The Morrow Coun ty Court met on November 9 in Irrigon with Judge Tallman and Commission ers Grieb and Rea in at tendance. The court reviewed and approved the minutes of Nov. 2. The court also review ed and approved account payables in the net amount of $1,266,857.65. The large amount o f pay ables was the result o f the expenditure of grant funds received from the Federal Aviation and Connect Or egon Three funds Phase One and Phase Two grants. These grants funded 100% of the $1,078,169.71 for the upgrades at the Lexington Airport. Permits: Reviewed and, on the recommenda tion o f the Road Master Burke O’Brien, approved Permit #172 for twelve ap proaches onto Ely Canyon Road and Permit #173 for one approach at Fourmile Road and Palmateer Road for Blattner Energy Inc. Public H earing: Opened and continued the hearing on the Transporta tion System Plan Update to November 23, at 9:30 a.m. at the courthouse in Heppner. CAPECO report on OYCC: Director Deborah H ayw ard discussed the Oregon Youth Conservation Corps (OYCC) program, providing information on some o f the recent jobs that have been done by the group. Hayward said (he project is funded by the State of Oregon in the amount of $ 11,111 per year. The program is designed to target at-risk and disad vantaged youth. Hayward reported that she would like to see the work sites rotated between north and south county, adding that for the past several years the Public Works Dept, has supervised the work crews for projects in south county. Hayward stated that she would like to begin a three-year rotation in 2012, where the crew would work in the north end for three years and then return to the south end for three years. The court thought this was a workable plan and sup ported the proposal. C o m m issio n on Children and Families: The court reviewed and signed two amendments to Agree m ent #135573 between the county and the State o f Oregon acting by and through its Oregon Health Authority for the distribu tion o f funds for public health programs. Parole and Proba tion: The caseload as of November 1 is a total of 102 with 16 high-risk, 38 medium-risk, 21 low-risk individuals and the balance falling lower. Planning: Planning D irector C arla M cLane provided the court with an update on planning activi ties as follows: The Carty Lateral project is begin ning to move through the federal citing process and resource reports should be out in February. They will be looking at a cum ula tive effect on “land use” in this report; currently, there are two wind projects be ing proposed. One is a 20 megawatt (Mason/Orem) and one is a 104 megawatt (Ella Butte). Both of these will be cited through the local Planning Comm is sion; The Umatilla Electric Co-op is continuing work on their proposed 230 K.V transmission line; The Carty Generation project is being held up because o f an issue with the reservoir; McLane introduced Garrett Jensen, a RARE student that is assisting with work on the Pre-disaster Mitigation Plan getting support thru Oregon State University. C ity o f Irrig o n Comments: Irrigon City Manager Gerald Breazeale provided the follow ing information to the court: Breazeale stated that he is applying for a grant of $50,000 for work on the Heritage Trail between 1* and 6lh streets in Irrigon. This grant would require a 20% match from local individuals, which could be local labor or materials. The court agreed to provide a letter of support for this grant. Breazeale stated that the five county communi ties are working together to develop a promotional plan, with the cost to be $ 15,000 for a one-year plan. An IGA will need to be developed for the five cities to work together. Boardman, Ir rigon and Heppner have each agreed to pay $5,000 for the services. lone stated they are willing to provide some funding; the amount they pay will reduce the amounts needed from the other three cities. At the end o f one year, an.evaluation will be done to determine if the efforts have been effec tive. Breazeale discussed the high nitrates in the area and how it may impact the city. Breazeale stated that the city is converting the north end of town from 8th to 10th streets onto the new sewer system. The cost will be around $1.8 million. They have acquired a loan from the State o f Oregon for the conversion project. The state will forgive one million dollars if the proj ect is in compliance with the state’s requirements. Breazeale discussed the plans of the group working to change the number of commissioners that would represent the county and going to a Home Rule form of government. Breazeale stated that John Wenholz and Joe Theisen would be representing the Irrigon area, Amy Kollman and Dick Sargent for Heppner, Mark Bruno for lone and Leisl Follett for Lexington. The representatives for Boardman were not identi fied. The co u rt c o n ducted the following busi ness: Authorized a Purchase Pre-Authorization for the purchase of Primary Main tenance for the Geographic Information System (GIS) license in the amount of $1,500 for the Planning Dept, and Public Works; Reviewed and approved, because of a double pay ment, the refund of a tax payment in the amount of $1,541.09 to Wells Fargo Equipment Finance, Inc.; Reviewed and approved, due to an overpayment of estimated prepayment, a refund in the amount of $1,029.62 to Marvin Pad- berg; Reviewed and signed an appointment for Commu nity Counseling Solutions to be the financial assis tance administrator for state mental health, addictions and developm ental dis ability services; Reviewed and authorized retroactive payment to an individual working “out of class” for the period 9-15-2011 thru 11-02-11; Reviewed and approved a resolution for an All Terrain Vehicle Grant from the O regon Parks and Recreation Dept, for improvement o f the rest rooms at the OHV Park; Re viewed and approved with some conditions the Oregon Community Development Block Grant and Housing Rehabilitation Project in the amount of $400,000.
