The bridge was purchased several years ago from the City of Pendleton to replace the decaying and unsafe former structure. - Photo by D avid Sykes Ranger district hosts May 31 fieldtrip Group to tour Kahler Dry> Forest Restoration Project The public is invited to attend a fieldtrip to the Kahler Dry Forest Restora tion Project, located south o f Heppner, on May 31. The fieldtrip will provide an opportunity to discuss proposed vegetation treat ments within the Kahler project area. The K ahler project seeks to restore dry upland forest conditions, improve forest resiliency and reduce the risk of uncharacteristic disturbances throughout the Kahler Creek watershed, utilizing a combination of thinning and prescribed burning. Kahler is an integrated vegetation management project proposed by the Umatilla Forest Collab- orative Group (UFCG). The UFCG is a wholly- independent collaborative group whose mission is to develop and promote solu tions from a diverse group of stakeholders to improve and sustain ecological resil iency and local community socioeconomic health in and near the Umatilla National Forest. UFCG participation is open to the public. Transportation for the tour is provided and in cludes field stops to pro posed project units in addi tion to recent commercial thinning units where simi lar treatment prescriptions were implemented. Heppner participants can board the bus at 9 a.m. at the Heppner Ranger 0!?-" trict office, 117 South Main in Heppner, or can catch up with the group at 10 a.m. at the junction of State High way 207 and Forest Road 21 West. P articip an ts should pack a lunch and be pre pared to walk short dis tances by w earing long pants, sturdy footwear and appropriate clothing for the weather. For more informa tion about the Kahler Dry Forest Restoration Project, visit the website at: http:// www.fs.usda.gov/projects/ urtiatilla/landmanagement/ projects, Justice Court Report Morrow County Justice o f the Peace Ann Spicer has released the following Justice Court Report. -A Heppner minor pled no contest to careless driv ing accident and no ops/ driving outside restrictions/ passenger in vehicle and was fined $350 and $260, respectively. -Tara Mahoney, 48, of Pendleton pled no contest to violating the basic rule 76/55 and fined $260. A further charge of no ops was dismissed. -Daniel C hristopher Pryor, 44, of Heppner pled no contest to VBR 94/55 and was fined $435. -Shirlee Anne Sweigart, 69, of Heppner was found guilty of maintaining a dog as a public nuisance. She was fined $ 160 and ordered to pay restitution of $779.50 for veterinarian bills. -Lynn E. Wiley, 63, of Pendleton was found guilty in a tandem over the limit of exceeding the maximum (34,000 pounds) at 36,900 weight by 2,900 pounds, pounds, and fined $200. Bolin is a bus driver who has been with the lone district eight years. McEl- ligott has been two years in lone; she teaches fourth and fifth grade. The Heppner re cipient was Morrow Coun ty School District teacher Karen Smith-Griffith, who teaches fifth and sixth grade at Heppner Elementary; she has been with the district 26 years. Other Morrow Coun ty recipients were Kathie Goad, Riverside Jr-Sr High School Educational Assis tant; Laura Rowe, Irrigon Elementary Title I/Fifth Grade Teacher; and Becky Seewer, AC Houghton El ementary Educational As sistant. The In terM o u n ta in Education Service District honored 49 education staff members from 17 school districts and the IMESD as 2013 Crystal Apple Award winners during two ceremo nies this month. A ceremony to honor 35 education staff from school districts in Um atilla and Morrow counties and the IMESD took place on May 15 at the Pendleton Red Lion Hotel Ballroom, and a ceremony to honor 14 education staff from school districts in Union County will take place May 22 at the Gilbert Event Center at Eastern Oregon University in La Grande. Each year, the IMESD, along with local school districts, honors teachers and other education staff for their dedication and com mitment to students, as well as their abilities to go above and beyond the call of duty in their schools. Sheriff's Report May 2: Morrow Coun ty Sheriff’s Office cited Samuel V. Abramov, 38, for Violation of the Basic Rule, 71 mph in a 55 mph zone. -MCSO cited Ramon Garay Sanchez, 29, for Vio lation of the Basic Rule, 86 mph in a 55 mph zone. -MCSO received report from an Irrigon woman that she was chased by two pit bulls. -MCSO received report from an Irrigon man that he has had an ongoing prob lem with a mechanic in the Hermiston area. He report ed that the mechanic had an issue with his landlord and was evicted. The caller said he had been trying to get his 10-wheeler back, but the mechanic advised he had sold it. -MCSO received report o f an elderly female at a store in Heppner who was very confused and could not get a hold of her husband. -MCSO received report from a Heppner woman that her purse had been taken out of her vehicle the previ ous day while parked at the grocery store. -MCSO cited Walter Ernest Gerard, Jr., 55, for Violation of the Basic Rule, 72 mph in a 55 mph zone. -MCSO cited Kevin Douglas Lenkersdorfer, 49, for VBR, 75 mph in a 55 mph zone. -MCSO received re quest for deputy contact concerning a field he ir rigates, however the water sometimes sprays on a road that he owns and he has gotten complaints from the neighbors. -MCSO, Heppner Fire Department received report of a controlled bum out of control on Court Street in Heppner. -MCSO received report from the caretaker for the 1-84 Boardman rest area that he discovered some suspicious stuff left at the rest area. -MCSO received report of a suspicious vehicle, a red Mustang with white on the side, driving very slow around Usage Lane/ Washington Lane and West 8th in Irrigon. Two females in their 20s, one blonde and one brunette, were reported to be in the vehicle. -MCSO received report of a Traeger barbecue stolen in Heppner, perhaps the first week of February. -MCSO received report of an old motor home sit ting on property in Irrigon for a long time. The caller said the plates had expired in 2007. -MCSO received report of dogs barking all hours, day and night on Morgan St. in Heppner. -MCSO received report of dogs barking all the time on Chase St./Center St. in Heppner. -MCSO received report from a Lexington man that he was being telephonically harassed by his ex-girlfriend and a male subject. -MCSO received a call from a crisis hotline that a male subject in Boardman had taken all of his blood pressure bills, then threw them up. The hotline re quested a welfare check on the man. -MCSO received re quest fora behavioral health transport for a patient back to a motel when he was re leased from the hospital. -MCSO received re port of a subject driving erratically on Hwy. 730/ 182. MCSO and Umatilla County S heriff’s Office were both out of position. -MCSO received re port that Hermiston Police Department arrested Sonny Jam es Phipps, 26, on a warrant for three counts of Parole Violation/Possession o f Methamphetamine and Failure to Appear. He was lodged at Umatilla County Jail with no bail. -MCSO received report from an Irrigon woman that someone had used her credit card. Fines, fees and assessments totaled $260. -Dana Marie Flock, 27, was convicted of Burglary in the Second Degree, a Class C Felony and was sentenced to 90 sanction days and 30 jail days. The defendant was sentenced to 18 months supervised probation. Fines, fees and assessments totaled $940. She was ordered to pay $ 1,000 in restitution to the victim. -Patrick Alan Greer, 33, was convicted o f Sexual Abuse in the Second De gree, a Class C felony, and sentenced to 24 months prison time with credit for time served and 5 years post prison supervision minus time served. The defendant was further con victed of Sexual Abuse in the Second Degree, a Class C felony, and sentenced to 24 months prison time with credit for time served to run consecutive with previ ous sentences and 5 years post prison supervision. The defendant was further convicted o f an additional count of Sexual Abuse in the Second Degree, a Class C Felony, and sentenced to 30 months prison time with credit for time served to run consecutive with previous sentences with 5 years post prison supervision. -Cynthia Ann Brown, 25, was convicted of Posses sion of Methamphetamine, a Class C felony, reduced to a Class A Misdemeanor and sentenced to 180 jail days suspended and 24 months probation. Fines, fees and assessments totaled $500; The defendant was further convicted of Failure to Ap pear in the Second Degree, a Class A Misdemeanor, and sentenced to 24 months bench probation.
