Graduates of high schools w ithin M orrow, Wasco and Wheeler counties may also be considered for a scholarship aw ard if too few Grant County applications are received. Preference will be given to Grant County high school graduates who reside in Oregon and have com pleted one or more years o f an accredited college. Published: April 7 and 14, 2010 Sheriff's Report The Morrow County Sheriff’s Office reports han dling the following business: -Continued from Page SIX -BPD received re port of a building behind the coffee shop drive-through in Boardman with its door open. The building was secured. -BPD cited Kurt Robert Graham, 46, for Vi olation of the Speed Limit, 50 mph in a 30 mph zone. -BPD received re port of a vehicle blocking the entrance to 1-84 off Lau rel. An officer advised that the vehicle would not start and said he would stay there until a mechanic arrived. -Heppner Ambu lance received a request for a transport. November 9: Mor row County Sheriff’s Office made contact with a Hep pner subject concerning a 911 hang-up call. The female at the residence ad vised that they were having trouble with their phones. The phone company was aware of the situation and advised the residents did not even have phones plugged in at the time. -MCSO received report o f a driving com plaint in Heppner. The re porter directed a deputy to a vehicle and was given a courtesy ride to the motel. -MCSO received report of a possible DUI1 which was reported to Um atilla. -MCSO received a 911 hang-up call. Upon recall the reporter advised someone attempted to break into his truck in Boardman. Nothing was missing nor disturbed in the vehicle. -MCSO cited Da vid Antonio Zamudio, 18, for No Operator’s License and DUII with a BAC of .09. MCSO also cited Ray- mundo Sanchez Elgado, 18, for MIP-alcohol consump tion with a BAC of .143. • -MCSO received two reports of a motor ve hicle accident in Patterson, WA, with possible injuries. The callers were connected directly with Washington State Patrol. -MCSO received report of a trap sprung in Irrigon and some kind of animal in the trap. A deputy disposed of the animal. -MCSO received another 911 hang-up call from a Heppner residence that previously had phone problems. No one was at the residence. -MCSO received report of a disabled vehicle on Hwy. 74, Heppner. -MCSO received report of a shotgun discov ered in a field in front of the reporter’s home. A deputy responded and took pos session of the gun to enter it into evidence. -MCSO received report o f a burglar alarm in the Heppner Elementary School cafeteria. It was a balloon in the lunch room. -M CSO advised that two hunters came to the sheriff’s office with game questions. Dispatch called OSP and the hunters got the answers they need. -MCSO received report of a semi driving too close to the caller’s vehicle and almost ran them off the road on Hwy. 730, Irrigon. MCSO deputy, an officer and OSP responded, but were unable to locate the vehicle. A deputy made contact with the reporter to advise him w hat his options were. -MCSO deputy ad vised he made a courtesy stop to advise a driver that his door was open. -MCSO advised he was out with two females on Hwy. 730, Irrigon. They did not want to talk to a deputy and refused a ride. -M CSO, Irrigon Fire Department received report from Umatilla that there was a vehicle on fire headed westbound on Hwy. 730. OSP, MCSO, Irrigon Fire and Irrigon Ambulance responded, but were unable to locate the vehicle. -M CSO, Irrigon Ambulance received a re quest for assistance from OSP regarding a possible assault on a female in Ir rigon. A deputy responded to assist. -MCSO received report that Umatilla County Sheriff’s Office arrested Kimberly Ann Hixon, 43, on a warrant for Failure to Pay Fine/Theft III. She was lodged at Umatilla County Jail with $499 bail. -Boardman Police Department received report of a male with a shotgun in a vehicle parked on the north end o f Paul Smith Rd. It was a hunter who was advised where he could hunt. -BPD received re port from a subject who said she had seen two people go behind her car. An officer and a deputy made contact and advised everything was okay. The subjects wanted an extra patrol set up. -BPD officer re ported he was flagged down near the Boardman Library by a subject who wanted directions to a residence. The officer was unable to help. -BPD officer made contact with a male subject who was arrested the previ ous week on a warrant and wanted to get his property back. November 9: Mor row County Sheriff’s Of fice cited Carl Scott Git- tings, 44, for Driving While Suspended/misdemeanor revoked. MCSO also ar rested Lisa Williams 43, on a Umatilla County Sher if f ’s Office w arrant for Parole Violation/Dangerous Drugs, Failure to Appear/ Endangering the Welfare of a Minor. She was trans ported to the Hermiston Police Department for pos sible local charges pending. She was lodged at Umatilla County Jail with $100,000 bail for the parole violation and $250,000 for endanger ing the welfare of a minor. -MCSO canine as sisted on a traffic stop for a female wanted on a warrant for Dangerous Drugs. -MCSO provided a funeral escort from Hep pner to Lexington. -MCSO received report of a storage shed at the port that looked like it was on fire. It was not on fire, but rather an industrial vent. -MCSO made con tact with a phone company I -MCSO received report that a white Ford had passed a school bus on Columbia in Irrigon while it had its red lights on. -MCSO received report of someone trying to break into the gazebo where the Little League stores its equipment in Irrigon. -MCSO received report of a trailer parked on 1-84. It belonged to a Boardman subject who was awaiting a tire. -MCSO cited Car los Leon Torres, 34, for Violation of the Basic Rule, 72 mph in a 55 mph zone. -MCSO received report from Hermiston Po lice Department that a male believed to be out of Lex ington had been staying at the Comfort Suites motel for a couple of weeks. When he extended his stay, the staff at the motel advised HPD that he seemed disoriented and told them he was trying to find his way home. -MCSO received request to respond from a Lexington subject who said that his neighbor threatened to slit his throat. . -MCSO received request for contact from an Irrigon subject concerning odd test messages that he had been receiving. -MCSO arrested Steven Keith Ball, 52, for DUII. He was lodged at Umatilla County Jail with $6,000 bail. He was also cited for Possession of a Controlled Substance/less than an ounce of marijuana and BAC refusal. He was lodged at Umatilla County Jail with $6,000 bail. -Boardman Police Department received report o f a suspicious male and juvenile at a Boardman restaurant. An officer spoke to the juvenile. -BPD received re quest for contact from a subject at the Boardman repairman who was at a Heppner residence trying to fix the problem o f 911 calls being made from a residence where the people have not dialed 911. -MCSO received a request for information as to why “MCSO and BPD cover up things and destroy people’s lives.” -MCSO received report of a non-injury mo tor vehicle accident at the melon stand between Uma tilla and Irrigon. A pickup backed into a parked car. -MCSO received report of a bike found in Hellbergs’ gravel pit in Ir rigon. -MCSO deputy re sponded to assist a subject w ho had broken down in the middle of the road on Hwy. 207-Heppner. A semi with a lowboy trailer was partially blocking the road. Help was en route. -MCSO deputy re ported he was at a Heppner location handling a dog complaint. -MCSO received report from Irrigon Justice Court that they had recalled a warrant on Brandie Guer- ricagothica for Failure to Pay Fine/Driving While Suspended with $591 bail. -M CSO , B oard- man Police Department re ceived report of a mentally disabled subject becoming violent with the family in Boardman. BPD arrested Padam Bahadur Subba, 21, on probable cause charges o f Assault IV-felony. He was lodged at Um atilla County Jail with $7,500 bail. -MCSO received report of an Irish setter and another dog at large in Ir rigon. -MCSO received report o f snags on fire southwest of Bone Point lookout. The Forest Service was advised. Post Office. A subject said that a 10-year-old was try ing to sell him a knife. Officers made contact and confirmed that the child was trying to sell the knife to buy a light bulb for his turtle. -BPD reported a fe male walk-in who advised of domestic assault. BPD arrested Hector M. Magal lanes, 27, for Assault IV- felony and Interfering with a Report. He was lodged at Umatilla County Jail with $13,500 bail. -BPD received re port from a subject who said that his 10-year-old daughter had not come home from school by 6 p.m. While he was on the phone with dispatch the girl came home. -BPD received re port from a woman who said that her son was out of control, yelling, cussing and threatening her. The son was trespassed from the residence. -B P D re c e iv e d report of a non-physical confrontation between two truck drivers on Columbia Ave. The parties were sepa rated, but one of them had damage to the driver’s side door of his truck. -Irrigon Ambulance received report of a smoke alarm that went off. There was no smoke or flames, but there was an electrical problem in a heater. N o v e m b e r 10: Morrow County Sheriff’s Office received report of a burglar alarm in Lexington. It was a false alarm. -MCSO received report of an animal in a trap in Irrigon. -MCSO received report from a Heppner sub ject that she received a suspicious phone call from Canada advising that a rela tive was hurt and asking for her to send money. -MCSO received report of a code violation for weeds, yard debris and vehicles at a Heppner resi dence. -MCSO reports a black lab found in Board- man. -MCSO received report of a vehicle parked on the side of the road on Hwy. 730, Irrigon, with its flashers on. -MCSO received report from a truck driver on 1-84, Boardman, that another semi-truck driver had been tailgating him since the gorge. He was connected directly with Oregon State Police. -MCSO received report that a male subject just broke into their resi dence in Irrigon and tried to steal a laptop. When the homeowners confronted him, he dropped the laptop and fled the scene. -MCSO arrested Gustavo Franco- Berrera, 18, for Criminal Trespass I, Burglary II and Theft II. He was lodged at Umatilla County Jail with $29,500 bail. -MC Sheriff report ed that while he was talking to a subject, he observed a female attempting to hide. She then got into a vehicle and went w et-bound on Hwy. 730 in a small silver vehicle, possibly a Toyota, with a two-year-old child in the vehicle. MCSO was unable to locate her. -MCSO received request from a subject with the Department of Justice for information on a crime that occurred in Morrow County in 2004, but was not reported until 2009. -MCSO received report that Umatilla Po lice Department arrested Keri Anne Martin, 31, on a Heppner Justice Court warrant for Failure to Pay Fine/DUII.
