They will perform on November 13 at 7 p.m. at Irrigon Jr.-Sr. High School and November 14 at 4 p.m. at Enterprise High School. There is no charge for either concert. However, donations will be gladly ac cepted at the door. The Willow Creek Sym phony reh earses on T uesday e v e n in g s from 6-7:30 p.m. at Irrigon Jr.-Sr. High School. The Wallowa Valley Orchestra rehearses also on Tuesday evenings at 6:30 p.m. at W allowa School in Wallowa. Both groups welcome new play ers. Morrow SWCD Board Meeting A Morrow SWCD Board meeting will be held Tuesday, Novem ber 2, at 3 p.m. at the Ag Service Center in Heppner. This year’s Book Fair theme is “Here’s to Our Heroes! Reading Saves the Day!” Because o f everyday heroes surround us, the heroes theme allows students to celebrate all types o f heroes, from the ordinary to the extraordinary, inspired by a love for books. Maureen and Kenneth Howard provided the flowers and souvenir wooden ribbons. -Photo by Sandy Matthews Navy and National Guard to hold public open house scoping meetings for Naval Weapons Systems Training Facility Boardman The U.S. Navy, in cooperation with the N a tional Guard Bureau and the Oregon National Guard, is in the initial stages o f preparing an Environmental Impact Statement (E1S) to evaluate potential environ mental effects associated w ith current and proposed military training and testing activities at Naval Weapons System s T raining F acil ity (NW STF) Boardman. Two open house scoping meetings will be held from 5 - 8 p.m. at the following locations: Port o f Morrow Conference Center, River front Room, on October 27; and Hermiston Conference Center, Rotary Room, on October 28. The Navy and the National Guard are initiat ing the scoping process to identify com m unity con cerns and issues for analysis in the EIS. The Navy and the N a tio n a l G uard are seeking public in v o lv e ment and input, which are fundam ental parts o f the EIS development under the N ational E nvironm ental Policy Act (NEPA). As part o f the public participation process, the Navy and the National Guard will hold open house meetings in Or egon to obtain public input on the scope of the NWSTF Boardman EIS. The Navy and the N ational G uard propose to im plem ent actions to increase certain m ilitary training activities from cur rent levels to support Navy and Oregon National Guard requirements; develop ap propriate ranges and facili ties; accommodate mission requirem ents associated with force structure changes and the introduction of new weapons system s; im ple ment range enhancements; and maintain current train ing activities. The proposed ac tion would result in selec tively focused but critical enhancements and increas es in training that are nec essary to ensure NWSTF Boardman supports m ili tary training and readiness objectives. The NW STF Boardman EIS will analyze p o ten tial environm ental effects from the training o f U.S. military forces in military airspace above and land training areas within the boundaries o f NWSTF Boardman. The public is in vited to attend open house style scoping meetings for information about the pro posed action and to provide comments on factors to be considered in the EIS. The public may arrive at any time during each scoping meeting. There will be no formal presentation; how ever, N avy and N ational Guard representatives will be on hand to discuss the project and the proposed action. All w ritten com ments must be postmarked or received during the com m ent p e rio d to be c o n sidered in the Draft EIS.
