Published: December 7,14, 21, 28 and January 4, 2012 Affidavit Sheriff’s Report The M orrow County Sheriff’s Office reports handling the fol lowing business: August 9: Morrow County S heriff’s Office received report o f a sex crime with no additional information available. -M C SO receiv ed report that a Heppner man who has cancer had left a note saying he was going into the mountains and may not come back. The reporter said he had threatened her in the recent past. -M C SO receiv ed rep o rt from a Lexington man o f a lost wallet with his driver’s license and ID in it. -MCSO received report of a male riding a bike along 1-84 Boardman weaving all over the road. Oregon State Police was advised. -MCSO received report of a license plate taken from a car in Irrigon. -MCSO received report of a boat broken into and an outboard m otor stolen in Irrigon. -MCSO received report of a vehicle off to the side of the road with its roof caved in on 1-84. The call was referred to OSP. -M C SO receiv ed report from a Boardman woman that she had a restraining order against her daughter and wanted deputy contact. A deputy responded and the daughter left the property. She was to be served with a restraining order. -M C SO receiv ed report from a Boardman man that so m eo n e cam e into his house while he was sleep ing and robbed the place. He reported that everything had been replaced from their last burglary the previ ous week. -MCSO received report that a male subject who had a felony warrant out o f Mor- Navy revising environmental impact statement scope for Boardman Bombing Range The U.S. Navy, in cooperation with the Na tional Guard Bureau and the Oregon National Guard, is rev isin g the scope o f the Environmental Impact Statement (EIS) for Naval Weapons Systems Training Facility (NWSTF) Board- m an to add new Special Use Airspace in the form o f a new M ilitary Opera tio n s A rea (M O A ). The new MOA would preserve the required training capa bilities at NWSTF Board- man that are necessary to maintain training readiness, including the capability to continue low-altitude avia tion training. The Navy and the National Guard are reopen ing the scoping period and seek in g public input to identify com m unity con cerns and issues about the proposed new MOA. All public com m ents p rev i ously received during the first scoping period (Oct. 5, 2010 - Nov. 15, 2010) are still valid and will be considered in the devel opment o f the Draft EIS. Previously-submitted com ments need not be resub m itted. He was lodged at Umatilla County Jail with a hold for a Ben ton County Sheriff’s Office warrant. A deputy said that if the subject complained o f chest pains or a possible heart attack, to take him to Good Shepherd Hospital, but advised that he was still in custody. -MCSO received report that a male subject in Irrigon was DUII. -MCSO reported numerous civil service attempts. -M CSO received request for contact concerning a subject growing licensed marijuana. The caller was concerned about the safety o f the children. -MCSO received report o f logging trucks and wheat trucks speeding through Lexington at all hours of the day in Lexington. -M C SO receiv ed report o f a white sports car with no front plate speeding at around 85 miles per hour through Lexington heading south on Hwy. 207. -MCSO received report o f a calf found in the middle o f the road on Hwy. 74, Lexington. It was run into a circle next to a field. -MCSO received report of a Boxer and a Mastiff/Dane mix missing in Irrigon. -M C SO receiv ed report from a Lexington woman that a former friend came over to her apartment and sta rte d an arg u m en t. A deputy made contact with the woman and determined it was just a verbal argu ment. -M C SO receiv ed report o f a dog running around the mobile park in Irrigon that jum ped on a kid and scratched him. -MCSO received report of a white pit bull trying to charge the caller in Irrigon. MCSO cited Chantel Rob inson for maintaining a dog as a public nuisance. -M CSO received request for a deputy for assistance in getting a subject back to the Lakeview Heights facil ity in Heppner. The caller said he left walking on the highway and was agitated. A deputy responded and transported the subject back anticipated to be released in summer 2012 for a 45-day public review and comment period. Comprised of Spe cial Use Airspace and Navy- controlled lands, NWSTF B oardm an is located in north-central Oregon near the C o lu m b ia R iver, in M orrow County. It is ap proximately 2.5 miles south o f Boardman and 16 miles southw est o f H erm iston, near the Oregon-Washing ton border. T he m is s io n o f NW STF Boardm an is to su p p o rt naval and jo in t services operational readi ness by providing a suitable training range in the vicin ity o f N avy and O regon National Guard forces in the northwest. The devel opm ent o f stru ctu res o f significant height on lands beneath the existing Special Use Airspace has and may continue to result in the potential loss o f ability to train with military aircraft at lower altitudes on the range. To a lle v ia te this situation, the Navy is con sidering the addition o f new Special Use Airspace in the form o f a MOA to the north east of the existing Special Use Airspace at NW STF Boardman. This new MOA w ould preserve required training capabilities neces sary to m aintain military readiness, including low- altitude training. The consideration o f adding the MOA would be consistent with the Na v y ’s Proposed A ction at N W ST F B o ard m an a n nounced on Oct. 5, 2010. The Navy and the National G uard have proposed to implement actions to main tain current military train ing activities as well as increase certain activities from current levels to sup port Navy and Oregon Na tional Guard requirements; develop appropriate ranges and facilities; implem ent range enhancem ents; and accommodate mission re quirements associated with force structure changes and the in troduction o f new weapons systems. The Proposed A c tion would result in selec tively focused but critical enhancements and increas es in training necessary to ensure NWSTF Boardman to the facility. -MCSO received report o f a subject with bags alongside Hwy 730, Irrigon. Umatilla Police Department and OSP were advised. -MCSO received report that Troutdale Police D epart m ent arrested B enjam in Wayne Mills, 23, on an Irri gon Justice Court warrant. -Boardman Police Depart ment received report o f a small child left by him self at a Boardman residence. -BPD received report that someone tried to break into a residence, however, glass was broken from the in side out. The father said he would talk to his son about the situation. -BPD received report o f a dog barking for around two hours. The reporter said that the owner is elderly and she was concerned that some thing was wrong. -MCSO received report o f a missing juvenile. -M C SO D eputy advised that he was out with a small dog on Cottonwood Loop and the dog would not let him near it. -M C SO D eputy w arned juveniles for riding without bicycle helm ets and gave three helmets out. -M C SO rec e iv e d rep o rt from an Irrigon woman that dogs were chasing her ani mals. She advised that she ran them off, but the two large brow n boxers kept coming back. -MCSO received report o f a suspicious maroon car in Heppner. The caller wanted deputies to check on the owner and make sure ev erything was okay. It was determined that the vehicle was broken down and Les Schwab would be moving it shortly. -MCSO received report o f a radio playing extremely loud all night long in Ir rigon. -M CSO received request from Umatilla Police De partment o f a second unit and handcuffs at a business in Irrigon. -M C SO re p o rted tra n s ferrin g a p riso n e r from Heppner to St. Anthony’s Hospital in Pendleton for medical evaluation. -MCSO received a request on a subject from the Vir ginia State Police Sex Of fender Registration Unit. -M C SO receiv ed rep o rt o f a man lying by a guard rail west o f the on-ramp on 1-84, Boardman. -M C SO receiv ed rep o rt from a woman who said she found a set o f Subaru keys at the Heppner City Park. -M CSO received request for an agency a ssista n t from the Bureau o f Indian A ffairs. They requested MCSO attempt contact with a woman and have her pass on a message to her son. -MCSO received report of a fire call in Irrigon. It was a false alarm-a child pulled the alarm. -M C SO receiv ed report from an lone woman that so m e o n e sh o t a b u lle t through her house. She said it w ent through the living room and lodged in the bathroom. -MCSO received report o f a cow missing in Irrigon. -M CSO received request for contact regarding traps he set in Irrigon at a fruit stand. -M CSO Deputy reported he v/.is out with a disabled August 10: -Morrow Coun ty Sheriff’s Office received rep o rt o f an o ld er m ale subject in a vehicle dump ing trash into a marshy area along the highway at Bomb ing Range Rd./Frontage Rd. in Boardman. M CSO re sponded and contacted the subject who said he did not throw the trash out and the caller did not witness him throwing it out. -M C SO receiv ed rep o rt that a resident at Lakeview H eights in H eppner d e stroying stuff in the com plex, pushing a computer o ff a desk, throw ing the com puter m onitor on the floor, ripping the big screen TV off the wall, throwing the DVD player against the w all, knocking over two book cases and ripping a bunch o f cords out o f the wall. MCSO arrested Adrial O lsen, 36, for C rim inal Mischief. He was lodged at Umatilla County Jail with $7,500 bail. -M C SO receiv ed rep o rt from an Irrigon woman that her neighbors were yelling at each other and it was an ongoing issue. -MCSO arrested Leo John Harland, 44, on an Irrigon Justice Court warrant for Failure to Appear/Driving While Suspended. He was lodged at Umatilla County Jail with $244 bail in full. -M C SO receiv ed report from a Boardman subject that someone was sleeping in a car and did not belong at the location. The subject was advised. -MCSO received a report of a suspicious person at the Boardman library. 1 supports military training and readiness objectives. The owner was given a verbal warning for having dogs at large. -M CSO received request for deputy contact from a wom an who said she di aled the800 number listed to reach the sheriff’s office and the phone com pany charged her $18 on her phone bill, which she re fused to pay, so the phone company shut off her long distance. She wanted to see what her options were. -MCSO received report o f a field burn scheduled in Irrigon. -MCSO received report of an audible burglar alarm at an Irrigon residence. MCSO responded and de termined that no windows were broken. -M C SO receiv ed report from a Boardman woman who had been out o f town that their 41 inch mini Black Angus was m issing. The bull had no tags or brand. -MCSO received report o f a black lab found in Hep pner. It was returned to its owner. -MCSO, Boardman Police Department received report o f an audible fire alarm in Boardm an. An officer responded and advised that fire and medical could stand dow n. The ow ners were cooking and it got too hot and started smoking. -BPD code officer reported he was out at a location for four dogs at large. He reported that the gate was fixed for now. -BPD received report from a motorcyclist that he was almost hit by a newer model Chevy 4x4 pickup. I
