The meeting w ill take place on the 21st-23rd day o f April, 2010 at 9:00 a.m. The purpose of the meeting is to receive the budget m essage and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after April 21 st, 2010 at the M orrow County C ourthouse, 100 C ourt Street, Heppner, Oregon, between the hours of 8:00 a.m. and 5:00 p.m. This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs w ith the Budget Committee. Published: March 31 and April 14,2010 Affidavit Sheriff's Report The Morrow County Sheriffs Office reports han dling the following business: Nov. 3. C o n t.: -MCSO received report that she found a deceased deer in her yard. The reporter said she was not sure how long it had been there, but she had left on the previous Friday and had not seen in until she returned. An OSP Game Trooper called the reporter to advise he would stop at the residence. -MCSO served a restraining order at an Ir- rigon residence. -M C SO d ep u ty advised he was out with a disabled vehicle. The sub ject advised he had help en route. -MCSO arrested Joel Ernesto Rodriguez, 23, on an Oregon State Parole felony warrant for Parole Violation. He was lodged at Umatilla County Jail await ing extradition with no bail. He was also cited for Possession of a Controlled Substance/Less Than One Ounce of Marijuana. Ma rio Ramirez Calvillo, 25, on an Irrigon Justice Court Warrant for Failure to Ap- pear/DUII. He was lodged at Umatilla County Jail with $1,603 bail. He was also cited for Possession of a Controlled Substance/ Less Than One Ounce of Marijuana. -Boardman Police Department cited Andrew Judd Duke, 45, for Failure to Stop/emerging from a parking lot. -BPD cited Guada lupe Castillo Gonzales, 56, for Open Container, Failure to Display Plates and Fail ure to Yield. -BPD cited Sean Elliott Ferguson, 36, for Parking in a Space Re served for the Disabled. -BPD officer ad vised he was transporting two cats to the Hermiston Veterinary Clinic. -B P D re c e iv e d report o f a part pit bull that was nice and play ful, but cold and hungry. BPD transported the dog to the Hermiston Veterinary Clinic. -Heppner Ambu lance received report of a Heppner subject, currently on a nebulizer, who was struggling to breathe. She was transported. -Irrig o n A m b u lance received report of a field and bam fire. -B oardm an Fire Department received re quest for mutual aid from Irrigon Fire Department for a field and bam fire. -BFD received re port of a general fire water alarm at Pacific Ethanol. The alarm was canceled. November 4: Mor row County Sheriff’s Office received report of a horse at Sand Hollow/Highway 74, Heppner. -MCSO received report of an offensive mes sage spray-painted on the back window of a truck in Lexington. -M C SO d ep u ty advised he was on foot in downtown Heppner. -MCSO received re p o rt o f tw o k itte n s dropped off at a shop in Boardman. -MCSO received report of a semi that ran off the freeway on 1-84 and tipped on its side. The reporter said he had already passed the semi when it tipped over, but another vehicle stopped. -MCSO received report of a vehicle at Upper Sand Hollow Rd./Baseline, Heppner. -MCSO received report of a problem with subjects in Irrigon regard ing medical marijuana. -MCSO received a panic alarm for the circuit court office. It was a false alarm. -MCSO received report of a horse trailer on the side of the road with a horse inside on 1-84, Board- man, with no tow vehicle or people alarm. No MCSO deputies were in position; OSP was advised. -M C SO d e p u ty transported a subject from Umatilla County Jail to a Morrow County Circuit Court hearing held at the Um atilla County Court, Hermiston. -MCSO received report o f a small brown mutt that keeps getting into her yard in Irrigon. A deputy set a trap. -MCSO received report of an Irrigon subject that they had found a dog three days previous and they did not want to pay to take it to Pet Rescue. They wanted the sheriff’s office to pick it up and take it to Pet Rescue. -MCSO received a 91 hang-up from the main courthouse phone number. On call back, the reception ist didn't answer. Every thing was okay. -MCSO received report of a panic alarm in the child support division at the annex in Heppner. They were moving furniture and dropped the panic alarm. -MCSO received report from an Irrigon sub ject that her neighbor’s dog bit her do. The reporter said she took her dog to the vet who told her she should re port it to law enforcement. -MCSO cited Ana Paulina Estrada Solano, 26, for Violation of the Basic Rule, 79 mph in a 55 mph zone and No O perator’s License. -MCSO cited.Torri Raye Lovgren, 18, for Fail ure to Register Vehicle. She was also warned for No Seatbelt. -MCSO received report of a suspicious trailer with four-wheeler ramps parked at the county shop with no one around. The trailer belonged to the county. -MCSO cited Jon Michael Wagner, 31, for Violation of the Basic Rule, 75 mph in a 55 mph zone. -MCSO received report of a Toyota swerving all over the road driving at erratic speeds on 1-84, Boardman. -Boardman Police Department reported assist ing MCSO with a high-risk traffic stop, arresting two subjects with warrants and Possession of a Controlled Substance-marijuana. -BPD received a report from a subject that her caretaker committed theft and she wanted to file a complaint. -BPD cited a 17- year-old for Driving Un insured. -BPD issued a ver bal warning to a driver for illegal tinting. The tint was measured at 16 percent. He was advised he had two weeks to get it taken care of. -BPD cited Even- cia Salas Birrueta, 20, for Unreasonable Sound Am plification. -BPD issued an other warning for illegal tinting with the window tint measured at six percent. The subject was given two weeks to get it fixed. -BPD received re port from a subject that her 10-year-old son was missing at 5:06 p.m. She reported he was home when she came home from work. She said she did not know if he had gone to school. She later reported that he had come home. -BPD received re port of a family at their resi dence with a U-Haul, but the caller said none of them had a driver’s license. November 5: Mor row County Sheriff’s Office received report from an lone subject that his grand son took the keys to his gun safe and carved ivory and requested a deputy to assist him in getting him back. A deputy made contact with both parties and determined that the grandson did have the keys but did not mean to take them and would return them. -MCSO received report of a four-wheeler or dune buggy off Bombing Range. It was a mainte nance trailer. -MCSO received report that between 5:30 and 6:30 a.m. and 5:30 and 6 p.m. there is a lot of traffic on Tower Rd. with speeding, slam m ing on the brakes, passing in the no-passing zone on the hill where two men were killed last year. The reporter said he believed someone else was going to get killed and requested extra patrol in the morning and afternoon for a presence so that the driv ers see law enforcement in the area. -MCSO received report from a subject who said he was out with a deer on Hwy. 74, Heppner, with the deer possibly injured, standing on the side of the road with its head hanging down and not moving. -MCSO received report from an Irrigon sub ject that his daughter had been assaulted at school. -MCSO received request to relay an emer gency message to a subject hunting in the Heppner area. The m essage was delivered. -MCSO received report o f a drive-off for $86.29 from the Heppner station involving a red king- cab Ford traveling south on Hwy. 74. -MCSO received report that Wasco Coun ty arrested John Anthony Caverly, 40, on an Irrigon Justice Court warrant for Failure to Pay Fine/DUII (failure to complete alcohol education program). He was lodged at NORCOR with $6,000 bail. -MCSO, Heppner Ambulance, Heppner Fire Department received two reports from a Heppner subject that a man was hav ing difficulty breathing. The subject was transported. -MCSO received report of a cow out on Idaho Lane in Irrigon. -MCSO received report o f people hunting extremely close to the road who shot at a bird over the highway tow ard the reporter’s car. -MCSO received report of an animal problem in Irrigon. -MCSO received report o f a motor home broken down in the middle of the road and blocking at Willow Creek and Hwy. 74, Heppner. -MCSO received report from a Heppner sub ject who said their kitty was missing and they wanted to be notified if anyone located it. -MCSO received an inquiry from an Irrigon subject who said he wanted to repossess a vehicle from his ex-friend and wanted to know his options. -MCSO received report o f a black truck parked on the white line on 1-84 Boardman causing a traffic hazard. A deputy made contact and advised that the vehicle was off the roadway and he left them a flare. -MCSO received report from an Irrigon man that he was supposed to have his kids that night, but his ex-wife failed to bring them over in violation of a court order. The sheriff made contact with both par ties and determined there was a misunderstanding concerning the pick up and drop off times. The subjects said they would deliver the kids in the morning. -MCSO received report of a 50-60-year old man who was highly intoxi cated in lone. The subject was reported to have picked up the caller’s fiancé by the neck and thrown him down. MCSO responded and arrested Lloyd Eugene Belinger, 55, for Harass ment. He was lodged at the Umatilla County Jail. -Boardman Police D epartm ent, Boardm an Ambulance received report of a suicide attempt by pills. The 17-year-old subject had advised of his actions on MySpace. BPD responded and advised EMS to cancel as the subject was con scious. -B oardm an Fire Department received a fire call. It was a false alarm. November 6: Mor row County Sheriff’s Office received report of someone in an empty trailer on Lo cust St. in Irrigon. A deputy checked two trailers and found no one inside. -MCSO received report of a vehicle parked alongside the road on Co lumbia in Irrigon which could be a hazard if it be came foggy. The vehicle was tagged for tow. -MCSO cited Denis Garcia Velasco, 29, for Truck Speeding, 65 mph in a 55 mph zone. He was also warned for having an out-of-state license while residing in Oregon. -MCSO received report of meter tampering by a renter in Irrigon. -MCSO received report of tire debris on 1-84, Boardman. ODOT had no one available. A deputy responded and removed the debris. -MCSO received report of a stop sign down in Boardman. A small piece of the post was still in the ground, but the sign was in a ditch. -MCSO received report of a subject walking westbound on the railroad tracks in Boardman carry ing black trash bags. The reporter called back and advised to disregard. -MCSO deputy at tempted several civil ser vice calls. -MCSO received report o f a cat in a trap in Irrigon that had been injured. -MCSO received report of a motor vehicle accident with an injury on Hwy. 730, Boardman. The accident was between a small car and a semi truck. Four were transported to Good Shepherd Hospital. MCSO, Boardman, Irrigon and Hermiston ambulances, Boardman and Irrigon fire departments and OSP all responded. Life Flight was utilized at Good Shepherd. -MCSO received report of a dog at a Hep pner residence. The caller knew the owner. A deputy responded and transported the animal. -MCSO deputy was out with an overheated ve hicle in Irrigon. The owners were trying to get it towed back to the residence. -MCSO received report of a dog that was get ting on the Heppner football field. When the owner was asked to get the dog off the field, he appeared to be up set. A deputy made contact and advised that the owner was going to keep his dog in the parking lot. -M C SO deput y advised three juveniles to leave the W.C. Dam park at 10:45 p.m. as the location was closed. -MCSO deputy ad vised he was moving a dead deer from the road in front of the public works office in Heppner. -Boardman Police D epartm ent, Boardm an Ambulance received report from a subject that her niece had been coughing, had a fever and was starting to have trouble breathing. The patient refused transport. -BPD received re port of a white vehicle stuck sideways with someone lying in the vehicle. The subject was w arned for parking. -BPD office re ported he was attempting to locate a subject to serve a warrant. The officer could not locate the subject. November 7: Mor row County Sheriff’s Of fice received report from a subject in Heppner that his wife was coming over from Oregon City to join him for elk hunting, but did not arrive by 7:45 a.m. He advised his last contact with her was between 7-7:30 p.m. the previous night in Biggs. -MCSO received report from an Irrigon sub ject that his neighbors have a lot of dogs that are al lowed to run at large and bark all the time. The re porter advised he had con tacted city hall. A deputy made contact and advised that the subject needed to keep his dogs at home and make them stop barking or he would be cited. -MCSO received a 911 call from an lone sub ject requesting that MCSO call Tri-County Propane to have them go to his resi dence and turn on the heat. A deputy made contact and advised the subject about misuse of 911. -MCSO advised of a possible cow (cat?) at an Irrigon location. A deputy responded and was unable to locate the cats. -MCSO received report of a road sign on Kunze Lane, Boardman, that had been pulled from the ground with no damage to the pole. It was believed that the road department was working on the roads and the road signs. -MCSO received report of a possible disabled vehicle at a Heppner loca tion. -MCSO received report of a possible DUII in a grey four-door sedan in Boardman. OSP advised they would not be respond ing to the call and a MCSO deputy as out on another traffic stop. -MCSO deputy ad vised he was dropping off a motor vehicle accident report at a Heppner resi dence. -MCSO received report of a subject walk ing on 1-84 to Boardman after his vehicle had broken down. A deputy gave a cour tesy ride to the subject.
