County Court news

The Morrow Coun­
ty Court met on November
2 in Heppner with Judge
Tallman and Commission­
ers Grieb and Rea in at­
tendance.
The court reviewed
and approved the minutes
of Oct. 26, 2011. The court
also reviewed and approved
account payables in the net
amount of $66,272.10.
Road Dept: Spring
Hollow Bridge project: The
crew successfully moved
the old (built 1867) wooden
grain bin that was in the
way of the new road to its
new location selected by
the land owner. The crew
started by building a new
floor and bracing up the
inside, then shored up the
outside with logs and tie­
down straps, then put four
logs under it so it could be
skidded to the new loca­
tion. The bin was moved
to its new location with an
excavator. The crew and the
driller then began to work
on the new road south of
the bridge site. The pilings
for the south bridge abut­
ment have been driven in
place. They are currently
working on welding steel
caps on those pilings and
leveling the ground around
the pilings so the concrete
forms and rebar for the
abutment can be installed.
They have been working on
the road on the north side of
the bridge, getting it to sub­
grade, as well as excavating
out for the bridge abutment
on the north side o f the
new bridge. The driller has
finished drilling holes on
the south side of the bridge
where the new road will
be. They plan on blasting
that part on Wednesday
afternoon.
C lark s C an y o n /
Hwy. 207 Intersection proj­
ect: Some equipment has
been moved to the site and
started sloping banks and
filling in some low spots
to sub-grade. The crew is
just getting started on this
project and will continue as
people and time allows.
M isc: The paint
striping is completed for
this year. Dave Pranger has
been working on the paint
truck getting it ready to
store for the winter.
Graders: The grad­
ers are working on the grav­
el roads. Roads that have
been graded are: Sunflower
Flat, Bill Bergstrom, Valby,
Redding, Stock Drive, Perl-
berg, Meadowbrook, Nolan,
Kenny, Spur Loop, Hanna-
Arbuckle, and Spring Hol­
low Roads and East o f
Morphine, Carlson, Stock
Drive, and Peck Lanes. The
graders are currently work­
ing in the Liberty School
Road area, Blackhorse Can­
yon area, Lexington area,

reviewed and, on the rec­
ommendation of the Road

approved Permit #011, be­
tween the county and Cen­
tury Link to replace a tele­
phone line along Liberty
School Road near Barlow
Canyon Road.
CSEPP Transfer:
The court reviewed a notice
o f intent to transfer/retain
items purchased related
to the Wifi equipment and
traffic camera systems as
listed on an attached inven­
tory sheet.
Sheriff’s Report:
Sheriff Ken Matlack pre­
sented the court with the
following recap of recent
ev en ts: N o rth C ounty:
picnic table loaded into a
pickup at the Irrigon Ma­
rina; a welfare check on
an 86-year-old female, lo­
cated and transported to
Good Shepherd Hospital;
a motorcycle pursuit and
foot chase, items recov­
ered and suspect identified.
South County: dump truck
full of gravel ran off road,
driver airlifted out, seven-
year-old boy not seriously
injured; welfare check on
individual threatening sui­
cide and injury to others;
a landowner was informed
that he was not allowed to
place a locked gate across
a county road; rollover

A welfare check regarding
attempted 911 calls from
a female; was determined
the individual was gather­
ing cattle and had been at­
tempting to report a forest
fire. The following press
releases were provided for
review: Robbery of Devin
Oil; rash of vehicle entries
in the Irrigon area; possible
shots fired, pursuit, vehicle
abandoned, and suspect
lodged in regional ja il;
and an aircraft crash near
Lexington.
Fi n a n c e Dept.
Report: Finance D irec­
tor Rick Worden informed
the court that in order to
repay the short-term loan,
a resolution will need to be
drafted or a supplemental
budget would need to be
prepared. The court opted
to have a resolution drafted
for signatures on Nov. 23,
2011. Worden then provid­
ed information regarding
the county’s disability and
retirement plan along with
thequestionnaire that needs
to be completed for the dis­
ability application. Worden
will conduct more research
regarding the matter.
Assessment & Tax
Dept. Report: County As­
sessor Greg Sweek provided
and reviewed the 2011 taxes
imposed comparison to the
court. The county value is
up by 6.78%, which is a
little higher than anticipated
at budget time. In part the
increase is the result of the
Oregon Dept, of Revenue
increasing the value o f the
two power plants in the City
of Boardman, also a new
dairy, Three Mile Canyon
Farms, and some hous­
ing and business growth
contributed to the increase.
Sweek also provided a re­
view of the Morrow County
SIP and Enterprise Zone
projects, which included
dates and amounts of future
payments.
Mi d - C o l u m b i a
Council of Governments
(MCCOG): Executive Di­
rector John Arens and Di­
rector Bill Fashing of MC­
COG presented informa­
tion to the court regarding
the possibility of Morrow
County joining with Wasco,
Hood River, Sherman, Gil­
liam and Wheeler Counties
on the development of re­
newable energy projects. A
lengthy discussion ensued
regarding the costs to the
county as well as potential
long-term returns. No deci­
sion was made regarding
the proposal.
The court conduct­
ed the following business:
The court reviewed and ap­
proved a warranty deed be­
tween the county and Carl
Thorpe in the amount of
$ 1,000 to allow the realign­
ment of the Shobe Canyon
intersection. The court re­
viewed and took no action
regarding tax foreclosure
property in the Cain Lane
area. The court reviewed
and approved the Morrow
County holiday schedule
for the 2012 calendar year.
The court reviewed and
approved the payment of
some SAIF claims in the to­
tal of $1,938.21 rather than
process them through the
Insurance Company, caus­
ing a much greater increase
in premiums. Reviewed and
approved the payment of
$ 100 for membership to the
Community Renewable En­
ergy Association. The court
review ed the insurance
claim settlem ent for the
clean-up at the fair grounds
following the fire just prior
to the beginning of the fair.
The court appointed Betty
Gray to the Special Trans­
portation Board.
