owners. -MCSO received request for an agency assist in locating a possible DUII suspect. Boardman Police and MCSO responded, but did not locate a vehicle fitting the description at the Boardman rest area. August 16: -M CSO received a report from a caller in Boardman who heard a cell phone go off right by his bedroom window. C aller w alked around the house and was unable to see anyone but all the dogs in the neighborhood were barking; requested contact. -A caller in Irrigon stated he saw some people transferring weapons through a window. Saw a holster attached to one o f the m ale’s hips; not sure if it had a gun in it. Both individuals looked to be teenagers. Individual who was handing guns in through the window from the outside was wearing dark clothing and riding an unmarked bicycle. Caller stated the guns looked like long rifles o f some sort. Would like contact. -Farm truck spilled a bunch of carrots all over the road on Hwy. 207 north of Lexington. Caller stated there was no vehicle there but there are carrots all over the road. -A caller in Irrigon stated they thought they might have received stolen goods. -Heppner gas station reported a motorcycle drive- off, out-of-town, about ten minutes ago, unknown direction o f travel. -Sarah Mae Cook, 34, was cited for Violating the Basic Rule 73/55. -A cal l er r epor t e d that about one mile past Bombing Range there was a load of carrots that had been dumped in the roadway. The attorney said that they did want to press charges. -MCSO received report that H erm iston P olice Department arrested Shalon Garlynn Angel, 36, on a Morrow County Justice Court warrant for Failure to Appear/two counts of Driving While Suspended. The subject was lodged at Umatilla County Jail with $2,233 bail in full. -MCSO received rep o rt that H erm iston Police Department arrested Ricky Lee Pennock, 43, on an Irrigon Justice Court w arrant for Failure to Appear/Failure to appear in a Violation Proceeding. He was lodged at Umatilla County Jail with bail to be paid in full. -MCSO received report that Oregon State Police arrested Jennifer Michelle Tanner. 41, on a MCSO w arrant for P robation Violation/Unlawfully Obtaining Public Assistance with no bail. Probation Violation/Criminal Conspiracy to Deliver a Controlled Substance, with no bail, and a Justice Court warrant for Failure to Pay Fine/N egotiating a Bad Check with $1,110 bail in full. She was lodged at Klamath County Jail with no bail. -Heppner Fire D epartm ent Fire C h ief Rusty Estes advised o f a controlled bum at the M.C. Fairgrounds as the school district had a pile of debris to burn. He advised he would be on the scene. -Irrigon A m bulance received request for an ambulance for a 73-year- old female who had fallen and possibly broke her hip. She was transported. -Irrigon A m bulance received report o^ a female having difficulty breathing. She was transported to Good Shepherd Hospital. August 14: Morrow County Sheriff received report from an Irrigon man that a 2007 grey Honda was stolen from his stepson at their residence. -MCSO received report from a Heppner man that someone had broken the window to his girlfriend’s apartm ent and when he looked outside, he saw a male subject running away.
