April 13:
The Morrow Coun
ty Court met on April 13 in
Irrigon with Judge Tallman
and Commissioners Grieb
and Rea in attendance.
The court reviewed
and approved the minutes
for the April 6 meeting.
They also reviewed and
approved the account pay
ables in the net total amount
of $87,182.68.
Budget Informa
tion: Fred Carlson, Finance
Director, provided the court
with information regarding
the status of the county’s
budget and the budget cal
endar. A general discussion
and work session regarding
budget issues was held. No
final decisions were made,
with various options being
discussed.
Juvenile Dept.:
Tom Meier, Juvenile Direc
tor, provided the court with
information regarding sug
gested fees for monitoring
systems that may be used
as an alternative for deten
tion, as well as other fees
for services provided by his
department.
C ontracts: Re
view ed and approved
Amendment 1 to Dept,
of Human Services Grant
Agreement (Agreement
No. 133258) to change
the disbursement of grant
moneys from $1,846.15 to
$3,834.00; reviewed and
approved the Inter-Gov
ernmental Service Contract
between the county and
Umatilla-Morrow Educa
tion Service District for
the Morrow Co. Chemical
Stockpile Emergency Pre
paredness Program with the
compensation amount not
to exceed $6,000.00; ap
proved and signed another
amendment to agreement
with Finley-Buttes Limited
Partnership contract. The
change to the contract is for
the change of Finley-Buttes
name.
The court conduct
ed the following business:
Discussed the formation
of the lone Library Dis
trict and the associated
costs. The court reviewed
a request from NACo for
volunteers to assist with
the annual conference to be
held in Multnomah County.
The court decided that the
county will not be pro
viding compensation to
individuals who want to
volunteer their time for this
project.

and discussed.
April 20:
The Morrow Coun
ty Court met on April 20,
2011 in Boardman with
Judge Tallman and Com
missioners Grieb and Rea
in attendance.
The court reviewed
and approved the minutes
for the March 23 and April
13 meetings. They also
reviewed and approved
the account payables in
the net total amount of
$175,222.74.
Enterprise Zone
Boundary Expansion
Comment Period: Carla
McLane, Planning Direc
tor, provided information
regarding the expansion
of the Enterprise Zone to
include land the Port re
cently rezoned and a parcel
at Three Mile Farms. There
was some discussion re
garding potential financial
benefits to this action. The
comment period for this
action will continue until
May 3, 2011.
Planning Update:
Carla McLane, Planning
Director, provided informa
tion to the court regarding
the proposal to build a new
20-inch natural gas pipeline
from lone to serve Portland
General Electric’s proposed
Carty Generating Station
near Boardman. There have
been two alternative routes
proposed, and the county
is going to propose a third
route that would then be
able to facilitate other utili
ties. The court then dis
cussed a concern that had
been expressed by a local
property owner regarding
the need to prepare a re-plat
to achieve a lot-line adjust
ment. The court upheld the
planning director’s decision
to require a re-plat.
Commission on
Children and Families:
Kim Carnine, Director,
requested an amendment
to the professional ser
vice agreement with Tara
Proudfoot, extending the
contract to May 15, 2011.
The request was approved.
There was a discussion and
it was decided to prepay one
year’s office rent for Ms.
Carnine.
Road Report: The
crew continues grading
county roads, currently
working on the Hardman
Ridge Road east of the
Morphine Lane, Holtz Lane
and Willow Creek areas.
The last couple of weeks
the crew has been work
ing on the McNab bridge
project, where they have
finished with forming and
pouring the wing walls
on each end of the bridge.
They have relocated an
irrigation line* rebuilt the
fences to the bridge and
cleaned up the work area.
They did some grout work
in a couple of spots on the
bridge side rails and move
some of the equipment to
other locations. When the
hot mix plant is up and run
ning, the crew will go back
and patch the ends of the
bridge, which will complete
the project. The crew has
been building a stockpile
site for chip seal rock along
Willow Creek Road. When

and approved the following
permits: Permit # OHP for
an underground crossing for
electrical cables on Four-
mile Canyon Road, Fermits
# OHR and # OHQ for an
underground crossing for
electrical cables on Palme-
teer Road and and Permit
# OlV for an underground
crossing for electrical cables
on Fairview Lane and of
these permits were between
the County and Rosendin
Electric in Arlington, OR.
Permit # OIU between the
county and Eric Meakins
for a four-inch water line to
be located along 8th Street
West in the Irrigon area was
also approved.
West Extension
Irrigation District: Bev
Bridgewater, District Man
ager, provided the court
with information regarding
district concerns regarding
the need to protect return
flows, as these flows have
a tremendous impact on the
district’s ability to provide
water to their users.
Video Conference
with Whidbey Island Na-
'val Air Station: The court
held a video conference
with representatives from
the navy to discuss several
items of concern regard
ing the bombing range.
Some of the concerns were
wildfire suppression, blow
ing sand issues, easements
for utilities, ownership of
Bombing Range Road and
status of the E1S that is be
ing prepared for the change
of use for part of the bomb
ing range to allow the use
by the Oregon National
Guard. The Navy informed
the court that they will be
providing a band for the
Cinco De Mayo celebra
tion and there is a possibil
ity that they will do a fly
over for both Boardman
and lone’s Fourth of July
celebrations.
The court co n
ducted the following busi
ness: Authorized a Pur
chase Preauthorization for
a server, UPS, monitors
and a scanner for the county
assessor in the amount of
$13,412.24. The court ap
pointed Shirlee Sweigart
to the fair board with her
term to end April 22,2012.
The court reviewed and
approved a reimbursable
agreement in the amount
of $300,000, which will be
used for a paving project
on Willow Creek Road. Re
viewed information regard
ing Teamsters retiree insur
ance coverage and decided
that no change is needed
at this time. Reviewed in
formation provided by the
compensation committee
regarding compensation
for the elected officials. The
compensation committee
members are Lisanne Cur-
rin, Robert Brown and Jerry
Healy.

for the Assessment and
Taxation grant, with the
amount to be determined

are completed. Reviewed

vices for the Spring Hollow
Bridge replacement project.
Reviewed and signed a per
sonal services contract with
Mary-Ellen Wainwright to
serve as park host for the
Anson Wright Park at a
daily rate of $25.00.

Field day -June 18th at Lexington Gun Club
Any person under 18 who wishes to hunt must pass this
course in order to acquire a hunting license in the State
of Oregon. Any person wishing to hunt out of state must
also hold a valid Hunter Education Card. The course is
being taught by Jim and Darlene Marquardt.

Ladies Auxiliary to hand
out memorial poppies
Heppner residents will soon see the local unit
of the American Legion Auxiliary distributing poppies
along Main Street.
The Auxiliary hands out poppies every year to
remind Americans of the men and women who served and
died for their country. The paper poppies are handmade
by hospitalized veterans with material supplied by the
Auxiliary. The poppies serve as both a source of income,
since the veterans are paid, and as a form of therapy.
Based on the poppies seen by soldiers in World
War I, the poppy has been the American Legion’s memo
rial flower since 1920. The Auxiliary was given responsi
bility for the poppy program in 1924. Since then, 100%
of the profits from the poppies has gone to the welfare
and relief of soldiers and their families.
The Auxiliary plans to hand out poppies in front
of the Heppner Post Office sometime before Memorial
Day.

The Farm Service Agency would like to remind

Wheat Grower events planned
in Morrow County
The Oregon Wheat Growers League (OWGL) is
planning two Morrow County events in June. Interested
parties may look for more information at www.owgl.org
or contact the OWGL office for details, registration or
questions.
A research and technology committee meeting
and luncheon will be held at the Port of Morrow Facil
ity in Boardman on June 2 from noon to 3 p.m. Guest
presenter Sunny Ramaswamy, Oregon State University
Dean of Ag Sciences, will provide an update on research
and extension funding.
On June 8, the Morrow/Gilliam County Golf
Scramble will be held at the Willow Creek Country Club
in Heppner. The event will begin with a shotgun start at
9 a.m. Food and beverages provided throughout the day
are included in the registration.
Open house scheduled to discuss
pipeline lateral near Boardman
Gas Transmission Northwest LLC (GTN) is
conducting an open house on Wednesday, May 11 in
Boardman to inform the public about a feasibility study
it is undertaking on a proposed natural gas pipeline in the
area. GTN is a partly-owned subsidiary of TransCanada
Corporation.
The proposed Carty Lateral pipeline would ex
tend 20 to 25 miles from GTN’s existing mainline near
lone, north to connect to the proposed Carty Generating
Station, an electric generating plant under consideration
by Portland General Electric.
The “come-and-go” format of the open house
will allow landowners, citizens and other stakeholders
the opportunity to meet with representatives of GTN to
ask questions, gather information and share ideas about
the proposed project.
The Open House is from 5 p.m. to 8 p.m. at the
Port of Morrow offices at 2 Marine Drive in Boardman.
Fundraiser dance to be held
A dance will be held May 14 from 6:30-8:30
p.m. at the Morrow County Fairgrounds to raise funds
for the local tumbling program. This community dance
is an alcohol-free event with music by Joe and LeAnn
Lindsay and Friends. The event is free but donations are
welcome. Everyone is invited.
