Heppner Gazette-Times, Heppner, Oregon Wednesday, April 14,2010 - FIVE Mustangs earn first and second at Riverside track meet lone Community School The Heppner Mus tang track team traveled to Boardman on April 10 for only their second track meet of the year. The Carnival of Speed, which was due to be held April 2, was canceled due to inclement weather. This was the Mustangs first time on the track in a little over three weeks. The time off didn’t seem to hurt the Mustangs, however. The girls’ team scored 109.5 and earned first place. The boys’ team earned second place while scoring 60 points. Many athletes had outstanding times and distances. Erin Price led the Mustangs with two individ ual wins in the 100 hurdles and 300 hurdles, and sec ond place in the 200 meters. Brynna Rust finished a close second behind Price in both the 100 hurdles and 300 hurdles. Price, Rust, Catherine McElligott and Emilie Anderson ran on the first place 4x400 relay team. Rust also ran a leg on the third place 4x100 relay team. Emilie Ander son excelled in the jumps - earning second place in the long jump and third in the triple jump. Alana Wilson recorded a district-best time in winning the 400 meters, and Catherine McElligott finished a close second in the 800 meters. Other plac ers: Jodessa Chapa - 6th in 1500 and 3000; Lea Hein - S“1 in 3000; Carrie Hague- wood - 7th in triple jump and high jump; and Kelsi Putman - 5th in 200. Jordan Hatfield re corded three individual titles in the triple jump, 110 hurdles, and 300 hurdles. Hatfield, David Bertsen, Conner Pappas and Lau Hortoft finished second in the 4x 100 meter relay. Hor toft raced to a third place finish in the 400 meters. Pappas earned two 8th place finishes in the 100 and 200 meters. Jared Hedman fin ished sixth and Seth Palmer eighth in the 1500. Godspell opened on Broadway in May of 1971 and is a series of parables based on the Gospel of Mathew set to a variety of modem music. Directors, Rev. Lea Mathieu and Rev. Stacy Shel ton, began working with volunteer students in grades 2-8 in February in preparation for this performance. Students met up to twice a week for rehearsal, memorized music and line and hosted two performances. “We have some very talented young people in our community,” said Rev. Mathieu. “It was a treat for us to help guide these students in this recital.” The main character for the event was Jesus Christ, played by Emily Holland. All students had musi cal interludes, solo’s and memorized acts that lead into a standing ovation from the audience. The directors are already preparing for a performance for next year. The Morrow Coun ty Court met on April 7 in Boardman with Judge Tail- man, Commissioner Grieb, and Commissioner Rea in attendance. Following is a summary of the meeting provided by Leann Rea. The court reviewed and approved accounts pay able, payroll payables and a final payroll in the net total amount of $136,768.34. Joint Meeting: The county court, representa tives from the Port of Mor row and the City of Board- man meet with the Oregon Department of Revenue to discuss issues around how electrical generating facili ties are assessed. There was also a discussion on how processing plants valued in excess of one million dol lars are assessed. The meet ing was very informative and everyone came away from the meeting with a better understanding of how the process works. Road Report Lexington C em etery Road: The widening of the shoulders from the city limits to the end of the pavement at the cemetery has been completed. One culvert was extended and another one was replaced. Gabion baskets were added as needed to keep the banks from sloughing off and cov ering city water valves. This work was done in prepara tion for paving that will be done this summer. Road Grading: The graders have been con tinuing with spring road grading. The last couple of weeks the crew has worked on the following roads: Smith Road, Palm ateer Road, Kincaid Lane, Zinter Road, B renner Canyon R oad, B arlow C anyon Lane, Morter Lane, How- ton Lane, Tews Lane, Olden Lane, Halvorsen Lane, Ja son Lane, Gus Road, Mc Cabe Lane, Piper Canyon Road, Lovgren Road, Nich ols Road, Dee Cox Road, Freeze Out Ridge Road, Hanna Arbuckle Road and Porcupine Lane. Touch-up grader work was also done on Spur Loop, Blackhorse Canyon Lane and Kenny Road. Miscellaneous Ac tivities: Finished hauling gravel to the east end of Immigrant Lane and Wells Spring Road. Cattle guard wings on two cattle guards along Doherty Road were replaced. A cattle guard on Lindsey West Road was removed. Bridge decking on the Buttermilk Canyon Road was repaired. Some gravel was hauled to Black- horse Canyon road to repair some thin areas. Snow was plowed on the Sunflower Flat Road and Coal Mine Hill Road. The shop crew has been busy working on the dump trucks and other equipment in preparation for the paving season. Public Hearing A hearing regarding the appeal of the Planning Commission Decision was held. After the staff report by Carla McLane, planning director, testimony for the applicant (Love’s Travel Stops & Country Stores) by attorney Bill Kabeise- man and testimony by the complainant (Devin Oil Co. Inc.’s) attorney E. Michael Connors the Court decided to uphold the Planning Commission’s decision for the Conditional Use Permit CUP-N-274. Inc., (Opponent) E. Michael Connors, made a presentation as to why the court should not approve the zone change request. Local citizen also provide testimony in regards to the zone change. At the end of all testimony the court up held the Planning Commis sions decision to allow the requested zone change.
