EIGHT - Heppner Gazette-Times, Heppner, Oregon Wednesday, May 26,2010 Morrow County Court weekly meetings held The Morrow Coun ty Court met on May 12 in Irrigon with Judge Tallman, Commissioner Grieb, and Commissioner Rea in at tendance. Following is a summary o f the meeting provided by Leann Rea. The court reviewed and approved the minutes from the April 7 meeting. The court reviewed and a p p ro v e d v o id e d checks, retirement taxes, payroll, and account pay ables in the net total amount of$219,594.12. Road Report Laurel Lane: The crew finished paving on L au rel Laqe T u esd ay , May 11. The hot mix plant broke down around noon on Thursday of last week, so was unable to finish last week as planned. Port of Morrow: While near the port, assisted them with paving a few approaches, this will be completed this morning (Wednesday, May 12). L exington G range Road: When the port work is com pleted the equip ment will be moved to the Lexington Grange Road to do some patching in preparation for the overlay with hot mix on Thursday. Miscellaneous: While being rained out from the paving projects, the crew worked on signs in the Irrigon and Boardman areas as well as Juniper Road and Bombing Range Road. There were nu merous signs blown down, leaning or missing from the recent wind storms. Weeds were burned along Juniper Road. There were places where the road was down to one lane due to the weed piles. Bid Opening: The court opened two bids for window replacement at the courthouse. The bids will be reviewed for completeness and a recommendation will then be made to the court. Permit: A permit from Iron Triangle LLC to temporar ily pile logs along a road right-of-way was reviewed and on the recommendation of the Road Department ap proved and signed. Sheriff Report Ken Matlack, Mor row County Sheriff, brought an employee work status situation to the court’s at tention. The court decided that allowing an employee to return to work after an accident or illness should be handled on case by case basis. The decision would require information from the attending physician, the department head and the county court. Fair Board Rod Taylor, Fair Board chair met with the court to discuss changing the by-laws. The court rec ommended some additional changes and asked Taylor to discuss the newly proposed changes with the board and then come back to the court. The maintenance o f the new snack shack and the use of the recently vacated maintenance building were discussed. The court ap pointed Rod Taylor, Wendy M cPherson, and Cheryl Taylor to a three year with terms set to expire Decem ber 31, 2012. Commission on Children & Families A report from Kim Camine, Director for the Commission on Children & Families, stated that the recent review by the state indicated that all reports and w ork was su ccess fully being performed by the one person office. The court then reviewed and approved a waiver for two FTE’s for the Commission on Children & Families. This will allow the addi tional funds received from the state to be used for programs as opposed to another employee. Wind Project Chris Mason (di rect descendent o f Bert Mason Sr., owner of the grocery store in lone at one time) made a presentation to the court regarding a new method for the creation of wind projects in Morrow County. This new concept keeps a lot more control of the project in the hands of the local land owner as op posed to large developers. The court conduct ed the following business: Authorized a one year lease to Community Solutions for office space in the Gilliam & Bisbee Building with an option of renewal. The court authorized a lease with Tim Hedman for the loading dock area o f the Gilliam & Bisbee. A “Pe tition to Intervene” with regards to the PGE Inte grated Resource Plan was reviewed and approved. Re viewed and signed a resolu tion regarding the National Forest related safety-net payments. The court used the same formula as in past years, with 12% of the full county payment for Title II projects (roads etc) and 3% for Title III expenditures (can include education). The Morrow Coun ty Court met on May 19 in Heppner at the Emergency O perations C enter with Judge Tallman, Commis sioner Grieb, and Commis sioner Rea in attendance. Following is a summary of the meeting provided by Leann Rea. The court reviewed and approved the minutes from the April 14, April 28, and May 5 meetings. The court reviewed and approved account pay ables in the net total amount of $ 185,021.06. There was an additional amount ap proved to pay for aviation fuel. Road Report Port o f Morrow: The crew finished paving three approaches for the Port of Morrow on Wednes day the 12th. Misc: The crew did some hand patching Eastregaard Road and Paul Smith Road, and then moved the paving equipment to the Lexington Grange Road. Lexington Grange Road: Started paving on Lexing ton Grange road on Thurs day the 13th, and have paved approximately 1.2 miles. The crew will continue paving, weather permitting. Weather Damage: On the evening of the 17th, experi enced a couple of thunder storms, washing debris and mud onto or across some roads. Some culverts were overrun and washed away the shoulder rock. The crew spent yesterday fixing som,e of the worst areas which were Social Ridge Lane, Baseline Lane, Nolan Road and Clarks Canyon Road. The work at these sites will continue as time and weather allows. The court conduct ed the following business: Participated in the CSEPP annual exercise. Reviewed and signed a Plat for the Emert 2nd Addition. Vari ous correspondences and upcoming meeting notices were review ed and dis cussed. If you would like to be placed on the list to receive County minutes, please contact Karen Wolff at (541)676-5620. r Children’s ADHD Telemental Health Treatment Study (CATTS) A Study for Kids with ADHD Purpose of Study: Seattle Children’s Hospital has been doing telemental health for 8 years. Telemental health focuses on communities where it is difficult to get expert mental health care. Telemental health uses two way cameras to allow a family in a rural area to meet with a psychiatrist in a distant city over the TV. Our telemental health program has treated over 800 youth in five communities throughout Washington. Now, we are doing a study to see how much telemental health helps children with attention-deficit hyperactivity disorder (ADHD). Umatilla, Morrow, and Wheeler Counties in Oregon are participating with our Washington sites. Care is free. Eligible Children: Children 6-12 years old already diagnosed with ADHD or who might have ADHD. Study Process: Children and their parent(s) receive an evaluation to clarify the diagnosis of ADHD and other problems. All children are assigned to an intervention group: a. six sessions of medication treatment ( 1.0 hour each) by a telepsychiatrist and behavioral treatment (1.0 hour each) delivered by a therapist at a local clinic; or b. a single session ( 1.5 hours) by the telepsychiatrist with expertise in ADHD who makes treatment recommendations to the primary care physician. Both groups participate for 25 weeks. Both groups complete assessments 6 times during the study and are paid $35 for each assessment. All sessions with the lelepsychlatrist and with the therapist are free to families. Sheriff's Report The Morrow County Sheriff’s Office reports han dling the following business: January 6: Mor row County Sheriff s Office cited Matthew Jones, 26, for Driving While Sus pended-violation, Driving Uninsured. -MCSO received report of a vehicle sitting at the pits in Heppner pos sibly stealing fuel. MCSO responded and the call was unfounded. -MCSO received report from an Irrigon sub ject that as he was driving in his driveway his neighbor stated that someone was in the residence and they knew no one should be in the house. -MCSO received report that Hermiston Po lice Department arrested Jimmy Lorin Campbell, 42, on an Irrigon Justice Court warrant for Failure to Pay Fine/Failure to A ppear/ Driving While Suspended. He was cited and released to appear with $683 bail in full. -MCSO received report from a subject on the county line road that her residence was on fire. Everyone was outside the residence, but a subject was on the roof trying to fight the fire. Boardman Fire, B oardm an A m bu lance, Depot Fire, Irrigon Fire and MCSO responded. Irrigon Fire and Boardman Ambulance were cancelled before they arrived on the scene. -MCSO deputy ad vised he was out on a field interview with someone in an all black car. The subject was waiting to meet some one for a new job. -M C SO d ep u ty conducted numerous checks in the lone area. -MCSO received a request for a deputy to stop by her residence regarding her driver’s license. -MCSO received report from a H eppner subject that he loaned his pickup to a female the pre vious night and she had not returned it. -MCSO received request for contact from a Heppner subject regard ing a suspicious male who showed up at his property late the previous night. -MCSO received report from Boardman City Works that there were burn ing a large pile of Christmas trees. -M CSO arrested Toby Dale Rodriguez, 38, for Driving While Suspend ed-misdemeanor. He was released to appear. -MCSO received an inquiry regarding an appointment to get a con cealed handgun license. -MCSO received report from an Irrigon woman that he boyfriend left for work the previous day and advised he would be home by 5 p.m. and it was almost 2 p.m. the next day. She advised he went to work with a construction company from out of town, but would be working at a Boardman gas station. She also advised they had been having some problems and had left for a week oqce be fore. She requested deputy contact. She was advised that he was arrested the night before on a DUII. -MCSO reported that Artemio Mendoza Gar cia, 20, turned himself in at Umatilla County Jail on a commitment order for DUII. -MCSO received report o f cows out near Columbia and Hwy. 730, Irrigon. MCSO responded and the cows were in the pasture. -MCSO received report that Daniel Marvin Mize, 24, turned himself in at Umatilla County Jail for Possession of a Controlled Substance-Marijuana and Driving While Suspended- misdemeanor. Bail was set at $50,000. -MCSO received report of a bike found in the creek in Heppner. -MCSO arrested a male subject on a parole and probation warrant for Parole Violation. He was lodged at Umatilla County Jail with no bail. -MCSO received report of an audible alarm in Irrigon. MCSO responded but it was a false alarm. -MCSO received report from an Irrigon sub ject that her granddaughter saw a male subject in a black shirt outside their window and he had left their gate open. She report ed that they had problems with a prowler the previous night and requested deputy contact. -MCSO received report from an lone sub ject that there was more suspicious activity at their ranch. -MCSO received report from an Irrigon sub ject that there was a male at their residence screaming and yellow. The caller said he had known the subject for only a few months and had never seen him act that way before. MCSO arrested Logan Mitch Wilson, 33, on charges of Menacing, Re sisting Arrest and Assault of a Public Safety Officer. He was lodged at Umatilla County Jail with $19,500 bail. Hunters Education Course to be held June 8th, 10th, 15th and 17th \ 6:00 - 9:00 p.m. at Heppner High School Field day -June 12th at Lexington Gun Club Any person under 18 who wishes to hunt must I pass this course in order to acquire a hunting license in the State of Oregon. Any person wishing to hunt out of state must also hold a valid Hunter Education Card. The course is being taught by [Jim and Darlene Marquardt. Jan. 6 cont. : -Boardman Police Depart ment arrested Dustin Duane Jackson, 33, on a Umatilla County Circuit Court war rant for Parole Violation/ Assault. He was lodged at Umatilla County Jail with no bail. -BPD w arned a driver for using a cell phone while operating a vehicle. -B P D a r r e s te d Kelly Brister, III, 39, on a Morrow/Umatilla County Adult Parole and Proba tion warrant for Probation Violation. He was lodged at Umatilla County Jail with no bail. -BPD received re port of a criminal mischief complaint. January 7: Mor row County Sheriff’s Of fice received report from a Boardman Police Depart ment officer who advised he was flagged down by a subject who ran out of fiiel near the 1-84 Tower Rd. exit and wanted a ride back to his vehicle. A deputy transported him to the ve hicle, put fuel in it and then transported him back to a motel in Boardman as he did not have a valid driver’s license. -MCSO received report of a subject in Irrigon who had been speeding and pushing kids off into bush es, and then jum ped out of her vehicle and started threatening the caller. -MCSO received report from an lone subject that someone had messed with his pickup sometime the previous night and broke the hoist. -MCSO received report of a pack o f three dogs that had been roam ing farther and farther from their home. The ow ner said he would keep them home. -MCSO received report from a small business owner in Lexington that several people wrote him back checks. -MCSO reported that Rick D. Martin turned himself into the sheriff’s office on a circuit court war rant for Failure to Appear/ Reckless Endangering-mis- demeanor. He was released on his own recognizance to appear in circuit court. -MCSO received report of two horses in a field in Boardman adjacent to the caller’s filed. -MCSO received report o f a driving com plaint on a semi. It was out of MCSO area and the call was transferred to OSR -MCSO received report of telephone harass ment in Irrigon. -MCSO received report that Larry Dale Bush, 46, for parole violation and Failure to Appear/Criminal Mischief. He was lodged at Umatilla County Jail with $30,000 bail. -MCSO received report o f a male border collie found at a Board- man location. The dog was brought in by a subject who did not want to pay for the animal and took off. Pet Rescue wanted to know what to do. MCSO paid for the animal. -Continued on Page TEN I
