County Court news
The Morrow Coun­
ty Court met on June 22,
2011 in Heppner with Judge
Tallman on the telephone
and Commissioner Rea in
attendance.
The court reviewed
and approved the minutes of
the June 15 meetings and the
account payables in the net
amount of $609,142.49.
Public Hearing:
lone Library District
Formation: The hearing
was opened and Ms. Wolff
provided the staff report.
No one testified for or
against the order to create
the district. The order for
the formation of the dis­
trict was approved and the
petitioners were instructed
to contact the county clerk
regarding the election of the
first board members.
Public He ar ­
ing: 2011-2012 Morrow
County Budget Hear­
ing: Finance Director Fred
Carlson provided an expla­
nation regarding changes
to the budget since the
adjournment of the budget
committee. Carlson stated
the change was an increase
of $50,000 to be paid to the
five cities for road work,
reducing the road fund
ending balance by the same
amount. The 2011-2012
budget in the amount of
$29,213,271 and the tax
rate of $4.1347 per $ 1,000
was then approved.

Supplemental Budget:
Finance Director Fred Carl­
son provided an explanation
regarding various changes
that needed to be made
to the 2010-2011 budget.
The changes were to move
funds from one line item to
another. The changes were
approved and the supple­
mental budget was then
adopted.
Contracts: The
court reviewed and ap­
proved the following con­
tracts or IGAs between the
county and: Jack Robinson
and Sons, Inc. for run­
way work at the Lexington
Airport in the amount of
$1,892,742.15; The Or­
egon Dept, of Revenue
for seventeen base maps
in the amount of $11,731;
The State of Oregon Dept,
of Human Services for the
financing of developmental
disability services for a
two-year term ending June
30, 2013.
The court then re­
viewed misc. correspon­
dences and discussed up­
coming meetings.

Youth hunters must wear
orange beginning August 1
New rules requir­
ing youth to wear hunter
orange when hunting will
take effect August 1.
As o f that date,
hunters 17 and under will
be required to wear a fluo­
rescent orange exterior gar­
ment or hat when hunting
game mammals or upland
game birds (except turkey)
with any firearm.
The Fish and Wild­
life Commission adopted
the new rule last year to
protect youth hunters from
vision-related firearm in­
cidents. Adult hunters are
also strongly encouraged to
wear hunter orange when in
the field.
Exterior garments
include shirts, jackets,
coats, vests or sweaters.
Hats may include any head
covering such as a hat or
bandana.
The upper garment
or hat must be visible in all
directions; hunter orange
camouflage patterns are
acceptable.
Archery, turkey
and migratory bird hunters
are exempt from the hunter
orange requirement, since
theyhave excellent eyesight
and wearing hunter orange
could reduce hunter suc­
cess.
