REQUEST FOR BIDS
Morrow County Public
Works is accepting bids
for crane lift removal of
a portion of the existing
clock tow er and bell
from the Morrow County
Courthouse, located 100
S. Court Street in Heppner,
OR.
It is anticipated that two
separate lift dates, one for
the removal of the existing
structure and bell and one
for the placement of the
reconstructed structure and
bell, will be required. Each
date will require 2 or more
lifts as determined by the
contractor.
The existing clock tower
structure to be removed is
estimated at 7,200 lbs. The
bell is estimated to weigh
3,050 lbs. The existing
tower structure and bell will
be prepared for removal by
others prior to the arrival
of the Crane contractor.
The Contractor shall lift
the structure and bell
and lower it to a location
directly adjacent to the
Courthouse.
On the second lift date, the
contractor shall crane lift
the re-constructed tower
structure and bell back into
position on the Courthouse
building.
The contractor shall be
responsible for all rigging
associated with the two
lifts. Specifications and bid
sheets may be obtained by
contacting Morrow County

at 365 W. Hwy 74, P.O. Box

Bids shall include all costs
associated with mobilization
for each separate lift date
and all costs associated
with rigging, lifting and
placing as directed. Dates
for lifts shall be coordinated
between the contractor and
the Morrow County Public
Works Dept.
The successful contractor

Compensation Insurance
covering work in Oregon.
The successful contractor
must also submit documents
addressing insurance,
non-collusion, tax law,
debarment, and conflict
of interest as part of the
personal services contract.

three bids for a surplus city
vehicle and accepted the
high bid of $527.
In other business the
council was told that for
some reason the RV park in
town across from the motel
had never been permitted,
and the planning commis­
sion issued that permit at
its last meeting. There was
no problem with the facility
and it was apparently just an
oversight.
Cutsforth said the city
attorney is working on
changes to the city side­
walk ordinance that would
exempt stairways. Under
the current city ordinance
property owners are respon­
sible for the maintenance of
sidewalks in front of their
property. The responsibil­
ity would also apply to the
new stairs going in as part
of the Barratt Blvd and
Water Street projects, and
Cutsforth said it would not
be fair to saddle property
owners with the high li­
ability of stairways, so the
city is looking at exempting
stairs from the sidewalk or­
dinance, and having the city
accept that responsibility.

County Sheriff’s Office
reports handling the fol­
lowing business:
-MCSO received report
from a caller who said a
male subject in Irrigon was
drinking and driving all
the tinle. He said that the
subject’s car was parked at
the time, but he knew the
man would end up driving
again.
-MCSO received report
of a male stopped on the
side of the road by a mo­
torcycle on Hwy. 207/Lex-
ington. The female caller
thought it was suspicious.
-MCSO deputy report­
ed he was out with Com­
munity Counseling to help
with pickup of a client in
Boardman.
-MCSO received a re­
quest for a check done on
a used pistol the Irrigon
subject was looking at pur­
chasing.
-MCSO received re­
port of a pickup swerving
all over the road on 1-84
Boardman and crossing
the center line around eight
times. The call was referred
to Oregon State Police.
-MCSO received a hold
up alarm from the Bank of
Eastern Oregon, lone. It
was a false alarm.
-MCSO received a 911
call from a cell phone that
sounded like an accidental
dial with people talking and
laughing in the background.
On call back, a female said
everything was fine and
kids had been playing with
the phone.
-MCSO received a re­
quest from a Boardman
woman for a box of plastic

Six animal calls were
reported, resulting in three
citations, and four animals
being transported to Pet
Rescue
A Deputy is working on
a code violation regarding
trash and debris.
A person reported their
dog dug up some bones. It
was determined to be from
a deer.
Theft Complaints-
A business reported re­
ceiving checks on a closed
account.
A person reported ID
theft to MCSO.
MCSO is investigating
a theft of a debit card.
A person reported a
theft from a residence in
December.
AH Other-
A person reported a
possible burglar in their
basement. Deputies re­
sponded and were unable
to locate anyone.
A business called
MCSO regarding threats
made by a customer.
A Deputy assisted with
a violent mental patient.
A Deputy investigated
a verbal dispute.
A Deputy investigated
an assault.
A person reported re­
ceiving unwanted phone
calls. A Deputy contacted
the suspect and advised the
person to stop.
A residence was found
unsecured. It was secured
by a Deputy. A person found
a set of keys, which were re­
turned to the owner.
A person called MCSO
and reported they saw some­
one run past a window and
then heard someone run­
ning on their roof. A Deputy
checked the area and was
unable to locate anyone.
A person was tres­
passed, by a Deputy, from
a residence after asking for
money. Deputies checked
a residence for a squatter.
The Deputies did not locate
anyone.
MCSO received a re­
port of juveniles climbing
a tree and looking into a
neighbor’s shed. A Deputy
made contact with the juve­
nile and the parents.
A Deputy is investigat­
ing a violation of a restrain­
ing order. MCSO arrested
two adults on outstanding
arrest warrants. MCSO
Deputies responded to a
juvenile who was out of
control.
A business called
MCSO and reported they
found a suspicious note
affixed to their door. A
Deputy investigated the
matter, and advised the
business to call MCSO if
the person returned to the
business.

Doyle Cannon, 19, for Fail­
ure to Obey Traffic Control
Device in Heppner. He
was also given a verbal
warning for speed racing
and exhibition of power on

Lane.
-MCSO cited Bryan
Alejandro Zurita Ramirez,
19, for Violation of the
Basic Rule, 80 mph in a
55 mph zone on Bombing
Range Rd.
-MCSO Deputy advised
he was on a walk and talk
foot patrol in Heppner for
the Irish boxing smoker.
-MCSO Deputy report­
ed he was out with a suspi­
cious vehicle parked along
Hwy. 207 Heppner.
-MCSO Deputy ad­
vised that two deer hit the
patrol car by the old Kinzua
Mill site in Heppner. No
one was injured.
-MCSO received report
of a 53-year-old missing
woman from a Boardman
residential facility. The
subject was last scene on
foot headed into town with
another resident. The other
resident made it back, but
the subject did not. The re­
porter said that she needed
to have an on-call crisis
team call and speak with
her.
-MCSO Deputy report­
ed he was on Main Street in
Heppner for a bar check.
-MCSO received report
of a single-vehicle motor
vehicle accident with a sub­
ject with a head injury and
his head bleeding on Main
Street and Kunze Lane in
Boardman. MCSO arrested
Jose Garcia Martinez, 57,
for DUII with a blood al-
cohol content of .11. He
was also cited for Failure
to Obey Traffic Control
Device.
-MCSO received re­
quest for extra patrol on
Hager St. in Heppner.
-MCSO received re­
quest from an employee at
a bar in Heppner to respond
to check the ID of a subject
trying to get into the bar.
The employee reported that
the subject had a paper ID
and could not accept it until
a deputy runs a check to
confirm the subject was of
age. A deputy responded.
-Irrigon Ambulance re­
ceived report of a 50-year-
old male with a possible
heart attack, feeling ill with
pain in his back. The sub­
ject refused transport.
-Irrigon Ambulance
received report of a female
who said her chest felt
very tight and said she had
fainted two days earlier.
March 16: MCSO gave
a subject a verbal warning
for offensive littering on
Main St. in Heppner.
-MCSO received report
of a fight in progress in
front of a bar on Main St. in
Heppner. The parties were
separated.
-MCSO cited Richard
Glover Peck, 77, for Per­
mitting Unlawful Operation
of a Motor Vehicle.
-MCSO received report
from a Boardman resident
that she was experiencing
medical issues.
-MCSO arrested Ken­
neth James Doughty, 25, for
DUII on Hwy. 74, Heppner.
He was also cited for refus­
ing a blood alcohol test.
-MCSO reported that
numerous vehicles had
been parked in the wrong
area and drivers of the ve­
hicles had been asked to
move.
