City hires consultant for Sr Center help The city of H eppner Monday hired a consultant to help find re-financing for the St. P a tric k ’s Senior C e n te r’s $350,000 debt, which would help put the housing complex on better Financial footing. The Sr. Center is in need of repairs, however the low rents charged over the years has not allow ed for a contingency or repair fund to be build up to pay for maintenance. There are total of 19 ap artm en ts designed especially for senior living in the complex. Unit prices include all utilities except telephone and cable television, and laundry facilities are on-site. An elevator is centrally located however it was broken for the past nine days. The center also employs an on site m anager and maintenance person. There is begun to help pay for the other side. Fundraising was a success with 23 donors volunteering to help pay for the bleachers. The com pany supplying the bleachers agreed to give a price break if both sides were ordered and lower the shipping cost. The bleachers were installed between fall and w inter sports. C h ie f Financial Officer Nicole Mahoney suggested that a Hex lease option may be advisable for district capital expenditures, since the district had to make a $530,0(X) payment to the Bank of Eastern Oregon in N o vem ber to satisfy a contract requirement and in anticipation of the expiration of the district’s three-year tax levy. After the expiration of the levy, it w ill be another year before the district can put another levy up before the voters. Since the hiring of current CEO Victor Vander Does, the closure of Pioneer Memorial Nursing home and increased levy monies, the d istrict has steadily becoming more financially stable. However. Vander Does warned that the loss of tax m onies and other unanticipated events could affect that stability. The d istrict had good financial news in O ctober and November, ending O cto b er with a $43,492 profit and November with a $42,011 gain. Mahoney said that the D ecem ber revenue was looking "very good, great." Also at the Monday meeting, Vander Does said that the district is still in the “recruiting mode.” He said that the d istrict still anticipates Dr. Zachary Hale joining the district in June and a new tem porary emergency room doctor. Dr. Dale Alter, has been providing ER care. Vander Does said that he interviewed and presented an o ffer to an o th er nurse practitioner, but has received no response as o f yet.
