Heppner Gazette-Times, Heppner, Oregon Wednesday, June 13,2007 - ELEVEN Sheriff’s Report The Morrow County Sheriff’s Office reports han dling the following business: -Irrigon Ambulance received a report of a male who fell and lost 2 or 3 top teeth. The subject was conscious and b re a th in g and was tra n sp o rte d to G ood Shepherd Hospital. M ay 25: -M C SO and BPD received a report of an audible burglar alarm from B oardm an F am ily Foods. MCSO assisted BPD but was unable to locate anyone. -MCSO received a report of a subject sleeping in the area of the Wildlife Refuge. The subject was advised to continue sleeping but in the future needed to find a better location. -MCSO received a report o f a m ale subject pulled over on the side of the road dumping trash out of his car. MCSO responded and D avid V illegas was issued a citation for offensive littering. -MCSO received an anim al com plaint from a female subject stating there is a dog in her yard and she can't keep the dog out of her yard. Subject is unaware of who owns the dog, just that they live across the street. -MCSO, Boardman F ire D ep artm en t and B oardm an A m bulance received a report of a motor vehicle accident. A vehicle rolled over in a ditch. The victim was out of the car. Injuries were unknown. -MCSO received a report of a mail box left open and the mail was missing. -MCSO received a report of a vehicle blowing th ro u g h fla g g e rs at a construction site. -MCSO received a report of a swarm of bees at a residence. -M C SO arre sted Royce Wendell M oss for possession of a controlled substance II. The subject was lodged at UCJ. The subject was also cited for d riving uninsured and a d riv in g w hile licen se suspended violation. -M C SO a rre sted Richard Lee Peterson for possession of a controlled substance II, a warrant out of Multnomah County. The subject was lodged at UCJ. -M C SO a ssisted OSP with a fast vehicle on 1-84. -MCSO received a report from a female subject stating that her neighbor’s cow s have been in her pasture for three weeks. She has asked them to move the cows but they want to run the cows on her land. She told them they could not and is afraid they will cause p ro b lem s. The fem ale su b jec t re q u e ste d extra patrol in the area. -M C SO arrested Travis Edmond Samson for DUII. Subject was also city for failure to carry proof of in su ran ce and d e fe ctiv e lighting - no license plate lig h t. The v eh icle was impounded. -MCSO received a report from a deputy out w ith a vehicle and four people on the dock at Willow Creek Park. Subjects were advised to leave the park due to its closing at 10 p.m. -M C SO a ssisted Umatilla PD with a report of a gang coming into a house and showing a gun. Children were present in the house. -MCSO received a report from a subject whose brother-in-law ’s girlfriend had cut up all of his stuff and thrown it on the street. The call w as tra n sfe rre d for Umatilla County. -MCSO received a rep o rt that U CSO had arrested Lawrence Perrin on an IJC warrant. -M C SO assisted BPD on a DUII traffic stop. -B PD receiv ed a report of two children living with head lice and bruises living with their dad. It was determined that the children may have head lice but otherwise all is ok. -B oard m an Fire D epartm ent, M CSO, and BPD received a report of a pump house and power pole on fire. M ay 26: -M C SO and B oardm an Fire D ep artm en t receiv ed a report of someone dumping a couch and set it on fire. -M C SO a ssisted Heppner Ambulance with a 48 year old intoxicated male subject with a cut on his head. The patient refused transport. -MCSO received a noise co m p la in t o f a Hispanic male mowing his lawn. -MCSO received a report of two 4H sheep that got out in the middle of the night. W ould like to be contacted if the two sheep were found. -MCSO received a report of a male subject who has gone m issin g . The subject has two pistols with him and is suffering from dementia. -MCSO received a report of an audible alarm at B akes R estau ran t and Lounge. It was determined to be a false alarm. -MCSO received a report of three men on a boat going full speed through the no wake zone. -MCSO received a report of one rooster and IS chickens taken from the reporter’s residence during the night. The reporter also advised there w ere beer bottles on the property that were not there the night before. -MCSO received a request from OSP to make contact with an 11 year old brown haired boy who was walking down the freeway with no shoes, and dark blue sh irt. BPD and M CSO deputies were on call and unable to respond. -MCSO received a report o f a subject going toward Umatilla who was driving with a license. -MCSO received a report that a male subject was continually calling and threatening the reporter. The subject and reporter are in a custody battle. -MCSO received a report from Umatilla County stating that Jam es Boyd Brown had been arrested on a Morrow County Circuit Court w arrant for G rand Jury Indictment for original charges of Burglary II x2, A g g rav ated T h eft I, U nlaw ful P o ssessio n o f Meth, and Criminal Mischief I x2. Subject was lodged at UCJ. -MCSO received an animal complaint of dogs out in the re p o rte r’s area. Subject was stating he would not do anything with the dogs until his court date. Roman Gutierrez Torres, 62, was cited for dog as a public nuisance. -M C SO issued a citation to a juvenile male for Violation of the Basic Rule by going 74 mph in a 55 mph zone. -M C SO issu ed a citation to Charles Roach, 60, for violation of driving while license suspended. The subject was impeding traffic by going 38 mph in a 55 mph zone and failure to maintain lane. -MCSO received a report o f a barking dog. R eporter w ould not give address and hung up. -MCSO received a rep o rt o f a su b je c t out collecting worms. -MCSO received a report from a deputy who was out with a suspicious v eh icle w ith th ree m ale subjects. The subjects were lost and lo o k in g for directions. -B PD a rre sted Erasmo Garza Jr., 48, for Possession of a Controled Substance - Meth. -B PD re c eiv e d a report from an officer who was out on a PC arrest from an Assault III from 5/24/07. Lloyd Alan Terpening, 45, was arrested for Assault III, felony in possession of a firearm , Possession o f a C o n tro lle d S u b stan ce (Meth) within 1000 feet of a school zone. M artha Lee McQueen, 37, was arrested for Possession of less than an ounce of marijuana within 1000 feet o f a school. Elizabeth Irena Phipps, 44, was arrested for Possession o f Less than an ounce of marijuana within 1000 feet of a school zone. -B PD re c eiv e d a report of a big, white bird with a mangled wing, officer will take the bird to Pet Rescue. - H e p p n e r Ambulance received a report of a 41 year old male with a leg injury complaining of dizziness. -B o ard m an Fire Department and Boardman Ambulance received a report of trailer house on fire. -B o ard m an Fire D ep artm en t re c eiv e d a report of a pump house that was „on fke the day before was on fire again. M ay 27: -M C SO received a report of loud music and yelling coming from the re p o rte r’s neighbor’s residence. The music was turned off. -MCSO received a report of someone spinning c o o k ies in the area o f Kathy’s Pond. -MCSO received a rep o rt o f tw o v eh icles driving at a high rate of speed in Irrig o n . The vehicles were passing each other. Deputies were unable to locate the vehicles. -MCSO received a report of a driver doing a u- tu rn . The d riv e r was determined to be dropping off her son and had ju st missed the turn. -M C SO issu ed a citation to Efrain Davalos P reciad o , 22, fo r no operator’s license and failure to maintain lane. The vehicle was impounded. -M C SO a ssisted Boardman PD with a report from an off duty BPD officer witnessing three juveniles tearin g s tu ff up. BPD arrested a male juvenile for Criminal M ischief III and C urfew V io latio n . The ju v e n ile w as cite d and released. -MCSO received a rep o rt o f tw o su b jects breaking into the reporter’s residence and beating up the reporter and his brother. No ambulance needed. Subjects broke down the door and did damage to the residence. -MCSO received a report of tires being slashed sometime during the night. -MCSO received a report that the neighbor's tw o dogs w ere in the reporter's pasture and one dog was vicious. -M C SO arre sted Kristi Dawn Rogers, 30, for u n law fu l p o sse ssio n o f Meth. -MCSO received a rep o rt o f a ran ch sta ff member who had sprained his ankle. -MCSO received a report the reporter had been assaulted by her husband. The re p o rte r had been punched in the face and her hands w ere bloody. The suspect was intoxicated and there are w eapons in the house. The parties were separated and the reporter refu sed an am b u lan ce. H erm isto n PD d etain ed Brian Duane House, 32, who was later arrested by MCSO for Assault IV-DV. Subject was lodged at UCJ. -MCSO received a 911 call stating the caller’s husband had kicked her out of the car. -B PD arre sted Matthew Lee Wilson, 26, on Irrig o n Ju stic e C ourt warrant for failure to pay fine/resisting arrest. Subject was lodged at UCJ. -BPD received an animal complaint in which the reporter stated that there was an aggressive dog in their yard. They could not get the dog out and could not get their dog in. -B PD re c eiv e d a rep o rt o f a su sp icio u s person. Subject was advised that he could not camp in the day use area. -B PD issu ed a citation to Adam H. Blake for Violating the Speed Limit by going 85 mph in a 65 mph zone and failure to carry proof of insurance. -L ex in g to n Fire Department received a call from som eone in a plane stating he needed someone to help him anchor the plane to keep it level in the wind, if he got out the plane would tip over on him. -B o ard m an Fire D ep artm en t, B oardm an Ambulance and Irrigon Fire D ep artm en t re c eiv e d a report of a large brushfire. Reporter said it looked like the bam may be on fire as well. The fire might be a controlled bum. - H e p p n e r Ambulance received a report of an 80 year old female who took a tumble at the OHV Park and was complaining of hip pain and pain in her right wrist. Subject was conscious and breathing and had a 2Vi inch skin te ar that was bleeding. Subject had no visible fractions. M ay 28: -M C SO and Heppner and lone Fire and A m bulance received reports of a Hispanic male lying on the side of the road complaining of back pain. T here was a language barrier. A vehicle was found up the road but not sure if it was wrecked or involved. -MCSO received a rep o rt statin g that the reporter was talking to her ex-husband at his vehicle regarding their daughter and cu sto d y w hen his new girlfriend shut her in the door and then her ex-husband tried to drive away. -MCSO received a 911 hang up. Made contact with a 14 year old female who advised the mother was sleeping, could hear children laughing and playing. No emergency was determined. -MCSO received a noise com plaint o f loud music that can be heard over the TV. -MCSO received a report of a downed fence and a horse on the loose in the reporter’s yard. The horse was put back in the fence and a water pipe was found to be broken as well. -MCSO received a report of a neighbor’s two little dogs barking at all times. -MCSO received a re p o rt o f gun sh o ts on private property in a gravel pit area. S u b jects w ere shooting clay pigeons and had perm ission from the landow ners to be on the property. -MCSO received a driving complaint of a white pick-up with 4-wheelers all o v er the road b etw een Heppner and Lexington. -MCSO received a burglary report. Kids were seen running out the back door. Nothing was taken and nothing was out of place. -MCSO received a 911 call about a disabled vehicle. -MCSO received a report of a male and female w ere fig h tin g o v er the phone. One subject was in the street, the other at work. -MCSO received a call stating the reporter’s cousin was on a rampage and had made threats against the reporter. -B PD issu ed a citation to Sujii Ann Kim, 27, for going 83 mph in a 65 mph zone. -BPD and Boardman Fire Department received a report o f a broken water pipe. A message was left for the owner. -B PD issued a citation to Andrew Michael Kirschner, 19, for going 90 mph in a 65 mph zone. -BPD issu ed a c ita tio n to Jose Pedro C arrillo A latoree, 40, for failure to carry proof of insurance. -B PD issued a citation to Kenny Lee Smith for violation of the basic rule by going 83 mph in a 65 mph zone. - B o a r d m a n A m bulance receiv ed a re q u e st from A rlin g to n Ambulance for mutual aid with a 33 year old female found u n c o n scio u s in Arlington City Park. Female was conscious and breathing and has a history of passing out. -Irrigon Ambulance received a 911 call about a 24 year old male who had abdom inal pain for three days and it’s getting worse. M ay 29: -M C SO re c eiv e d a rep o rt o f a possible dead body along I- 82 westbound. The call was transferred to WSP. -MCSO and Irrigon Fire Department received a report of a controlled bum that got out of control and started a brush fire. -M CSO receiv ed fo u r rep o rts o f w eed abatement. The city manager will send out letters. -MCSO received a rep o rt o f a one vehicle acc id e n t, in ju ries w ere unknown. -M C SO arrested John Joseph Homer, 60, on an Irrigon Justice C ourt w arrant for C ontem pt of C o u rt/D U II. The sam e subject was also arrested on a Benton County warrant. -MCSO received a driving complaint of a chip van and an o th er truck traveling at a high rate of speed on 1-84. The call was transferred to OSP. -MCSO received a rep o rt o f stu ff m issing around the house, near a shop. The reporter was not sure when the items were taken. -MCSO received a report from a deputy who was out with a vehicle that was determined to have been in a motor vehicle accident. The vehicle was tagged to be towed. -MCSO received a report of a subject refusing to leave a residence. The rep o rter was renting the place and stated he had given the subject enough time to remover her belongings. He stated he had a note from his landlord that said he was the only one that should be staying in the residence. The reporter was advised to have his landlord contact the court for eviction process. -M CSO received a report o f harassing phone calls constantly being placed to the reporter. -MCSO received a report of someone trying to throw rocks through the reporter’s window, the rocks did not go all the way through but did break the outside pane. -B PD and M CSO rep o rt o f an alarm at a residence. - B o a r d m a n Ambulance received a report of a vehicle on the road. -H ep p n er Fire D epartm ent receiv ed a report of a wild-land fire in the area of Johnson Creek. M ay 30: -M C SO received a report of a two car motor vehicle accident with unknown injuries. One vehicle was struck while turning into a drivew ay. Irrigon Fire D epartm ent, Irrigon Ambulance, and OSP assisted. -M C SO issu ed a c ita tio n to N athan R. C h riste n se n , 23, for Unlawful Operations of an ATV. -MCSO received a rep o rt o f an a ssa u lt in progress. The reporter stated that her daughter was in the Wal-Mart parking lot and a bunch o f g irls w ere assaulting her and smashing her car. The call was transferred to the Hermiston PD, officers were already on scene. -MCSO received a report of a missing two year old boy. The boy was found sleeping in a sibling's bed. -MCSO received a report of a traffic hazard. A piece of tire had flown of vehicle but had not done much damage. Information was exchanged. -MCSO received a request for deputy contact with the reporter regarding an animal complaint of horse neglect at a residence. -MCSO received a report that a female subject had allowed her brother to driver her car. The owners of the car were trying to repo the car and couldn't find the female subject or the car. The vehicle was impounded by UPD. -M C SO issu ed a c ita tio n to Satin Eve D orm an, 18, fo r No O p e ra to r’s L icen se and Failure to Register a Vehicle. -M CSO received a report th at U CSO had arrested A ugstin Ambriz Valdovions, 25, on an IJC w arrant fo r F ailu re to A p p ear/D riv in g W hile Suspended. Subject was lodged at UCJ. -M C SO issued a c ita tio n to C ory A aron Breeding. 23, for Driving While Suspended violation and D riving U ninsured. Vehicle was impounded. -M C SO issued a citation to Cody Allen Hollis, 18, for Violation of the Basic Rule by going 72 mph in a 55 mph zone. -M C SO issued a citation to Scott Alan Maker for No Operator's License. -MCSO received a report of a bicycle stole from H u w e's Has It A ll. The reporter stated that he knew who stole it and that it had been painted black.
