The project will be to con struct two (2) restroom/ shower facilities. Morrow County will aid in struc ture preparation/excava- tion. The contractor will be expected to furnish all applicable blue prints which must be approved by Morrow County prior to construction. Contractor will be responsible for all building permits and fol low all building codes to complete the construction of project. The contractor must have a current and valid contractor’s license and be able to follow all County, State, and Federal construction, building, and employment laws. The project is to construct two (2) restroom/shower buildings. The buildings will be constructed at sites in the Morrow County Campground within the Morrow/Grant County OHV Park. The building will be of stick built type construc tion. It will be 24’ in length and 21’ in width with 4’ eaves. It will have seven (7) individual rooms with exterior doors in each. Five (5) rooms will house standard restroom/show er, one (1) room will be ADA accessible restroom/ shower, one (1) shall be restroom only, and one (1) shall be for the mechanical room. There will be a 6” smooth texture concrete sealed floor. The siding and roofing must match the existing siding and roofing on the Welcome/ Support building located at the park. An ADA ac cessible sealed concrete side walk shall be placed around the perimeter of the building connecting to an ADA parking area near restrooms. Ac cording to the reporter, the subject has also raised a rock like she was going to throw it at the reporter. A deputy spoke to both parties. -MCSO received report from a caretaker of a woman who said her father was in town and there is a restraining order in place and she is afraid to go home. The call was unfounded. It was not her father and there was no re straining order in place. -MCSO received report that a male high school student was speed ing down California St. after school in lrrigon. Deputy reported he had received numerous com plaints about the students driving too fast and will give extra patrol before and after school. -MCSO received request for contact with the A.C. June 4: Morrow County Sheriff's Office received report from Sa lem Police Department that they arrested Steve D. Finger, 31, on an lrrigon Justice Court warrant and lodged at Polk County Jail with $824 in bail. -MCSO received report of vandalism at the lrrigon Marina women’s restroom. The door was knocked off the hinges and the frame was out of the bricks. -MCSO received report of three suspicious travel trailers under the railroad bridge at Three- Mile Canyon, Boardman. -MCSO, lrrigon Ambulance received re port of a subject with hot flashes and a history of mental problems. lrrigon Ambulance and MCSO responded. She was trans ported to Good Shepherd Hospital. -MCSO received I report of a van broken down at Three-Mile Can yon, Boardman, with a large family with an infant and children. -MCSO received report of a horseback rider trespassing on property and he trespasses and litters. Depu ties checked the area and were unable to locate the subject. -MCSO received report of a subject driv ing around Heppner and squealing his tires. -MCSO deputy reported he was with a female in Heppner who seemed upset. The female didn’t want to talk, so the deputy broke off contact. -MCSO deputy made contact with a male in lrrigon who was upset. He advised everything was okay; they were just having a discussion. -MCSO received report from a Boardman woman that he had heard a crash and found a stop sign and a buried cable sign knocked down and the sing pulled out of the ground. A deputy propped it up and the road department was called. -Boardman Police Department arrested Chris topher R. Christiansen, 19, on a Umatilla County Sheriff’s Office warrant. He was lodged at Umatilla County Jail with $5,000 bail. -BPD cited Kip Raymond Osborn, 50, for Illegal Parking. -BPD received report from a Boardman subject who said he was mowing his lawn when a subject threw a pop bottle at him. -Boardman Fire Department received re port of a pretty big fire. -Heppner Ambu lance received request for an air transfer. The am bulance responded and transported the patient to the Lexington Airport. -Heppner Ambu lance received report of a subject with many health issues not feeling well. The subject was transported. June 5: Morrow County Sheriff’s Office received a request for a welfare check from a Hep pner subject whose son and daughter were overdue at Ruggs Ranch. The kids ar rived safely. -MCSO received report from an lrrigon woman that she saw a bird on the north side of the road and wanted it to be tested for West Nile Virus. -MCSO received request from a Heppner subject who wanted to speak to a deputy concern ing small children with no supervision. -MCSO received report of a driver lying down in his car with the door open in Boardman. It turned out he was driving to Klamath Falls and was taking a break. -MCSO received report that a subject walked into lrrigon Justice Court to turn himself in for a Umatilla County Warrant. Cesar Guiterrez-Ochoa, 33, was arrested on a Uma tilla County Circuit Court warrant for Failure to Ap- pear/arraignment. He was lodged at Umatilla County Jail with $5,000 bail. -MCSO, Board- man Ambulance received report of a possible dia betic reaction in a 30-year- old woman. The patient refused transport. Elvia Sanchez Enriquez, 31, was cited for No Operator's License. The vehicle was impounded. -MCSO received report from a resident on Sand Hollow that a woman stopped to tell her that she had hit a deer. A deputy responded, but was unable to locate anything. -MCSO arrested Osbaldo Lopez Martinez, 31, for Failure to Carry and Present Driver’s License. He was lodged at Umatilla County Jail. He was also cited for Failure to Obey Traffic Control Device. -MCSO received report from an lrrigon sub ject that she got into an argument with her mother who threw the phone at her. The caller left the residence to stay with a friend. A deputy talked to both parties and the female juvenile was returned to the residence. -MCSO received report from an lrrigon man that the back window of his pickup was broken out and the vehicle next to it had a flat tire and the mirror broken off. -MCSO received report from an lrrigon sub ject that a woman had left the previous day to go shopping with a friend and had not been seen or heard from since. It was reported to be unusual for her not to answer her phone or have contact, however it was not unusual for her to go off for a couple days. A male subject was at home with the couple’s one-year- old daughter. The caller later made contact with her daughter. -MCSO received report that Milton-Free- water Police Department arrested Jason Edward Kinzer, 26, on two Mor row County warrants, for Unlawful Possession of M ethamphetamine and Unlawful Possession of a Controlled Substance and a warrant for Failure to Pay Fine/Driving While Sus pended. He was lodged at Umatilla County Jail with $743 bail. -Boardman Police Department office made contact with an individual in the trunk of the car. Of ficer advised he was smok ing a cigarette. -BPD, Boardman Fire Department, Board- man Ambulance received report of a three-vehicle motor vehicle accident seven miles off 1-84 on Tower Road with multiple injuries. -BPD received re port from a subject that she had a vehicle regis tered in her name with her ex-girlfriend and the ex has almost gotten the car repossessed. The reporter wanted options on how to get the car back. BPD advised her it was a civil matter. -BPD receiv ed report from a Boardman woman that her ex-husband was at the house and there are juveniles there who are scared and a female there is violent.
