Heppner Gazette-Times, Heppner, Oregon Wednesday, March 7,2007 - THREE Engagement Heppner Ranger District North Gilliam-Morrow Cricket schedules open houses in March Association scholarship donations The Heppner Ranger District has scheduled four open houses in March to discuss off-highway vehicle (OHV) and other motorized travel on 91 .(XX) acres of public lands on the west side of the District. Public input is requested to help identify designated routes for OHV travel west of the Monument-Sunflower Flat Road No. 22. The four open houses will be held: March 12, from 1-4 p.m. and 6-8 p.m., at the Heppner Ranger District Office, 117 Main St., Heppner. March 16, from 1-6 p.m. at the Heppner Ranger District Office, 117 Main St.. Heppner. March 19, from 6-8 p.m. at the Senior Center, 269 Main St., Monument. March 22, from 6-8 p.m. at the Wheeler Co. Family Service Center, 401 4th St., Fossil. "We really need your input in this process. If you recreate in this area, and care about which trails or roads should be open or closed to motor vehicles, we want to hear from you,” said Tom Mafera, Heppner District Ranger. “We intend to use a collaborative approach to engage the public throughout this process while coordinating with state, county, local and tribal governments.” The Heppner District has initiated the West End OHV project in response the travel management rule, published in 2005, to providing motor vehicle access to national forests and grasslands. The new rule calls for the designation of roads; trails and areas open to motorized travel to provide: - better opportunities for sustainable motorized recreation - better protection of the environment - reduce effects on big game - better protection of cultural resource values - increased public safety - ample high-quality access to the National Forest System (NFS) for all users Designated routes for motorized travel are already in place on most of the Umatilla National Forest. The Forest’s one exception is the 91,000-acre area, which is currently open to cross-country, OHV travel. In order to comply with the 2005 travel management rule, the District is initiating the West-End OHV project to designate roads, trails and areas open to motorized travel on public lands on this portion of the district. No decisions will be made concerning private or county lands. The District plans to com plete the process and begin im plem entation by September of 2009. “We’re pleased with the public’s response and interest in the West End OHV project. The open houses will be a great opportunity to learn about our approach and timeline for the project. More importantly, it will be an opportunity to provide specific feedback for us to consider in the design of the designated system. Those that can’t attend will be able to provide their input in writing, through our website, by calling, or stopping in at the district office.” said Mafera. In the 1940s North Gilliam and North Morrow Counties had an invasion of Mormon crickets. According to a news release, due to the slow action, or reaction of the U.S. government and its programs, John Krebs took it upon him self to collect money from local concerned property owners and formed the North Gilliam-Morrow Cricket Control Association. W hen the m oney was collected the amount each landowner gave was never recorded-just their names. Two different years of cricket invasions were controlled by the work of this association. There was $2,867.92 left over, and in 1951 the money was put into a savings account at Gilliam County Bank in Arlington Oregon. Later this money was moved to a T.C.D. It has been decided by the trustees that this account should be terminated and the money divided equally betw een A rlington and lone High Schools for scholarships. As a result of the long time investm ent of $2,867.92, which now has grown to over $25,879.30, the North G illiam -M orrow C ricket A ssociation presen ted a check of $12.939.65 to the Jason Halvorsen Memorial Scholarship fund in lone and a like amount to the Yvonne Erickson Scholarship fund in A rlin g to n . S ch o larsh ip recipients will include those applying to trade schools as well as two and four year colleges and universities. The bride elect is currently attending Eastern Washington University in Cheney, WA. Haguewood recently graduated from Universal Technical Institute in Phoenix. Church of the Nazarene to hold lone Elementary School holds revival service annual carnival Heppner Arhuckle Nordic Club meets Rev. Dana Benscoter and family Stephanie Holland and Brittnee DesBouillons show off the I- pod to be raffled off. The Heppner Arhuckle Nordic Club held their annual outing to the Historic Cloud Cap Inn together with the Santiam Alpine Club this past weekend. Cloud Cap is located at 6.000 feet elevation on the North side of Mount Hood and operated hy the Hood Kiver-hased Craig Rats climhing/Search and Rescue Cluh. The adventure w as jointly hosted by Craig Rats, Scott Hukari of Salem and Jeff Kdmundson of Pendleton. The Heppner Arhuckle Nordic Cluh officers are: President Dave Fowler, Activities Director Steve Brow nfield, VP Bill Ew ing and Sec/Tres. Kay Fowler. Willows Grange to meet The Willows Grange will meet on Sunday. March 11. People from the Oregon Department of Fish and Wildlife will speak on the elk-feeding program. A potluck lunch will be held at noon with the program to follow around I p.m. Everyone is invited to attend. The second annual lone E lem entary School carnival, “It’s a Zoo in Here" will be held in the lone High School gym on Thursday, March 8, from 6-8 p.m. There will be events like the hoop shot, junk food walk, jum ping castle, and much more. There will also be a food booth in the cafeteria with soft pretzels and soft drinks. The carnival tickets will are .25 cents each or 5 for a dollar. A highlight of the evening will be the raffle for the “Special Edition” Red 4GB I-Pod. The I-Pod holds 1,000 songs and is a part of the “Red Campaign" to fight AIDS in Africa. Tickets are sold for $2 each or 3 for $5 and a special of 20 for $20. Tickets may be purchased at lone Elementary School or at the carnival before the drawing. However, the US Army C orps of Engineers has installed a Reservoir aeration system, which has largely eliminated the hydrogen imbalance. The TMDL report was d ev elo p ed by the O regon D epartm ent o f E n v iro n m en tal Q uality (DEQ) with assistance from the community and various natural resource organizations including the M orrow Soil and W ater C o n serv atio n D istrict (SWCD). DEQ is the issuing authority, with the charter for im plem enting w ater quality standards through T M D Ls and o th er processes. DEQ commends the Morrow SW CD for their efforts in this and other w atersh ed p ro je c ts and planning in the Basin.
