EIGHT - Heppner Gazette-Times, Heppner, Oregon Wednesday, September 25,2013 DA’s Report M o r r o w C o u n ty D istrict Attorney Justin Nelson has released the following report: -G u ad alu p e P erez- Rubio, 50, was convicted of Criminal Trespass I, a Class A misdemeanor, and sentenced to 180 days jail time; however, 150 days jail time was suspended and the defendant sentenced to two years bench probation to include 30 days in jail, 20 hours o f community service and no contact with the victim. -Defendant was further convicted of Harrassment, a Class B misdemeanor, and sentenced to 90 days jail tim e; however, jail time was suspended and the defendant sentenced to tw o y e a r s b e n c h probation. Further counts w ere disposed w ithout conviction. Total fines, fees and assessments were $970. - G uadalupe Perez- Rubio was further convicted of three separate counts of Contempt o f Court. On one o f those counts, the defendant was sentenced to 24 m o n th s b en ch probation with fines, fees and assessments totaling $380. The caller requested deputy contact. -M C S O r e c e iv e d several notices o f field burning. -MCSO received report o f a possibly intoxicated driver in Heppner. -MCSO received report from an Irrigon man that his neighbor was yelling at them, accusing them of calling his kids named. MCSO responded. -MCSO received report from a Lexington woman that she and her fiancé moved out of their residence and turned in the key that day. She advised that they had until Monday to turn in the key and wanted it noted that she turned the key in before midnight. -M C S O r e c e iv e d request for deputy contact c o n c e r n in g s o m e o n e trying to cash bad checks. The caller, who was from Irrigon, advised that the subjects, who he had met on line, sent him the checks. -MCSO received report o f shots fired in the area o f S.E. Fourth and Utah or California in Irrigon. BFD and MCSO responded. Irrigon R ural Fire D epartm ent stood down before arriving at the scene. -Boardman Ambulance r e c e iv e d r e p o r t o f a disoriented female with an unknown medical issue. She was transported to Good Shepherd Medical Center. -Heppner Fire Department received report of a large fire near the golf course. It was a controlled bum. -Irrigon Fire D e p a rtm e n t re c e iv e d report o f a subject near a double-w ide trailer in Irrigon burning by a wood pile. The Irrigon Fire Chief responded and the subject put the fire out. A u g u s t 6: M orrow County S h eriff’s Office received several reports of a large field fire at Tower Rd./ Kunze Lane in Boardman. MCSO and Boardman Fire Department responded. -MCSO received report of a subject in one of the Baltimore Apartments in H eppner who had been previously trespassed and the tenant was not home. MCSO cited John Melvin Healy, 57, for Crim inal Trespass II. -MCSO received report from an Irrigon woman that she had received a call from her daughter, who was at home, that there was a pit bull in their backyard. She reported that the dog had been vicious in the past. MCSO cited Jamie L. Booker, 21, for Maintaining a Dog as a Public Nuisance. -MCSO received report from an Irrigon woman that her miniature brown donkey was missing. While she was on the phone with dispatch, the donkey was located. -MCSO received report o f a reckless driver in a white Volkswagen sedan full o f young people on Willow Creek Rd./Balm Fork Rd., Heppner. -MCSO arrested David Velasco Merida, 36, for Manufacturing Marijuana. He was lodged at Umatilla County Jail with $25,000 bail. -MCSO cited Kylee Clay N orberg, 22, for Driving While Suspended- violation. -MCSO deputy advised he was out with half o f a motor home on the on-ramp on 1-84, Boardman. -MCSO received report of a subject walking on the side of the road with a lot of luggage and no exit near on 1-84. The caller was connected to Oregon State Police. -MCSO reported that Melvin Geovan Gonzalez- Cardona appeared for sex offender registration. -MCSO received report from an Irrigon woman that she believed two kids had just broken into a residence and left running, breaking a gate in the process. MCSO responded. -M C S O a r r e s t e d Celeste Louise Broadfoot, 49, on a Morrow County Circuit Court warrant for Parole Violation/Possession of Methamphetamine. She was lodged at U m atilla County Jail with no bail. -MCSO received report o f two BMX type bikes taken from an Irrigon house. MCSO responded and a report taken. -MCSO received report of a loud shot or possibly fire w o rk s w ith a gun powder smell in Heppner. -Boardman Ambulance received report of a female with swollen legs and a sharp pain in Boardman. She was transported to Good Shepherd Hospital. -Boardman Ambulance received report of an accident on 1-84, Boardman, with two vehicles involved and one overturned. Boardman Ambulance, Boardman Fire D epartm ent, Boardm an A mb u l a n c e , M CSO and Irrigon A m bulance responded. OSP was on th e sc e n e . B o ard m an Ambulance transported one to Good Shepherd Hospital in Hermiston. A u g u st 7: M orrow County S heriff’s Office received report of a domestic d isp u te in p ro g ress in Irrigon. The caller advised that his girlfriend was being crazy and wouldn't leave. A deputy responded and determined that no crime had been committed, and the dispute was verbal only. The parties were separated. -MCSO deputy advised he was out with a disabled vehicle on 1-84 Boardman. The subjects said they had pulled over to sleep. They were advised of a rest area 10 miles up the road. -MCSO deputy advised of debris in the road in lone and moved it out o f the roadway. -M C S O r e c e iv e d report that Oregon State Police arrested Dustin Scott Mickelson, 25, for DUII, Reckless Endangerm ent and Animal Abuse I. He was lodged at Um atilla County Jail with $18,000 bail. -M C S O r e c e iv e d report from an lone man of suspicious circumstances. He r e p o r te d th a t an unknown woman with no mutual friends contacted him on F aceb o o k . He requested deputy contact. -MCSO received report from a woman in Heppner that MSN and Google have security issues and all the world’s internet traffic goes through the Port of Morrow. The caller said she just wanted to advise MCSO of this issue and does not want deputy contact because they already know. -MCSO received report from a Heppner subject that her neighbors were arguing loudly. MCSO responded and warnings given. -MCSO received report from an Irrigon man that his 22-year-old son was threatening him and he had received on-going threats for the past week. MCSO resp o n d ed , the p arties separated and were advised of their options. -MCSO received report o f a shed on fire. Caller was unsure if anyone was at home or if the residence was threatened. Boardman Fire Department, Boardman A m bulance and MCSO responded. -M C S O r e c e iv e d request for a welfare check from Pioneer M emorial H ospital concerning an on-call physician. They reported that calls to him were going directly to his voice mail. The physician reported to the hospital and all was well. -MCSO received report o f a suspicious person in Irrigon that had been walking down the street and then was standing in front of the caller’s house. She then advised that the subject was gone. A deputy responded and located two juveniles, one of which had been outside waiting for the other. - B o a r d m a n Fi r e D e p a rtm e n t re c e iv e d a d v a n c e n o tic e o f a controlled bum on a garlic circle. A u g u s t 8: M orrow County S h e r i f f ’s Department received report from an Irrigon subject that they had just returned home and noticed their garage door open and could see the padding under the carpet where the carpet should be and the sliding glass door open. They said they went outside and noticed that their daughter’s car had also been broken into. A deputy responded. -MCSO received report from an Irrigon man that their neighbor’s dog was barking again and has been for half an hour. He requested deputy contact and w anted to sign a citation. A woman was cited for Maintaining a Dog as a Public Nuisance. -M CSO rep o rte d a commitment order and a transport from John Day. Custody was remanded to Umatilla County Jail. -MCSO received report of a vehicle in the ditch on 1-84 Boardm an. MCSO responded and the vehicle had a flat tire. -MCSO received report of a possible sighting of a vehicle associated with an Amber Alert. -MCSO received report from an Irrigon woman of additional problems with the neighbor’s dogs. -MCSO received report from a Heppner woman of a male subject yelling and going crazy in his apartment on Baltimore St. The male accused the ap artm en t manager o f making 500 copies of his key and giving it out to people. MCSO and Com m unity Counseling Solutions responded. - MCSO r ecei ved tips on the Amber Alert concerning a blue 2013 Nissan. -MCSO received report o f a newer Denali pickup with dealer plats and a custom paving logo on the back window was stopping by H eppner residences and asking if they wanted their driveways paved. The caller said he had heard o f a possible scam going around. -MCSO received report from a deputy of a hitchhiker on 1-84 Boardman. -MCSO received report o f a dirty green flatbed p ick u p F ord sw erv in g across the line and acting nervous, heading on Hwy. 74 from Lexington to lone. M CSO resp o n d ed and found the vehicle off the road with the front tire removed. -MCSO received report from a Lexington woman ad v isin g that som eone who claimed to be with the Census called her, asked questions and told her she would be fined if she did not answer. -MCSO received report from someone in Hardman th a t h e r c a m e ra w as missing after the internet installer was at her home, but the internet was still not installed. MCSO made contact. - MCSO received request from a Home Health nurse for a non-emergency transport for a 57-year-old male cancer patient to Good Shepherd Hospital. She said his doctor wanted to see him in the ER. A u g u s t 9: M orrow County S heriff’s Office received report of a bull out at the bottom o f Jones Hill, Hwy. 74/Lena. The owners were advised. -MCSO received report of a car broken down just north of the Lindsay Feedlot on the east side of Bombing Range. The caller said he would try to have it moved by the next Saturday. -MCSO received report of male subject intending to ride a bicycle from Stanfield to Lexington. -M C S O re q u e s te d backup for a male with a pistol in Boardman. -MCSO received report of a lost lab and a report of a stolen lab in Irrigon. -MCSO requested to advise ODOT that “curve” -Continued on PAGE TEN
