This is to give notice that Oregon Housing and Commu nity Services has conducted an evaluation as required by Ex e c u t e Order 11988 in accor dance \v ith HUD regulations at 24 CFR 55.20 to determine the potential effect that its activity in the floodplain will have on the environment. The proposed project known as St. Patrick's Senior Center Apartments, is located at 190 N. Main St., Heppner, Oregon, and consists o f rehabilitation o f 19 units of affordable housing for low and; or very low income families or persons, including repair and upgrading o f interior finishes, replacement of windows, exte rior painting, and other related work to maintain the integrity of the building. There w ill be no change to the building size or footprint. Oregon Housing and Com m unity S ervices has deter mined that it has NO PRAC TICA BLE ALTERNATIVE than to approve the proposed project. This activity will have no significant impact on the environment for the follow ing reason: the building is an historic structure in dow n town Heppner, built 1920-21, and provides quality housing opportunities for residents. He had been previously bitten by a snake. -MCSO received a report from a caller in Irrig- on who advised her husband was yelling at her and the children; the caller would like her husband removed from the house. -MCSO deputy ar rested Marvin Alex Pourier, 44, on a M orrow County C ircuit Court w arrant for Probation Violation/Posses- sion o f Methamphetamines. He was lodged at the Uma tilla County Jail. -MCSO, Boardman Police D ept., B oardm an Ambulance received a re port from a caller that she had just wrecked and was upside down in her vehicle. The vehicle was towed and transport was refused. MCSO received a request for an extra patrol in Irrigon regarding vehicles driving up and down a road Hashing gang colors and signs. -B oardm an Police Dept, received a report from a caller in Boardman that he repossessed a vehicle and now the registered owner is standing in the roadway and will not let the caller leave with the vehicle. -MCSO, Boardman P olice D ept., B oardm an Ambulance received a report from a caller in Boardman that a female subject’s legs and arms were cramping. The patient was transported to Good Shepherd Hospital in Hermiston. -B oardm an Police Dept, officer citied Obdulia Perez Guerrero, 46, for Fail ure to Stop for Pedestrian in a Crosswalk. -B oardm an Police Dept, officer contacted a subject in Boardman who w as w o rrie d a b o u t h er grandmother. They didn't know where she was. April 29: -MCSO, Irrigon Ambulance received a report o f a male subject having a severe anxiety at tack. -MCSO received a request for a deputy contact from a caller in Irrigon re garding getting a bad check from a customer. -MCSO received a report from a caller in Ir rigon that he had seen a man in Irrigon that was not supposed to be in Umatilla or Morrow counties. -MCSO received a report from a caller in Ir rigon that he sold a car to a subject then repossessed the vehicle due to no payments made. The caller advised there are handcuffs and a tazer in the vehicle. A deputy contact was requested. -MCSO received a report from a caller in Irri gon there is possibly a group o f kids in the restrooms at the skate park vandalizing it. A deputy responded to the area and found no damage. -M C S O re c e iv e d a report from a caller in Lexington that ODOT is dumping road kill in a rock quarry and the caller's dogs and other dogs are going over there. -MCSO received a report from a caller in Ir rigon that she thought she saw lights inside a residence that is vacant. The caller then thought it might be a light reflection. It was deter mined to be a broken storm window. -B oardm an Police Dept, officer cited Keith Allen Axtell, 39, for Failure to Renew Tags/ Failure to Change Address/Failure to Register Vehicle. -B oardm an Police Dept, received a report o f a vehicle in Boardman parked with its motor running. It was determined the subject was waiting for someone. April 30: -M CSO received a report from a caller in Heppner that some one keyed his d au g h ter’s car while it was parked at the school. This is the third time in two months this has happened. -MCSO received a report that Jesus C. Llamas, 26, was arrested on an Irrig on Justice Court warrant for Failure to Pay Fine/Driving while License Suspended. He was lodged at the Lane County Jail. -MCSO received a report from a caller in Board- man that he has been having problems with a dog coming onto his property and killing his chickens. Deputy contact was requested. -MCSO received a report from a caller in Ir rigon that a vehicle passed her on the right and drove through Irrigon at a high rate of speed. The call was transferred to the Oregon State Police. -MCSO deputy cited R obert C arry M uis, 49, for Violation o f the Speed Limit, 87 mph in a 65 mph zone. -B oardm an Police Dept, officer cited Michael James Wilson, 51, for Driv ing while License Suspend ed Violation. -B oardm an Police Dept, officer cited a male subject for Failure to Wear Seatbelt. -B oardm an Police Dept, officer arrested Scott C linton Lehm an, 56, for DUII and D riving w hile License Suspended Misde meanor. The vehicle was impounded. -MCSO, Boardman Fire Dept., Boardman Am bulance received a report of a single car motor vehicle accident. -Boardman Am bu lance received a report from a caller in Boardman that an infant was choking on chicken and has blood com ing out o f her mouth now. An am bulance responded and transport was refused. May 1: -MCSO re ceived a report o f wire theft o ff o f pivot irrigation in lone. -MCSO received a dropped 911 call. Contact was made with a seven year old male who advised he was home alone watching his two year old brother. When dispatch advised that an officer was being sent to check on him, he advised that his mother was home. -MCSO received a report from a woman in Ir rigon who stated that some one had shaved her cat.
