new shrubs and bark
chips, and a brand-new front
porch. Hie entire house also
got a paint job inside and
out. The electrical system
was okay in the house but
they did install new lights
and ceiling fans inside.
“Caulking. We did lots
o f cau lk in g ,” C harlotte
says o f one of the time-
consuming tasks. She said
they caulked everywhere in
the house where they saw
gaps, including around the
walls and floors and floors
and ceilings, explaining
how this would improve
the efficiency of the home.
They also put special tape
on the duct work to improve
the efficiency of the heating
system. The entire project
took about three months,
Charlotte said.
The Skvortsovs chose
to purchase in Heppner for
several reasons.
“Number one, you have
to find a good deal,” says
Charlotte. Then they re
searched the rental situation
in Heppner and found a
shortage of available rent
als, much like Condon,
was John B. Rhea, son of
Elijah Waldon Rhea. That’s
my historical connection to
Heppner, and one reason
that I was partial to spend
ing some time in Heppner,”
she says.
Her husband Val came
to the United States from
the USSR in 1991 as a
result of perestroika, or the
breakup of USSR, arriving
in New York with only $300
in his pocket. Val said it had
always been his dream to
come to the United States.
Not having any friends
or relatives in the city, he
borrowed a car, got his
driver’s license, and began
driving a cab. Charlotte
came to New York on a
business trip that same year
and took a ride in his cab.
One year later they were
married.
Over a cup of coffee,
Val will tell stories of his
life in Russia, like his good
memories of gathering with
friends and family.
“We would crowd into
the kitchen, many of us, and
talk and visit together, that
is some of my good memo
ries,” Val relates.

Ghosts and ghouls
come alive for
Halloween
The local ghosts and goblins are starting to make an appearance
in preparation for Halloween next week. Above: This skeleton
seems to be stuck in this yard on Cowins in Heppner...or is it
on its way out for a romp? Below: These friendlier scarecrows
