Heppner Gazette-Times, Heppner, Oregon Wednesday, May 12,2010 Sheriff's Report The Morrow County Sheriff’s Office reports htn- dling the following business: D e c e m b e r 30: Morrow County Sheriff’s Office received report of a disabled vehicle in Board- man. The ow ner was to attempt to move it. It was moved and the subjects were chaining up. -MCSO received report of the fire system shut down. -MCSO cited Ed ward Franklin Peterson, 39, for Parking in a Disabled Parking slot. -MCSO received report that east o f Main St. in Boardman, the cable guard had been hit and two or three posts pulled up. The city of Boardman was notified. -MCSO, Boardman Police Department received report from a Boardman woman that she was receiv ing harassing text messages from a phone that belonged to another woman. She was advised to stop making phone calls or texting the reporter. -MCSO received report of a possibly injured dog craw ling along the w alkw ay in Boardm an. The dog looked like a blue heeler. -MCSO received report from a subject in Boardman that her mother was driving through Phil- lipi Canyon and saw a car flip over between Blalock and Phillipi. The call was transferred to Tri Com. -Boardman Police Department received report from a woman who said she was getting threatening calls from a female. The caller wanted deputy con tact. The woman advised that the female was sleep ing with her husband and is pregnant. The caller said did not want to deal with the female if she showed up. MCSO made contact with all parties and warned them and advised of trespassing restrictions. -B oardm an A m bulance, Boardman Fire Department received report of a silver and black Chevy pickup that rolled and ended up in the median on 1-84. -B oardm an Fire Department received report of an overturned vehicle, a green SUV, near the me dian. -Heppner Ambu lance received report that a 70-year-old borderline diabetic male in Lexing ton fell. Lexington EMTs, Heppner EMTs and MCSO responded. -MCSO received report from a Heppner sub ject that there were tracks in their back yard. They suspect that someone may have been trying to steal gas. They requested extra patrol. -MCSO received report of a car in the ditch on 1-84, Boardman. -MCSO deputy ad vised he was responding to multiple motor vehicle accidents in Irrigon. -MCSO received report of a pickup rollover on 1-84 Boardman. -MCSO received report of a motor vehicle accident on 1-84. -MCSO received report o f a one vehicle rollover on 1-84 involving a 4-Runner with a woman in the vehicle. -MCSO received report of a car rollover with the vehicle in the median on 1-84. -MCSO received report of a Chevy pickup that rolled and was in the median on 1-84. -MCSO received report of a non-injury ac cident on 1-84. -MCSO received report of a Suburban that rolled over on 1-84. -MCSO received report of a semi jack knifed on 1-84. -MCSO received report that OSP arrested Epigmenio Torres Lopez, 32, on an Irrigon Justice Court warrant for Failure to Pay Fine/Driving While Suspended. He was lodged at Umatilla County Jail with $1,318 in full. -MCSO received report that a city of Irrigon worker had a dog in his possession that had been knocking over garbage cans on Ester Court. The dog jumped out of the truck and was unable to be located. -MCSO arrested Michael Dean Lynch, 51, on a U m atilla/M o rro w County Community Cor rections adult parole and probation detention warrant for probation violation. He was lodged at Um atilla County Jail. -MCSO received report of a black and yellow lab with a red collar running loose in the Center Street area in Heppner. -M CSO advised they are assisting a farm in moving sheep across Hwy. 730. -M C S O d ep u ty advised he was out with an abandoned vehicle on private property. -MCSO received report of a possible fraud case. -MCSO received report from Gilliam County of a motor vehicle accident with an unknown injury on 1-84. It was an old motor vehicle accident. -MCSO deputy ad vised he was out with a sus picious vehicle at the onion plant in Boardman. -MCSO received report o f an overturned vehicle near the median on 1-84. -MCSO received report from an Irrigon sub ject that an Alzheimer’s pa tient was wandering around outside. The reporter was trying to stay with her until a deputy could respond. The subject’s son arrived and would take his mother home. -MCSO reported that a subject hit a deer on the refuge and was putting it into his pickup. MCSO and OSP responded. The subject was a tribal member and could hunt there. -MCSO received report from a subject who said she was run off the road by a semi with blue footprints going up the back of the truck on Hwy. 730. OSP was advised. -MCSO received report of a blue sedan that slid off the road with one person walking around the vehicle. The sh eriff re sponded and checked Hwy. 730 with no other vehicles in the median. -MCSO received report from a subject who had sheep grazing on Front- age/Desert Rd., which was in Morrow County, and five sheep had been killed the previous night by dogs. The federal Wildlife Ser vice trapper tracked the dogs back to two houses on Frontage west of Desert Rd. Not all the sheep were dead, but they had to be put down during the severity of the injuries. The reporter wanted to know what his options were. -MCSO received a 911 call from a residence in Irrigon. The subject advised he misdialed. -MCSO received report o f a convertible driving 75-plus on packed snow. -MCSO received report that the Pendleton Police Department arrested Leroy Victor Springer, 28, on an Irrigon Justice Court warrant for Failure to Pay Fine/C rim inal M ischief II, Criminal Mischief III. He was lodged at Umatilla County Jail with bail to be paid in full. -MCSO received report of a motor vehicle ac cident on 1-84 with an SUV on its side. The call was transferred to Tri-County 911. -MCSO received report o f a car that had flipped on 1-84, Board- man. -MCSO received report that a vehicle hit a deer on Hwy. 74, Heppner. The car was drivable and the driver continued into Heppner. -MCSO received report o f a possible bur glary in Umatilla. The call was transferred to Umatilla County. -MCSO received report from a woman in Irrigon that a male subject on the m ost-w anted list would be stopping by her residence the next day for a short time. The subject has a warrant for Probation V iolation/Possession o f a Controlled Substance- methamphetamine. -MCSO received report from an Irrigon sub je c t that a male subject whom they had trouble with a few days previous was sit ting outside their house in his vehicle. Their son said he saw the subject looking through their windows and the family was worried he was going to do something to them. D e ce m b e r 31: Morrow County Sheriff’s Office received a report of juveniles driving through piles o f snow on M ain Street in Heppner. MCSO was unable to locate any suspects. -MCSO received report o f a very ice road at the railroad overpass on Hwy. 730, Irrigon. Deputies and ODOT were advised. -MCSO received report of a slide off on Hwy. 730, Irrigon. -MCSO received seport ofa motor vehicle ac cident on Hwy. 730 between Irrigon and Boardman. -MCSO received report from a Heppner sub ject that her deceased fa ther’s gun was missing. -MCSO received request for a boat inspec tion. -MCSO received rep o rt from a H eppner woman that someone had been into the house that she was renting. Nothing was missing, but things were rearranged and things were on the floor. The reporter said she was going through a divorce and suspects here estranged husband from Portland. -MCSO received report o f an alarm at a Lexington address. It was a false alarm; the wind blew the doors open. -MCSO received report o f theft from the H eppner Shell Station. MCSO arrested Kathryn Wegwerth, 19, for Theft III. -MCSO received report of a truck and trailer with a frozen brake sys tem. -MCSO received report of a semi that had jackknifed on the overpass, 1-84, Boardman, and was blocking the south-bound lanes. ODOT was notified to get a sand truck to the lo cation because of the ice. -MCSO received report of people riding their four-wheelers in the turkey shoot. The people had per mission to be there. They were advised to look out for the kids. -MCSO received report from the sheriff that he made contact with a citizen and returned money that was collected by a tow agency that was not neces sary to collect because the vehicle was impounded for evidence. -MCSO received report of a slide-off on 1-84. The vehicle went on its way again. -MCSO received report of a minor accident on 1-84. There were no injuries -MCSO received report o f a truck on the embankment on Hwy. 207, Lexington. An off-duty trooper advised that the scene was controlled. -MCSO received report of a four-wheeler in the roadway and the turkey shoots. A 17-year-old juve nile was cited for Unlawful Operation of an ATV on a state highway. -MCSO received report that a car slid off the road on Hwy. 730. Fire and ambulance responded and a two dispatched. -MCSO deputy ad vised he was out with a pos sibly disabled vehicle. -MCSO received report of a one-vehicle roll over accident. The reporter advised that he was helping the four people in the car to get out of the vehicle. Boardman Fire Department and Boardman Ambulance responded and two people were transported to Good Shepherd Hospital. -MCSO received rep o rt from an Irrigon woman that juveniles were throwing snowballs at her house and she was afraid they would break a win dow. The juveniles were warned not to throw any more snowballs. -MCSO received report of a vehicle slide-off on 1-84 and people out of the vehicle trying to wave someone down. -Boardman Police Department code officer advised he was picking up a dog hit by a car. -B P D re c e iv e d report from a subject in B oardm an that he saw a male subject in a grey Grand Cherokee hit another vehicle. The reporter said the subject went into the store, came out and when the victim tried to make contact with him, drove off. The reporter advised that the male may have been intoxicated. An offi cer located the subject and advised him that he needed to return to the scene and a report would be submitted to the DA’s office. -BPD arrested a female subject on a parole and probation warrant for a probation violation. She was lodged at U m atilla County Jail with no bail. -MCSO received report of a very large bon fire in Boardman that had burned down to coals and would bum for at least three days. The reporter said if the fire flares up again he would like to be contacted. -B oardm an A m bulance received report of a non-injury accident on 1-84. -B oardm an Fire Department received report of a non-injury accident on 1-84. -B oardm an Fire Department received report of a car that had slid off the road. Fire and ambulance responded. -B oardm an Fire Department received report from a Lexington subject that the neighbor’s house was on fire. The reporter’s husband went to the resi dence and advised that they were burning trash and it was a false alarm. Fire and ambulance were advised to stand down. -Irrig o n A m bu lance received report of an accident with an injury on Hwy. 730. -Irrig o n A m bu lance received report of a 79-year-old male possibly having a seizure. He was transported to Good Shep herd Hospital. January I: Mor row County Sheri fTs Office received report o f eight horses and a mule running down Kangaroo Ct. in Ir rigon. MCSO responded, but was unable to locate anything. -MCSO received rep o rt th a t C lackam as C ounty arreste d N ick- ole Rachelle Ann Gripp, 23, on an Irrigon Justice Court warrant for Failure to Appear. She was released due to overcrowding with $6,000 bail. -MCSO received report that an elderly couple slid off the road into the median on 1-84. It was a non-injure accident. -MCSO received report of six to eight horses on her place in Irrigon. The owners got the horses. -MCSO received report of a non-injury roll over with the vehicle on its side on 1-84, Boardman. -MCSO received report of an on-going prob lem with telephone harass ment in Irrigon. The perpe trator was warned. -MCSO received report of a motor vehicle ac cident on Frontage Lane, Ir rigon, however emergency vehicles had just pulled up on the scene. -MCSO received report of a boxer lost in Boardman. -MCSO received report that Portland Police Department arrested Tyler Wayne Nees, 22, on an Ir rigon Justice Court warrant for Failure to Pay Fine/ Driving While Suspended. He was lodged with $635 bail in full at Multnomah C ounty Jail w ith local charges and a hold placed for Morrow County. -MCSO received report of a subject in a Ford Ranger pickup traveling westbound in the eastbound lane on 1-84. -MCSO received report o f two males in a Toyota pickup that went through a ditch and took out a bank o f mailboxes and a fence and then fled the scene, heading back to Irrigon. -MCSO received report from a subject in Hermiston that his 16-year- old son was constantly being verbally abused by his mother. He requested deputy contact. A deputy made contact and advised it was a civil issue regarding a parenting complaint that needed to be taken care of during the court system. The reporter advised they were already in the pro cess. -MCSO served a restraining order in Irri gon. * -MCSO received a 911 hang-up call. -MCSO, Heppner A m bulance, L exington Ambulance received report from a Lexington subject that her husband had a stroke the previous night and was very disoriented. Lexington QRT, Heppner A m bulance and MCSO responded. Heppner Am bulance transported the subject to Pioneer Memo rial Hospital. -M CSO, Board- man Ambulance received request for an ambulance for a 32-year-old male and a 50-year-old female in volved in a motor vehicle accident earlier. Both re ported they were starting to have pain. MCSO and Boardman Ambulance re sponded and the subjects were transported to Good Shepherd Hospital. -MCSO received report from a Heppner sub ject that he lost his wallet. -MCSO, Boardman Police Department received report from a Boardman woman that a male subject had crawled inside a van in front o f her residence. He was not supposed to be around a subject at the address. BPD arrested Mi chael Anthony Mullikin, 25, for Criminal Trespass and Violation o f a Court Order (bench probation). I - SEVEN He was lodged at Umatilla County Jail with no bail. -MCSO received report o f a subject walk ing with a backpack in Irrigon. -M CSO arrested Jerad Ned Humbert, 20, for DUII with a B AC of. 17. He was also cited for Driving While Suspended-violation and Driving Uninsured. The vehicle was towed. -MCSO cited Eric Thomas Johnson, 43, for No Operating License and Driving Uninsured. -Boardman Police Department received report of a female in her 20s wear ing a blue coat, black pants and a hoodie, was staring at them, hiding behind trees and trailers in the area. The reporter said it was scaring her grandmother. -Boardman Police Department received re port of seven-eight subjects fighting in Boardman. One subject was issued an MIP by consumption. -Boardman Police Department received report of a driver who had stopped in the middle o f the road by the fire hall. The driver was warned not to use a cell phone while driving, also the roads were icy. -BPD officer ad vised he was attempting to locate a wanted subject. BPD arrested Francisco Javier Lezama Nunez, 25, on an Irrigon Justice Court warrant for Failure to Pay Fine/Driving While Sus pended. He was lodged at Umatilla County Jail with $454 bail in full. -BPD officer re ported he was out with a Ford pickup that ran out of gas. The officer said he would push them off to the side. -BPD, Boardman Ambulance received report that a male who had fallen and hit his head and was unconscious for five to 10 second. The reported ad vised he was injured during a wrestling match, but was conscious at the time. -B P D re c e iv e d a request to file a com plaint regarding the caller’s daughter. -Heppner Ambu lance transported a subject from Pioneer M emorial Hospital to Kadlec. -Heppner Ambu lance received report of a 48-year-old female with a possible stroke, non-re- sponsive, but breathing. An ambulance responded and transported the patient. -Irrig o n A m bu lance received report of a subject with a possible stroke who could not move his right arm and had slurred speech. -B oardm an Fire Department received re port of a non-injury rollover with a vehicle on its side on 1-84, Boardman. -Boardman Ambu lance received report from a 15-year-old female that her 17-year-old brother consumed whiskey, beer and tequila and was un conscious. They believed he had alcohol poisoning. EMS responded and the patient refused transport. -Boardman Ambu lance received report of a non-injury rollover with the vehicle on its side. January 2: Mor row County Sheriff’s Qf- fice arrested Raylene Mae Pullum, 47, on a Parole and Probation Detention warrant. She was lodged at Umatilla County Jail with no bail. -M CSO arrested Robert Edward Flanagan, 34, for Unlawful Posses sion of Methamphetamine. He was lodged at Umatilla County Jail with $7,500 bail. -MCSO received report of a male and female fighting with a small boy in the trailer court in Irrigon. -Continued on Page NINE
