To the editor and Lexington residents: Freedom of speech is guaranteed by the U.S. C onstitution, but not in Lexington, OR. The M ayor (appointed, not elected by the people, and herself not a registered voter) recently read a protocol which she wants the city council to adopt. The protocol is as follows: Town Council Meeting and Public Comment Protocol Policy Visiting or talking, in the gallery' during the meet ings will not be tolerated from anyone. The Town government will not tolerate disrespect, profanity, racial slurs, or harassment at any time. No comments regarding personnel or jo b performance will be allowed. Any complaints regarding personnel, or Town employee s jo b performance, must be submitted in writ ing. These complaints will be taken under advisement by the Mayor and Council Members and dealt with accord ingly, at a future time. Also, personal comments regarding Town employees or Town Government members will not be allowed. Those people that do not respect, and do not fo l low the above mentioned protocol will be considered out o f order. They will receive one warning. A second time out o f order and they will be asked to leave the meeting. I f they do not leave voluntarily the meeting will put into recess and the County Sheriff's Office will be called to have the person removed. Public Comment: This is an opportunity fo r mem bers o f the public to address the council on items which are o f concern to the community. This will be done in one o f the following ways: If you wish fo r your comment to be given con sideration o f the Council on the night o f the meeting the comment must be submitted in writing on a public com ment form which is available free o f charge at Town Hall at least 48 hours prior to Town Council Meeting to allow fo r distribution The Public Comment form contains the policy fo r public comment (see attached). At this time the comment may be placed on the agenda. I f on the agenda the comment may be acknowledged, or answered. It may also be referred to appropriate staff members or set over to a future meeting. You will be allowed three minutes to make your presentation unless extended by the Mayor. There will also be a place set on the agenda fo r Other Public Comment. This time is set aside for persons wishing to address the Council on matters not on the agenda Speakers will be limited to three minutes, unless extended by the Mayor. Action will NOT be taken at the current meeting on these comments. These comments will pertain to relevant Town concerns only. No personal comments will be tolerated The Council, however, after hearing from interested citizens, may place items under new business on a future agenda so proper notice may be given to all interested parties. Those people that do not respect, and do not follow the above mentioned protocol concerning public comment will be considered out o f order. The way she has it set up, is that no community members will be allowed to speak or contest any phone, credit card or any other bills or voice their concerns about city matters. If they do, the will be declared out of order. Per the current financial statements, they are spending approximately twice as much as they are taking in each month. The primary source o f income for the city is the water receipts, with a few small incidental items. Some of the residents are not paying their water bills on time and the recorder is making other arrangements with them. Anytime any community member asks why or when the city manager is going to do something in the town, they are told that he will “when he gets time.” Cur rently and for a long time he has spent a lot of time at city hall, doing nothing. The town is a mess and a disgrace, to the residents who do try to keep up their property. There are pot holes in all o f the streets (some as old as two years), while at the same time there is over $2,000 worth o f patching material “purchased two years ago” now deteriorating in the storage shed. The streets and right-of-ways are almost overcome with puncture vine. The council spent a wasted $900 for a bunch o f weevils to get rid o f them, with no results. Some residents have taken it upon themselves to spray around their property. These are just two o f the things, among others that he “does not have time for.” Many people passing through town have commented on the bad condition of the town and even indicated that they would not even considered moving here. Evidently, the council is not interested in what happens to the town, but only their personal agenda. There have been two meetings in the past year, set up by ECODC. Both time, not even one o f the council members felt they were important to attend. Recently the council sent out a survey to residents, asking them why they did not attend council meetings. They will probably not even reveal the results o f the survey, if it makes them bad or is something they disagree with. Why would any one want to go to a meeting where they are ignored, ridiculed, or not allowed to voice their concerns, and where their rights as an American citizen are taken away? At the current rate, how long will it be before Lexington becomes another Rajahneespurin or taken over by the communists?
