    City gives garbage franchise to Miller & Sons

garbage collection franchise
to Miller & Sons Excavating
after it was announced the
company had made a deal
to purchase Heppner G ar­
bage Disposal from David
Green.
Ryan Miller gave a
presentation to the council
in his bid to pick up the fran­
chise saying his company
had the expertise, resources
and manpower to do the job.
Miller said the purchase of

Miller said his com­
pany deserved the franchise
because they had truck re­
pair facilities, an office staff
and experience in business.
The family has been in busi­
ness in Heppner 30 years,
and they own a truck and
equipm ent repair facility

The sweeper was purchased from Eagle and replaces an older

Attorney general candidate makes
campaign swing through Heppner
John Kroger, Demo­
crat candidate for Oregon
attorney general, stopped
in Heppner October 4 on a
campaign sw ing through the
state. “ It’s important for me
to travel the whole state and
meet with people all over
Oregon,’’ said Kroger. This
trip would make the second
time he has visited Hepp­
ner. He said he first came to
Oregon on a cross-country
bike trip, fell in love w ith the
state and moved here.
K roger has taught
criminal law and legal phi­
losophy at Lewis & Clark
Law School in Portland
since 2002. “There is no bet­
ter job than teaching young
lawyers,” he said. Kroger
has twice won the Levenson
award for teaching excel­
lence, awarded by the Lew is

& Clark graduating class.
Kroger grew up in
Houston, Texas, the fourth of
six children to parents who
ran a music store. He says he
played piano and saxophone
prior to a hand injury. When
he turned 17 he left Texas to
join the Marines, serving in
Central America and the Pa­
cific. “ The Marines taught
me that some things are so
important, they are worth
fighting for. We all have a
duty to make our nation and
our community stronger and
safer. I will put those values
to work as your attorney
general,” says Kroger.
After his discharge
from the Marines, Kroger
worked his way through col­
lege with the help o f the G1
bill. He graduated from Yale
University and Harvard Law
School. Prior to becoming a
prosecutor, he worked as an
economic and domestic pol­
icy advisor to President Bill
Clinton, whom he met with
often. He says that Clinton
has a magnetic personality.
As Clinton’s policy advisor,
he helped develop Clinton's
“successful initiatives to
hire 100,000 new police of­
ficers and cut bureaucratic

teamed up for the fourth annual canned
food drive.
A total weight of 1,531.5 pounds
was contributed. First place was Mrs. Rills'
third grade class with 266.5 pounds of
canned goods. Second place was Mrs. Mor-

ceptional” statewide rating.

School in Boardman earned
“ strong" ratings and Sam

Windy River Elementary in
Boardman earned “satisfac­
tory” ratings. MCSD Super­
intendent Mark Burrow s
told the board that “ 100

Burrows said he was proud
o f the results and remarked,
