The initial revised policy included the fo llo w in g addition: “The superin tendent’s decision or at tendance variance request for other reasons may be appealed to the board. Ap peals should be directed to the superintendent’s office and will be acted upon at the next regular school board meeting after their receipt.” After some discussion and concerns raised by board member B ill Kuhn and Craig Miles, the board add ed a section whereby the superintendent is required to report to the board the variances he approves. “We won’t even see it unless it’s appealed,” said Miles, prior to the addition. “I remain confused on variances,” added Kuhn. “I haven’t seen anybody meet them (the standards),” said Miles, prior to the ad dition. “I see this as being arbitrary.” At the meeting, the board heard a variance request from grandparents o f a girl living within the Morrow County School D istrict who had been attending school in Hermiston. The grandparents said that they requested the variance be cause their granddaugh ter was a talented athlete and the Morrow County Schools did not provide the coaching and athletic advantages, and subsequent possible athletic scholar ship opportunities that the Hermiston school did. They also said that she had been attending the Hermiston school for three years and cited family hardships as contributing factors. While the request did not meet current criteria, Burrows told the board that it met the criteria three years ago. The board approved the requested variance and four others on the consent agenda. A lso at the m eeting the board adopted a revised district honors diploma as follows: -language arts-four cred its, one credit must be advanced/honors/college level; -science-three credits, one credit must be advanced science-physics/chemistry/ ad. life science/AP; -math-three credits, one credit must be at or above algebra Ill/pre-calculus level; -social science-four credits, one must be advanced area- law, psychology/AP; -health-one; -career education-one; -foreign language-two, two credits study o f the same language; -technology-one, PTE/busi- ness/ag. Science/comput- ers; -electives-six for Riverside and Irrigon junior/senior high schools for 26 total credits; -electives-eight for Hep pner Junior/Senior High School for 30 total credits (eight-period day). -grade point average o f 3.5 or 3.25 and 1650 SAT or 23 ACT score. -other requirements: stu dents must earn a state issued CIM (reading, writ ing, mathematics and sci ence); receive no D or F on transcript; pass 11 ,h-grade benchmarks and complete all work samples; addi tional requirements. “Honors diploma criteria will be published in all ju nior/senior high school stu- pertinent school materials. Students interested in at taining an honors diploma must begin planning with their guidance counselors, class advisors and par- ents/guardians early on in their high school careers to insure (sic) GPA and credit requirements are be ing met.” In other b u sin e ss, the board: -approved 2010-11 board goals and review ed the district strategies to achieve the goals. -accepted the follow ing resignations/retirements: David Norton, Heppner Elementary School/Hepp- ner High School counselor; Ben Bonser, Riverside High School English language learner program; Kristen Caldwell, RHS language arts; Veronica Cortez, RHS advanced math. -approved the follow ing employment: Joni Haw thorne, Irrigon Elementary School special ed; Kaira Rysdam, A.C. Houghton Elementary School third Matt Wells, 1JSHS tempo rary social studies/business teacher for teacher on mili tary leave; Joselyn Piper, RHS special ed; Robin Stal- cup, RHS science; Laura Owens, RHS Spanish; Ty ler Barrie, RHS advanced math; Gerald Turner, RHS basic math; Robert Gruber, Windy River Elementary School/Sam Boardman El ementary School PE; Jen nifer Cornelius, WRE; Kelli LaBrmaboise, WRE. -heard from Burrows about a possible $ 117 million fed eral jobs bill that could mean about $400 thousand for the district. However, added Burrows, “We’ve yet to see a federal program without strings attached. Burrows told the board however, that “Schools are going to continue to struggle finan cially.” At the last meeting -learned from Burrows that the Morrow County Grain Growers is initiating a new program whereby MCGG would donate $1 to the schools in the community when they make a propane fill stop in that community. continued from page 1 o f the city hall building at that time, Buschke said. In other busi ness at the Monday meet ing the council heard that the Tamastslikt Cultural Institute o f the Umatilla Indian Reservation in Pend leton is interested in placing a monument at Heritage Plaza park in Heppner. The Institute was invited by DeMayo to place a statue on an empty cement pad in the park. “We do intend to take action on your kind offer as Heppner area con tinues to be an important cultural area to our tribes,” Susan Sheoships of Tamast slikt wrote in an email to the city. When asked what kind o f statue would be place there, DeMayo said he did not know at this time. The council was presented with various costs of placing an adver tisement in the Oregonian Newspaper advertising the livability of Heppner. The ad costs ranged from $541 for a two column by three inch ad, to $3,002 for a five column by seven inch ad. The council took no action, but decided to think about it for another month. The council also received the following po lice report for the month o f July: -T h ree d r iv in g complaints were received, all minor with no property damage. -Three fireworks complaints, deputies re sponded, no property dam age or injuries. -One dispute was reported, deputy responded, no injuries. -One fraud/forgery reported, attempted fraud by mail. -O ne threat re ported, a frustrated citizen made veiled threats and was contacted by a deputy and advised comments were inappropriate. -One trespass in progress reported, a deputy responded and learned that the subject was allowed at the residence. -Two harassment reports were made, one was by telephone and caller was advised to stop, one harassment call resulted in a subject being arrested for harassment and lodged at Umatilla Co. Jail. -Four missing ju venile calls were reported, all found okay. -There were seven traffic stops resulting in five traffic citations being issued and two traffic warnings issued. -Therewere ^ a n i mal complaints in July. -One barking dog, two animal neglect/abuse complaints, five dogs at large and 12 general ani mal complaints, six animal lost reports and two animal found reports. -One burglary in cident with the theft o f prescription drugs.
