The meeting will take place on the March 10, 2008 at 7:30 P.M.. The purpose o f the meeting is to receive the budget mes sage. A copy o f the budget docu ment may be inspected or obtained on or after March 11 at MCGG Main Street, lone, between the hours o f 8:00 A.M. and 5:00 P.M.. This is a public meeting where deliberation o f the Bud get Committee will take place. Listed below is the time and place o f an additional Budget Committee meeting that will be held to take public com ment. Date: Time: Location: Published: February 27 and March 5, 2008 Affidavit DA’s Report M o rro w C o u n ty District Attorney Elizabeth Ballard has released the fol lowing report: -Leon Thomas May, 52, was convicted o f DU1I, a class A misdemeanor and sentenced to 180 days in jail with 125 days suspended, one year suspended driver’s license, 24 months bench p ro bations, com plete 40 hours of community service, other numerous conditions, and pay $2,112 in fines, fees and assessments. Sheriff's Report The Morrow County Sheriff’s Office reports han dling the follow ing busi ness: Jan. 20: -M C SO received a report that a male subject had stopped at the re p o rte r’s residence and stated that the cops were after him and asked to be let inside. The reporter refused and the male subject broke down a gate. -MCSO received a report of a non-injury motor vehicle accident involving a car that slid off the road. -MCSO received a report o f a red Chevy truck that had flipped. OSP and H erm iston PD w ere a d vised. -MCSO issued a ci tation to Rigoberto Arellano Sandoval, 29, for driving while suspended/violation. -MCSO received a report o f a non-injury motor vehicle accident. -Boardman PD ar rested and issued a citation to Luis Javier Diaz Benitez, 29, for DUII .08. -BPD issued a cita tion to Tomas Gaytan Pare des, 43, for failure to obey a traffic control device. -BPD issued a cita tion to N ohem i R am irez Santoyo, 26, for failure to seatbelt (x2). -Boardman Ambu lance received a call from a subject who stated he was traveling through Irrigon and was bi-polar, o ff his meds, and was having sui cidal thoughts. He requested response from a deputy. An ambulance responded and took him to the hospital. -Heppner Fire De partment received a report o f a house on fire. HFD responded. Jan. 22: -M C SO received a report o f a subject being harassed by three men \ HHS grad to participate in ASB through U of O’s Service Learning Program T his spring break HHS g ra d u a te M ahaley Huddleston applied for and was selected to take part in an alternative spring break program through the Uni versity o f Oregon’s Service Learning Program. A lter native spring break p ro grams “encourage students to learn leadership skills, become active citizens, ex plore social justice issues, reduce stereotypes and build friendships while engaged in direct service within com m unities.” “The program is structured around eight key elements: strong direct service, diversity, educa tion, orientation, training, reflection, reorientation, and a drug and alcohol free envi ronment. These elements are integrated into all aspects o f the ASB experience.” This year the group is working with Tenderloin Health in San Francisco, CA whose mission is to optimize the health of the Tenderloin’s homeless, poor, and most vul- n e ra b le residents. The group will be travel ing to San Francisco Mahaley on Sunday, Huddleston March 23, and r e turning Saturday, M arch 29. The group will be driv ing in vans, staying in a hostel and sharing meals to reduce the cost for each participant. Each student pays $200 toward the costs o f the trip, with the rest o f the costs paid for by the Service Learning Program and other ASB sponsors. Anyone w ishing to help sponsor H uddleston's trip can make checks payable to her. Checks can be sent to her school address at P.O. Box 3583, Eugene, OR 97403. The University o f Oregon Alternative Spring Break is offered through the Service Learning Program and the Holden Leadership Center. H uddleston’s fundraising efforts are for her individual trip expenses and do not become part o f the Service Learning Program 's bud get. For this reason any gift made towards her service experience is not considered a charitable donation under the IRS guidelines. To show her appre ciation for any gifts, Hud dleston would enjoy setting up a time after the trip to talk about her experience and share pictures. MCSO responded. -MCSO issued a ci tation to Bruce D ouglas Harris, 37, for violation of the basic rule by going 73 mph in a 45 mph zone. -MCSO issued a ci tation to Edgar M endoza Chavez, 34, for violation o f the basic rule by going 74 mph in a 55 mph zone. -MCSO issued a ci tation to Amy Louisa Hull, 27, for violation o f the basic rule by going 75 mph in a 55 mph zone. -MCSO was notified by Tri-Comm that they had received a report o f a semi with white smoke coming out o f the back o f a white trailer. -MCSO issued a ci tation to Lucas M ichael Short, 28, for violation o f the basic rule for going 76 mph in a 55 mph zone. -M CSO received a report o f a theft o f a scrap metal bin. The reporter stat ed they believed they knew where the bin is and how it got there. -M C SO was n o ti fied that the renters o f a home had left with the ap pliances. -MCSO was notified by OSP that they had ar rested John A. Caverly, 38, for DUII. -Boardman PD re ceived a noise complaint of loud music coming from a residence. The driver was warned to turn down his music. -BPD was notified by the manager o f a motel in Boardman that she had told some intoxicated males to leave and they were still in the parking lot. While on the phone she advised that the males had left. -B o ard m an F ired D epartm ent was notified that a female subject had turned the heat on in her house and the fire alarm went off. She did not want a fire truck to respond, but did want someone to see if they could find anything. -Boardman Ambu lance received a report o f fire alarm going off. The reporter advised there was a burning smell but no smoke had been detected and peo ple w ere ev acu atin g the building. Irrigon Ambulance and Irrigon Fire Department were also notified. Jan. 23: -M C SO received a report o f a semi almost running a vehicle off the road. The reporter stated that she wanted to sign a citation against the driver. The reporter signed a cita tion and it is in the mail. -MCSO received a report o f a vehicle that was broken into sometime during the night before. Tax papers and money were taken out of the owner's jockey box. -MCSO issued a ci tation to C arlos Enrique Reyes Cardoza, 50, for vio lation o f the basic rule by going 80 mph in a 55 mph zone and driving while sus pended-violation. -M C S O a rre s te d Brent Chester Paradiso, 36, on a Umatilla County Cir cuit Court warrant for PV/ Forgery. -MCSO received a theft complaint involving an extension cord being stolen from a farm building. -MCSO received a call stating that a male sub ject who was suspended and had a warrant was driving into Heppner from Lexing ton. Kirk Alan Looslie, 33, was lodged at UCJ on a war rant for DUII charges. -MCSO received a request for deputy contact in regards to an animal com plaint. The reporter stated that a cattle owner had a possible warrant from ICE. Francisco Javier Vega was arrested on ICE warrant for FTA for removal. J a n . 24: -M C SO issued a citation to a female subject for violating the speed limit by going 90 mph in a 65 mph zone and no operator’s license. -M C S O a s s is te d BPD with a stolen vehicle. -MCSO received a complaint o f a possible theft from Devin Oil in Board- man. -MCSO received a report o f a fraud/forgery e-mail. -M C S O a rre s te d Tina Marie Karpinski, 41, on a Morrow County Circuit Court warrant. -M C S O a rre s te d Dana Jo W illis, 44, on a detainer warrant for PV. -A BPD deputy was out w ith a v eh icle w ith an Idaho license plate and discovered that the vehicle was stolen. Howard Joel Larson, 50, was charged with UUMV. -BPD received a re port o f a theft that occurred in August. J a n . 25: -M C SO received a theft complaint and issued a citation to Elton Long, 38, for theft of lost or mislaid property. -MCSO was notified that Christie Diane Teague, 30, was arrested by Herm iston Police Department on a Morrow County warrant for failure to pay fine for the original charge o f assault in the fourth degree. -MCSO received a report of six to seven shots fired in the area of Sundial Apartments. The caller was co n n ected d irectly w ith Hermiston PD 911. -M C SO set up to assist OSP with a driver at 100+ mph. -BPD received a re port o f a minor non-injury motor vehicle accident. A juvenile female was cited for no operator’s license. -BPD issued a cita USDA seeks public comment on changes to CRP managed haying and grazing The U.S. Department o f Agriculture announced that it will hold a public meeting on March 12 at 1:30 p.m. on proposed changes to managed haying and grazing on Conservation Reserve Program (CRP) land. USDA’s Farm Service Agency (FSA) will hold the meeting at the Pendleton Convention Center, 1601 Westgate in Pendleton. FSA is proposing rule changes to the frequency that managed haying and grazing is allowed on land that is enrolled in CRP. Public comments will be accepted at the meeting and the public may also comment on changes to primary nesting season dates, during which managed haying and grazing are not permitted. FSA will consider public comments when it pre pares state-specific environmental assessments that will evaluate the effects of the proposed changes. The environ mental assessments will aid USDA decision-makers and the public with an analysis o f the benefits and potential impacts o f the proposed changes to managed haying and grazing on CRP land. Public comments can be submitted both electroni cally and by regular mail. They must be received by the close o f business on April 11. The subject was not talking correctly. Jan. 26: -M C SO was notified by a female subject that a male subject had given her a ride home and attempted to take off her clothes. The female stated that when she said “no” the male pushed her out of the moving vehicle. -M CSO was n o ti fied that a male subject had entered a residence without consent. -MCSO issued a ci tation to M onica Connie Figueroa, 30, for violating the speed limit by going 101 mph in a 65 mph zone. -MCSO received a report from OSP regarding a single vehicle accident. Law enforcement, Fire and EMS searched the area but were unable to locate the vehicle. -MCSO received a call regarding a juvenile student that was beat up a school. The reporter adv ised that the school suspended both girls but law enforce ment had not been n o ti fied. The reporter requested deputy contact. -M C S O re c e iv e d calls for two separate non injury m otor vehicle ac cidents. -MCSO was notified o f a motor vehicle accident with minor injuries. It was determined that no ambu lance was needed and no alcohol was involved. -M CSO received a report from OSP regarding o f a com pletely blocking motor vehicle accident on 1-84 involving two semis. -BPD issued a cita tion to Jose Alfredo Pena Avalos, 25 for failure to renew registration. -BPD received a re port o f an audible burglar alarm at a residence. An officer responded and the residence was clear. -B FD and B oard- man Ambulance received a report from OSP o f a single vehicle accident. -BFD and B oard- man A m bulance assisted MCSO with a motor vehicle accident. No fire required. Jan. 27 : -M C SO received a driving complaint involving a vehicle going westbound in the eastbound lane. The caller was con nected with OSP. -MCSO received a theft complaint involving a car stereo and amp that were stolen out o f an unlocked vehicle. -M C SO re c e iv e d numerous non-injury motor vehicle accident reports. -MCSO received a driving complaint report in volving running hard, honk ing their horns, tailgating, and running in the left lane. The caller was connected with OSP. -MCSO received a report o f a power line down on the road. -BPD received nu m erous non-injury m otor vehicle accident reports. -BPD assisted Boardman Ambulance with a 63 year old female having trouble breathing. - BPD re c e iv e d a driving com plaint report from Boardman Ambulance about a driver going west bound in the e astb o u n d lane. -Boardman A m bu lance responded to a 63 year old female with trouble breathing and a history o f CHF. -Boardman Am bu lance received a request for an ambulance for a 28 year old fem ale with tro u b le breathing and back pain. The patient was transported to Good Shepherd Hospi tal. -Heppner A mb u lance received a call involv ing a male that had fallen and had a broken foot in a cast. A deputy and EMS responded. No transport was needed. -Irrigon Ambulance received a call regarding a 71 year old female with a swollen ankle. -Irrigon Fire Depart ment responded to call re garding a large tree covered in ice and snow leaning toward power lines.
