Columbia Basin Electric announces billing credit Lori Anderson, Pres ident of the Board of Direc tors of CBEC, announced at the Co-Op’s annual meeting held in lone on November 6 that the Cooperative would be crediting the January power bills in the amount of $376,000. The Co-Op received a billing credit from the Bonneville Power Admin istration in this amount for prior-year’s invoice adjust ments. The Co-Op Board of Directors felt that in these difficult financial times, the best use of this credit was to return it to our members. “It is in the cooperative sprit to refund this unexpected credit to the member/owners of Columbia Basin Electric Cooperative, Inc,” Anderson said. The credit will ap pear on consumer’s January bills, and will equal about 7% of their actual billings for the first ten months of 2008. This $376,000 credit is in addition to the Capital Credit refund checks con sumer’s received in May of this year, bringing the total dollars returned to the members of Columbia Basin Electric Coopera tive for 2008 to more than $725,000. He Steagall was born February 5, 1918 in Spray, the son of Thomas D. and Cora Shoun Steagall. He was raised and attended school in Spray where he graduated from high school. He served in the United States Army during World War II and was honorably discharged in 1945. On April 17,1946 he married Anna Mae Parson in Harlan, KY. The couple lived in South Morrow County all of their married lives. Mr. Steagall worked for several area farmers before starting employment at Kinzua Pine Mills in Heppner. He retired from Kinzua in 1980 after nearly forty years with the company. Mr. Steagall enjoyed rodeos and racing horses, which were his favorite animals, he also enjoyed hunting with his brothers and raising domestic cats. Survivors include: his wife, Anna Mae Steagall of Heppner; son, George Steagall II of Salem; daugh ters, Brenda Ratcliff and her husband John of Vale, and Vicki Duvall and her hus band Rick of Rowlett, TX; brother, Robert Steagall of Lebanon; sisters, Virginia Sitton of Fossil, Eunice Strudgron of Erie, PA, and Community Bank: Bailout-Free Since 1955 Irene Clark of Sacramento, CA; three granddaughters; four great-grandchildren; and numerous nieces and nephews. He was preceded in death by: a son Thomas “Tommy” Steagall; broth ers, David Steagall, Earl Steagall, Willie Steagall, and Wilbur Steagall; and sisters, Mary Kauts, Vera Steagall, and Lola Belle Breeding. Funeral serv ice with m ilitary honors for Mr. Steagall will be held at 11 a.m. on Friday, January 23, at the Heppner Elks Lodge. A private burial will follow at the Heppner Masonic Cemetery. Memorial contribu tions may be made to the charity of your choice. Sweeney Mortuary of Heppner is in charge of arrangements. Sophie Nicole DeChand Sophie Nicole DeChand, infant daugh ter of Stephanie N. Smith and Bryan Edward Alan DeChand died Wednesday, January 7, at Good Shepherd Hospital in Hermiston. Besides her parents, she is survived by: her grand parents, Melanie Smith of Heppner, Rick Smith of Lexington, and Mary and Bryan DeChand of Echo; great-grandparents, Larry and Joy Laird of Arizona, Rosa DeChand of Echo, and Ken Smith of Texas; great- great-grandmother, Nina Tucker Gibbons of Puyal lup, WA; seven aunts and uncles; and six cousins. A graveside service will be held at 11 a.m. Fri day, January 30, at the Hep pner Masonic Cemetery. After the service a potluck luncheon will be held at the LDS Chapel in Lexington. A funeral Mass will be held at 10 a.m. Saturday, January 31,2009 at St. Pat rick’s Catholic Church in Heppner. Beth Bryant A memorial service for Beth V. Bryant will be held 2 p.m. Saturday, January 31, 2009 at the United Methodist Church in Heppner. A private graveside w i l l be held at the Heppner Masonic C e m e - Beth Bryant tery. Mrs. Bryant, 90, of Heppner died Monday, January 26, 2009 at Pioneer Memorial Hos pital. She was bom January 7, 1919 at Lexington, Oregon to Arthur and Izora Wilker- son Vance. She spent her childhood in the Heppner area, graduating from Hep pner High School in 1937. She married Howard Bryant on September 25, 1940 at City of Heppner announces the availability of housing rehabilitation funds for qualified homeowners The City o f Hep pner, with the assistance of Greater Eastern Oregon Development Corporation (GEODC) is announcing the availability of housing reha bilitation funds for qualified homeowners in Heppner. These funds are available to qualified low-income hom eowners, at zero interest, for a deferred payment loan up to a maximum of $25,000, to correct health, safety and structural deficiencies. These funds are made available through a housing rehabilitation loan program Following the Smart Hearts Health Fair being held on Thursday, February 5, from 5:30-7:30, Parents for Parents will be hosting a Health Career Fair for high school students and their parents in the Heppner Elementary cafeteria. This fair will begin at 7:30 and last about one hour. Mrs. Bryant was a secretary for Caterpillar Tractor Company for many years and was also a home maker. She was a member of the Eastern Star and all a pendent bodies of that organization, she was also a member of the Heppner United Methodist Church serving on many boards and helping with the organiza tion of many church activi ties. Mrs. Bryant was very involved in the community of Heppner, showing her support for Heppner Day care, the Neighborhood Center and many other wor thy causes. She enjoyed her neigh bors, friends and the birds and deer that visited her back yard. She cared deep ly for her family and was proud of her many nieces and nephews, great and great-great. She is survived by her hus band of 68 years, Howard Bryant of Heppner, sister: Berdine Tullis of Hermiston and her nieces and nephews. She was preceded in death by her parents, a sister Lois Johnston and her brother Arthur Vance. There will be representatives from many different medical areas, including dental, vi sion, radiology, pathology, chiropractors, medical doc tors, and E.M.Ts. Heppner Garden Club to meet The Heppner Gar den Club will meet at 7 p.m. at St. Patrick’s Senior Center on Monday, February 2. The program will be for everyone to share tips on their favorite flower. Chuck and Betty Bailey, Daisy Col lins and Eve Ironhawk will be the hosts. One of the Garden Club's recent projects was decorating for Town and Country.
