HeppnerGazette-Times, Heppner, Oregon Wednesday, June22,2011 -FIV E County Court news The Morrow Coun ty Court met on June 1 in Heppner with Judge Tail- man and C om m issioners G rieb and Rea in a tte n dance. The court reviewed and approved the account payables in the net amount o f $39,510.58. The court re viewed and approved a pur chasing pre-authorization for the Public Health Dept, in the amount o f $729.58 to purchase an Epson Pow- erL ite 1750 M ultim edia Projector for PowerPoint presentations. R o ad R e p o rt: Road Master Burke O ’Brien provided the court with an update on the Chip Seal Project occurring on Wil low Creek Road. O ’Brien reported that on Monday May 23 the project started w ith 3.3 m iles (in both Pubic Hearing: despite bad w eather ev eryone seem ed to enjoy th em selv es. The plans are for W ednesday June 1 to do another 4.4 miles; if this happens there will only be two miles to finish on Thursday (weather permitting). The crew will then chip seal a driveway that a local farmer is paying to have done. That will end the chip seal season. Parks: The Parks were all well attended on M emorial Day Weekend; lanes) having been com pleted using 116.16 tons of oil at a cost o f $622.50 per ton including freight. C ontracts: T he C ourt review ed and ap proved the correction to the agreement between the county and Finley-Buttes Landfill Company regard ing the current adjusted rate per ton being $1.958; the rate will increase to $2.007 in November 2011. Community De velopment Block Grant (CDBG): At the c o u rt’s request GEODC executive director M elissa Drugge, GEODC economic devel opm ent specialist K aren Kendall and consultant for GEODC David VanDerlip a n sw ered q u e stio n s the court had regarding the applications and aw ards for the CDBG housing re habilitation program grant. K endall stated that they have already received 24 responses to the m aster mailing that went out ear lier. The court approved this process and requested a public notice be sent to the local newspapers and scheduled a public hear ing for 10 a.m. on June 15, 2011 at the Port o f M or row. A copy of the minutes from the June 15 meeting will need to be signed at the co u rt’s m eeting held June 22 and forwarded to GEODC so they are able to have a completed appli cation to submit before the end of June. The court conduct ed the following business: City o f Irrigon M anager Jerry Breazeale addressed the court regarding M or row County exercising it’s authority to take h a lf o f the county road funds that have historically gone to the five communities based on their assessed value, using these funds to balance the budget. The court explained that this action w as the result o f changes to state laws and county budget sh o rtfalls and inform ed Breazeale that next year the county would be retaining the entire am ount o f the county road funding. The court reviewed, approved and signed an order allow ing the M orrow C ounty treasurer to invest funds o f the county. The court reviewed and approved a request from the City o f lone to spend needs and issues money for items not designated in the original award.
