Morrow County Court weekly meeting held
The Morrow Coun­
ty Court met on January 11
in Heppner with Judge Tail-
man, Commissioner Grieb,
and Commissioner Rea in
attendance and on January
12 in Irrigon with Judge
Tallman and Commissioner
Rea in attendance. Fol­
lowing is a summary o f
the meetings provided by
Leann Rea.

a.m.: Appeal of the Plan­
ning Commission decision
on remand and review of
Condition of Approval 1

CUP-N-213. The public
hearing was a continuation
of the hearing held on De­
cember 29, 2010.
A fter some d is­
cussion the court decided
to uphold the Planning
C om m ission’s decision
regarding the noise on the
W illiam ’s property and
then they overturned the
Planning C om m ission’s
decision regarding the noise
on the Wade, Mingo, and
Eaton properties. Planning
director, Carla McLane was
asked to prepare the neces­
sary order and present it
to the court for signatures
at their regularly schedule
January 26th meeting.
January 12
The court reviewed
and approved the minutes
of January 5, 2011.
The court reviewed
and approved the account
payables in the net total
amount of $ 180,131.61.
Public H earing:
The public hearing for
the “Recreation Element
Amendment” was called to
order and on the recommen­
dation of County Planner,
Carla McLane continued
the hearing to January 26,
2011 at 10:30 a.m.
The court conduct­
ed the following business:
Heard the first reading by ti­
tle of “An ordinance chang­
ing the comprehensive plan
designation from agricul­
tural to industrial on ap­
proximately 510 acres and
to change the comprehen­
sive plan designation from
industrial to agricultural on
approximately 515 acres; to
amend the comprehensive
plan map accordingly to
apply the port industrial
use-zone to approximately
510 acres and apply the
exclusive farm use zone to
approximately 515 acres;
and amend the zoning map
accordingly.”; discussed an
e-mail from Philip Hamm,
Hermiston Agricultural Re­
search & Extension Center,
regarding an advisory group
for the possible growing of
giant cane.; reviewed the
outstanding balances of
“Needs and Issues Awards”
and decided to wait until
February 2, 2011 to take
any action.; reviewed and
approved a resolution in
the matter of an application
for the RTP Grant Program
from the Oregon Parks and
Recreation Department for
development at Morrow
County Parks.; discussed
and appointed the following
to the Technical Advisory
Committee for the Trans­
portation System Plan: Te­
resa Penninger, Oregon
Department of Transporta­
tion; Jeff Wenholz, Morrow
County Planning Commis­
sion; Burke O ’Brien, Mor­
row County Public Works
director; Bob Naims, Mor­
row County assistant Public
Works director; and Ron
McKinnis, Port of Morrow
Engineer; reviewed a recap
of the fees received from
Finley Buttes Landfill.
Various correspon­
dences and upcoming meet­
ing notices were reviewed
and discussed.

try Beast, an original coun­
try western adaptation of
the classic fairy tale Beauty
and the Beast in two perfor­
mances Saturday, January
22, at AC Houghton El­
ementary School, 1105 NE
Main St. in Irrigon.
Irrigon and Board-
man students in grades
K-12 are the performers.
The Saturday matinee per­
formance is at 3:30 p.m.,
and evening performance
at 5:30 p.m.
Just how is Beauty
Lou different from the clas­
sical fairy tale? Missoula
Theater western adaptations
of classic stories are always
hilarious. Beauty Lou is
the oldest daughter of the
B ronc-bustin’ balladeer
Buck. A young Beauty Lou
is upset by the behavior of
a miner who has won the
blue ribbon for his beauti­
ful roses at the county fair.
She calls him a beast and
wishes he would look like
one too. Years later, when
in danger of losing the fam­
ily farm. Buck meets the
miner-tumed-beast. Beauty
Lou has to befriend the
Beast in order to save her
family. Beauty Lou and the
Beast both learn to look be­
yond appearances and first
impressions and to see the
beauty that dwells inside.
The story, set in
the American West, also
features Beauty Lou’s six
sisters, an imaginary friend,
her dog Fleabite, farmhands
Slim and Dusty, neighborly
Country Folk and Barnyard
Critters.
Beauty Lou and
the Country Beast was
conceived and written by
Jim Caron, and Michael
McGill, the same talented
duo that created Wiz of
the West in 2008. Tickets,
available at the door, are
$2 for adults and $1 for
youth. Doors will close five
minutes before show times:
