The M ustangs got the ball back one more time and almost scored again. Bailey took a 17 yard pass from Eckman and then broke free for 40 yards to the five as the half ended. The O utlaw s con verted an onside kick to open the second half but the defense held and the Mustangs took over at their 37 yard line after a punt. Bailey broke free for 34 yards and after a delay of game penalty he ran twice more for 19 yards and a first down at the 16 yard line. Af ter an incomplete pass and an illegal motion penalty, Gentry hit Dennis Kenny for 13 yards and Eckman ran for five yards and a first down at the three. Two incom plete passes and a defensive penalty later, Bailey took in from two yards out for the touchdown. Shank kicked the extra point to make it 46-0 with 7:49 left in the third and led to a running clock the rest of the way due to the 45-point rule. On the Outlaws next possession, Dalton Wellman ended their drive with an in terception at the Mustangs' 10 yard line as the third quarter came to an end. B oardm an M ayor Ed Glenn said Monday he believes the cities would like to work the issue out w ithout having it on the bal lot. “Our preference would be an intergovernm ental agreement instead of an or dinance,” Glenn said. He also said that the cities' position is the same now and that they should receive a more equitable dis tribution o f the money. “ We do feel the cities deserve more of the money. We don't think such a large amount o f the m oney should be used to backfill the county budget.” Glenn criticized the way the county now dis tributes some o f the tippage money through a county wide committee using the needs and issue process. “The distribution is not al ways equal,” he pointed out. “Some o f the money is even going back to the county.” He said local co m m u n i ties would better be able to know' the people's needs that the com m ittee. "We are closer to the people,” he said. “Each city has dif ferent needs and situations that are not recognized by the county." Glenn, who repre sented the cities’ position during the last meeting w ith the county court, will once again assume that role, he said. “ O ur hope is we can work out an agreeable situation that will satisfy the needs of cities without de stroying the county," Glenn said. M o rro w C o u n ty Judge Terry Tallman said Tuesday he hopes the two sides can work things out. “ I don't want this to be deci sive,” Tallman said. He did say he “had a little trouble” with the cities' demand that they get 75 p ercent and county gets 25. T a llm a n said he hopes the meeting is pro ductive, but also said he was not “afraid o f a vote” on the issue. Tallman also pointed out that needs and issues allocation o f tippage fees went from S132,839 in 2006 to about $235,000 in 2007. The money is allocated to various groups and govern ment entities by a committee o f people from throughout the county. About the meeting Friday, Tallman said it is a public m eeting and if som eone from the public want to speak they w ill be welcome to do so.
