Heppner Gazette-1 imes, Heppner, Oregon Wednesday, July 30, 2008 - SEVEN PUBLIC NOTICE NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS July 1, 2008 Oregon Housing and Commu nity Services 725 Summer Street NE, Suite B Salem, Oregon 97301-1271 (503) 986-2000 On or about August 7,2008, Oregon Housing & Commu nity Services will submit a request to HUD for the release of HOME Investment Partner ships Program funds under Ti tle II of the Cranston-Gonzalez National Affordable Housing Act passed by Congress in Oc tober, 1990, and amended by the Housing and Community Development Act of 1992, to undertake a project known as St. Patrick’s Senior Housing, for the purpose of rehabilita tion of 19 units of affordable housing for senior citizens and disabled persons. The activities proposed are categorically excluded un der HUD regulations at 24 CFR Part 58 from National Environmental Policy act re quirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at Oregon Housing and Community Services, 725 Summer Street NE, Suite B, Salem, Oregon, and may be examined or copied weekdays from 8:00am to 5:00pm. There is never a charge for examin ing the ERR. Any copying requested may be subject to charges as specified in OHCS Public Records Request policy #70-010.01. PUBLIC COMMENTS Any individual, group or agency may submit written comments on the ERR to Oregon Housing & Commu nity Services. All comments received by August 7, 2008 will be considered by Oregon Housing and Community Ser vices prior to authorizing sub mission of a request for release of funds. RELEASE OF FUNDS Oregon Housing & Com munity Services certifies to HUD that Bob Gillespie in his capacity of Housing Division Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsi bilities in relation to the envi ronmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authori ties, and allows the City of Heppner Housing Authority to use program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fiands and Or egon Housing & Community Services’ certification for a period of fifteen days follow ing the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certi fication was not executed by the Certifying Officer of Or egon Housing & Community Services; (b) Oregon Housing & Community Services has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or in curred costs not authorized by 24 CFR Part 58 before ap proval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submit ted a written finding that the project is unsatisfactory from the standpoint of environmen tal quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be address to HUD Environmental Officer at 400 SW Sixth Avenue. Contact was m ade and the caller retrieved all o f her property from a suspect. M C S O r e c e iv e d a report from a caller in Boardman that he had a few people skip out on paying for boarding their animals. The caller still has the animals and has attempted to contact the owners. A deputy con tact was requested to know what the options are. MCSO deputy cited Jerry Robert Slavings, 29, for Failure to Wear Seat- belt. MCSO deputy cited John Ray Van Fossen, 34, for Failure to Wear Seat- belt. M CSO received a report from a caller in Hep pner that two named male subjects came and got gaso line at the Heppner Shell sta tion. Two attendants asked if they paid and they said yes to them both. However, they did not pay and are still driv ing around Heppner. Deputy contact was requested. M CSO received a report from the G resham Police Dept, that Steve J. Ephrem, 33, was arrested on a Morrow County Circuit Court w arrant for Failure to Appear/Fish and Game License-Tag Violation. He was lodged at the Multno mah County Jail. MCSO deputy ad vised he made contact with a male subject on the Bomb ing Range Road who said he was trying to get back to Idaho and then Russia. The deputy advised him not to go into the trees on the Bomb ing Range Road. M CSO received a report from the Hermiston Police Dept, that Bradley D. Profit, 39, was arrested on an lrrigon Justice Court warrant for Failure to Pay/ Less than one oz. Marijuana. He was cited and released to appear. MCSO sergeant re ceived a report that a man ager in lrrigon is running out into the road and blocking vehicles. It was determined to be a disagreement over the speed in the park. MCSO received a re port from a caller in Board- man that she has received a harassing phone call from a male; the subject left a message on her answering machine. M CSO received a report from a caller in Hep pner that water is dripping from the ceiling in the kitch en area. H eppner Public Works was advised. B oardm an P olice Dept, received a report from a caller in Boardman that the neighbors were playing music and being really loud. It was the second time it has happened and the caller wanted it taken care of. B oardm an P o lice Dept, officer cited Deena Sue Rupe, 38, for Failure to Carry Proof o f Insurance. B o ardm an P o lice Dept, officer cited Elijah Joel Acheson, 30, for Viola tion o f the Speed Limit, 53 mph in a 40 mph zone. B o a r d m a n F ir e Dept, received a report o f a fire at the firing range in Boardman. May 28: M CSO received a report from a caller on 1-84 eastbound o f a motorcycle going at speeds well over 100 mph. MCSO deputy located the motorcy cle on 1-84. The motorcycle traveled at over 140 mph during pursuit. The motor cycle left the freeway and traveled on several roads b efo re stopping. A male su b ject was arrested for Felony Elude by Vehicle and Reckless Driving, and cited for Expired Out o f State Plates. He was lodged at the Umatilla County Jail. The motorcycle was impounded. O regon State Police and Boardman Police Dept, as sisted at the stop. M CSO received a report from a caller in Hep pner that her daughter does not want to leave and go to school. It was a verbal dispute. M C S O r e c e iv e d a report from the lrrigon Justice Court that a male subject lost his ID at the lrrigon Shell. IJC advised him it was turned over to a deputy. M C S O r e c e iv e d a report from a caller in lone that a seventh grader was causing trouble at the school. A deputy contact was requested. M CSO received a report from a caller in Ir- rigon that a dog chased her back into her house. The caller was scared to go out side. The caller advised she has had trouble with this dog for a long time. A deputy responded. M CSO received a report from a caller in lone that he has had a theft taken place at his residence. A deputy contact was request ed. M CSO received a report from a caller o f a large am ount o f standing water on Highway 207 near Sandhollow Road; the road has possibly washed out. M CSO received a report from a caller that Alpine Road approximately 1.5 m iles from H ighw ay 207 had about six inches o f water running across it and it washed out. Another report was received that Doherty Road (near Alpine Road) has a debris field caused by the flooding and is blocking the road. The caller didn’t know what it was but requested som eone come and check it out. It was determined to be a can in a bum barrel. M CSO received a report from a caller in Irri- gon that a dog keeps cross ing the fence attempting to breed with her dog. Matilda Fay Williams, 31, was cited for Maintaining a Dog as a Public Nuisance. The caller called later in the day to report the neighbor’s dog in her yard again; she signed a citation this morning. M CSO received a report from a caller in Hep pner that two signs were broken off and left in his driveway. M CSO received a report from the Deschutes County Sheriff’s Office that Delbert Dungan, 52, was ar rested on a Heppner Justice Court w arrant for Failure to Pay Fine/DUII. He was lodged at the D eschutes County Jail. M CSO received a report from a caller in Hep pner that a burglary occurred and damaged was done to the caller’s property. MCSO deputy cited Warren N athan Ross, 79, for Violation o f the Speed Limit, 38 mph in a 20 mph School Zone.
