EIGHT - Heppner Gazette-Times, Heppner, Oregon Wednesday, December 20,2006 Sheriff's Report The Morrow County Sheriff’s Office reports han dling the following business: D ec. 5: M CSO issued a citation to Robert W illiam S troh, 64. for violating the basic rule by going 74 mph in a 55 mph zone. -MCSO received a report from a deputy that was out with a suspicious v eh icle. The v eh icle b elo n g ed to a su b ject working on Bombing Range Rd in Boardman. -M C SO arrested Francisco Torres, 24, for failin g to pay fine for Possession of Less than an Ounce of Marijuana and for P robation V iolation and failing to perform duties of a driver. -MCSO received a report from OSP that on Hwy 730 w estbound a brown chevy impala had a flat front tire and was all over the road. -MCSO received a report requesting a stand by for p o ssib le rem oval of c h ild ren in a H eppner residence. -MCSO received a report that the reporter had his residence broken into and 20 to 24 different types of m e d icatio n s w ere taken along with a pistol. -MCSO received a report regarding a Theft 11 in Irrigon. -M C SO arrested Donald Ray Martin, 36, for a Grand Jury Indictment for Unauthorized use of a Motor Vehicle. -MCSO received a report that 25-30 bottles of meds were taken from an Irrigon residence. -MCSO received a report about cows being out on W ilson Lane in Boardman. The cows were returned to their pasture. -MCSO received a report that the Safe House in Irrigon was receiving threatening phone calls and a motorcycle was around the house. -M C SO arrested Crystal Irene Glass, 39, for failing to pay fine for Driving While Suspended. -MCSO received a request for extra patrol due to the re p o rte r catching someone trying to break into his fuel tank. -MCSO received a report that the reporter’s big screen TV was taken from their Irrigon residence. -MCSO received a report that Travis County Sheriff’s in Texas requested confirmation on a stolen gun out of Morrow County. -M C SO arrested Efrain Barrera De Andres, 22, for failing to appear for Driving While Suspended. -B PD receiv ed a report that a unit was out with a vehicle that was in the m iddle o f the road. The vehicle was jump-started and was moved out of the middle of the road. -B PD a rre sted Luella Audrey Jones, 34, for v io lation o f R estraining O rder, B urglary I, and Criminal Trespass I. -B PD re c eiv e d a rep o rt that a re p o rte r witnessed a male swerving in and out of traffic on a bike, possibly intoxicated. -B PD re ceiv ed a false alarm from Morrow County School District. -BPD made contact with a female subject who had called to report her door was open on her vehicle. -B PD receiv ed a report that a vehicle was driving very slowly until a pickup came up behind it. I Both of the vehicles drove into an industrial site. The female subject advised that she w as d riv in g slow ly because she was waiting for her sister (in the pickup) to catch up with her so they could pick up their father at work. - B o a r d m a n Ambulance assisted a young male with a dislocated knee in the wrestling room. The subject was breathing but had passed out. -B oardm an Fire D epartm en t assisted a controlled burn out at Three Mile Farms in Boardman. Dec. 6: -M C SO arrested Cecil Warren Fish, 68, for failing to appear for driving while suspended. -M CSO deputy spotted a suspicious vehicle driving around Fredrickson Farms. -MCSO received a report from an em ployee who drives a truck for a chip company; the employer was not allowing the employee to use chains on the vehicle w hen it is slick outside because it decreases fuel m ileag e. The re p o rte r requested contact. -MCSO received a report that a horse had a rope around his neck and someone was hitting it and swearing at it. -MCSO received a report that a deputy was out w ith a vehicle that was parked in the middle of the road. -MCSO received a park in g co m p lain t in Heppner involving a yellow jeep parked on the sidewalk. -M CSO assisted a subject at lone City Hall g e ttin g th e ir vehicle unlocked. -MCSO received a request regarding safety concerns for a 13-year-old female. -MCSO received a report that 13 span cables for circles have been stolen. -MCSO received a report from a caller in Irrigon that a male was driving a suspicious vehicle with PVC pipes in the back. -MCSO received a report about an employee at Irrigon High School that was involved with a fight. -MCSO received a report that a grain train car was rolling eastbound by itself. It was approximately one mile west of Boardman when it was first witnessed rolling. -M CSO covered BPD reg ard in g a fight between juveniles. -M CSO arrested Victor Landeros, 19, on a detention warrant for assault III. -MCSO received a report that four dogs were chasing the reporter’s cattle through fences. The reporter wants to shoot the dogs. -BPD responded to a report that some drug items were found at a pay phone in Boardm an. An officer destroyed the glass pipe. -BPD receiv ed a request for a welfare check for a 63-year-old female in Boardman. -BPD located a large black dog that was loose; the dog has a license but the dog will not allow the officer to get near him. -B PD issu ed a citation to Fortino Sanchez Reyes, 28. for no operating license and for no insurance. - H e p p n e r Ambulance transferred an em erg en cy to K adlec Hospital. Dec. 7: M CSO received a report from a caller in Irrigon that a road sign was pulled up and lying on the ground. MCSO deputy cited David Dean Scheafer, 47, for Violation of the Basic Rule, 82 mph in a 55 mph zone. M CSO received a report that a stop sign was down at a location in Irrigon. The City of Irrigon Public Works was advised. M CSO received a request for a deputy contact from a caller in Heppner regarding a neighbor’s dog. M CSO received a report from a caller on Little B u tte rc ree k o f a large amount of sprinkler pipes missing. MCSO, Boardman P o lice D ept, receiv ed a re p o rt from a c a lle r in Boardman of a hit and run, n o n -in ju ry accid en t. A vehicle hit a Pepsi truck and drove off. M CSO , Irrigon am b u lan ce, B oardm an ambulance received a report from a caller in Irrigon of a subject who was short of b reath . The p atien t was tra n sp o rte d to G ood Shepherd Medical Center in Hermiston. MCSO deputy cited Sheldon Anthony King, 30, for No Operator's License. M CSO received a report from a caller in Irrigon o f four dogs (one a St. B ernard and one a Rottweiler), running along the caller’s fence and scaring her horses. Deputy contact was requested. M CSO received a report from a caller in Irrigon that a com pany, Yummy Meats, was selling products d o o r-to -d o o r in Irrig o n without a business permit. M CSO received a report of criminal mischief at the Irrigon sewer plant. MCSO, Boardman ambulance received a report from a caller in Irrigon of an elderly female subject who had a stroke. M CSO received a report from the Hermiston Police Dept, that Rodrigo Manuel Cervantes Zepeda, 24, was arrested on two Irrig o n Ju stic e C ourt w arran ts for F ailu re to A p p e ar/D riv in g w hile License Suspended. He was lodged on several o th er warrants with a hold placed for Morrow County. M CSO , H eppner ambulance received a report from a caller in Heppner of a fem ale su b ject w ith abdominal pain. MCSO, Boardman P olice D ept, receiv ed a rep o rt from a c a lle r in Boardman of gang-related activity at the Boardman S en io r C enter. It was determined to be a dispute between a male subject and a female subject. MCSO, Boardman P olice D ept, receiv ed a rep o rt from a c a lle r in B oardm an o f a d isp u te between the caller and an ex girlfriend. B oardm an P olice Dept, received a report from a caller in Boardman that a sem i-truck hit his sem i tru ck . T here w ere no injuries. B oardm an P olice Dept, officer assisted DHS w ith an asse ssm e n t in Boardman. B oardm an P olice Dept, officer gave a male subject in Boardman one week to register a vehicle that he had had for 4-5 months. If the vehicle wasn't registered the subject would receive a citation. B oardm an P olice Dept, received a report from a c aller in B oardm an of computer fraud. B oardm an P olice Dept., Boardman Fire Dept, B oardm an am b u lan ce received a report from a c aller in B oardm an o f a structure fire at the Econo Lodge. It was determined to be a false alarm. B oardm an Police Dept, received a request for a specific dept, unit to do a death notification. B oardm an P olice Dept, officer cited Lorena Madrigal Barraza, 23, for Violation of the Speed Limit, 42 mph in a 25 mph zone. D ec. 8: M CSO received a report from a caller in Irrigon of sisters fighting at a residence. M CSO received a rep o rt from a c a lle r at K inzua in H eppner o f a flashlight in a warehouse but no one is supposed to be there. No other vehicles were seen. Two people were seen in the building. John Richard LeDoux, 53, was charged with Burglary I, Theft II, Criminal Trespass II, Criminal Mischief II, and Possession of a Burglary Tool. M CSO received a report of a possible trespass in progress on Fredrickson Farms. M CSO received a rep o rt from a c a lle r in H eppner o f a b o ttle o f Vicodin missing a week ago. M CSO received a rep o rt from a c a lle r in B oardm an reg ard in g information about a chemical shoot. M CSO received a report from a caller on 1-84 e astb o u n d o f a vehicle ta ilg a tin g and d riv in g carelessly. MCSO deputy cited Dawnica Ray Blurton, 35, for Maintaining a Dog as a Public Nuisance. M CSO received a report of a new guardrail going dow n from the Heppner High School was vandalized. M CSO received a hang-up 911 call from a c aller in Irrigon. It was determined to be a misdial in attempt to dial a 922 number. MCSO received a rep o rt from a c a lle r in Boardman that four sheets of metal and a chain saw were missing. M CSO received a rep o rt from a c a lle r in B oardm an that som eone broke into the neighbor’s garage; the door was pried open som etim e after the neighbor left for work. M CSO receiv ed rep o rts from c a lle rs in Irrigon of a restraining order violation. M CSO , Irrigon ambulance received a report from a caller in Irrigon that a subject just attacked her and th ere are several witnesses. M CSO received a rep o rt from a c a lle r in H eppner that a dog that doesn’t belong to the caller got into her pickup and scratched the tailgate. It was determined the dog’s owner contacted the caller and they w ould handle the issue themselves. M CSO received a rep o rt from a c a lle r in Hardman of a suspicious vehicle d riv in g around Hardman. MCSO, Boardman Police D ept, receiv ed a rep o rt from a c a lle r in B oardm an o f a fig h t in progress at a location. Units were unable to locate any fight. B oardm an Police Dept, officer cited David Shane Molina, 28, for No Operator’s License. B oardm an Police Dept, officer cited a male subject for Driving while L icen se S uspended Violation, Driving Without Insurance, and Failure to Renew Registration. I Boardm an Police Dept, received a report from a caller in Boardman that a male subject tried to start a fight with him. The subject left. A female subject was cited for DUII. Heppner ambulance tra n sp o rte d a p atien t to K adlec H o sp ital in Kennewick, WA. Heppner Fire Dept, received a report from a caller in H eppner that a female subject was burning items in a barrel without a permit. B o a r d m a n ambulance received a report from a caller in Boardman of a female subject with chest pains. The p a tien t was tra n sp o rte d to G ood Shepherd Medical Center in Hermiston. D ec. 9: M CSO received a report from a caller in Irrigon of someone in dark clothing running across her back yard. The caller has a fenced back yard. M CSO received a report from a caller in Moro that a cement truck spun out of control and was blocking tra ffic . T here w ere no in ju ries. T he call was transferred to Tri-Com. M CSO received a report from a caller in Irrigon that a female subject was moving all the property out a residence, including a tv and appliances. MCSO then received several reports of the female subject and items in her vehicle. It was an ongoing issue. MCSO deputy cited a subject on Highway 74 for Violation of the Basic Rule, 75 mph in a 55 mph zone. MCSO deputy cited Hulfrano Lopez Ramirez, 29, for Driving while License Suspended, Failure to Carry Insurance. The vehicle was impounded. MCSO deputy cited Anthony Leroy Davis, 51, fo r D U II, and cited for D efectiv e L ig h tin g and Failure to Carry Proof of Insurance. Davis was cited and released to appear. MCSO, Boardman P o lice D ept, receiv ed a rep o rt from a c a lle r in Boardman of a tenant issue. A male subject threatened the caller verbally and came back again after he found out he was served eviction papers. MCSO deputy cited M iguel A ngel M endiola Abarca, 24, for Violation of the Basic Rule, 81 mph in a 65 mph zone. M CSO received a report from an anonymous caller in Boardman that a drug deal would happen at a location on Tower Road. MCSO deputy cited a female subject for Violation of the Speed Limit, 79 mph in a 65 mph zone. B oardm an P olice Dept, officer cited David Gustavo Zaragoza Estrada, 24, for Driving while License Suspended V iolation, No Insurance, and Failure to Register Vehicle. The vehicle was impounded. B oardm an P olice Dept, received a report from a caller in Boardman that it appears som eone poured acid on vehicles. B oardm an P olice Dept, received a report of another criminal m ischief complaint in the area. B oardm an P olice Dept, received a report from Oregon State Police of a vehicle on 1-84 speeding 8 5 - 90+ mph. Dec. 10: M CSO deputy arrested Steven John Kenney, 42, for Possession of a Controlled Substance II, D elivery o f a C ontrolled Substance, Schedule II, and Manufacture of a Controlled S u b stan ce, S ch ed u le II. Kenney was lodged at the Umatilla County Jail. His vehicle was impounded. M CSO received a rep o rt from a c a lle r in H ep p n er that a su b ject bought beer and said he was going for a drive. He put beer in a cooler and one in the console. MCSO received a rep o rt from a c a lle r in Boardm an o f three male teenagers trespassing on her property. The c aller has talked with them before and asked them not to be on her property. The juveniles were warned about trespassing and that next time charges will be pressed. MCSO deputy cited O felia B alcazar, 47, for Violation of the Basic Rule, 82 mph in a 55 mph zone. M CSO received a rep o rt from a c a lle r in Boardman that his dog and hay were stolen. The dog was taken today, but the hay has been missing since last week. M CSO received a report from an anonymous c aller in B oardm an o f a possible fight on Tow er Road. B oardm an Police Dept, assisted with traffic control during a parade. B oardm an Police Dept, received a report from a caller in Boardman that a truck drove o ff w ithout paying for $30 in gasoline. Irrigon Fire Dept, received a report from a caller in Irrigon of a natural gas smell coming from in front o f the c a lle r ’s residence. D e c .II: -MCSO issued a citation to Robert Clyde Robertson Jr., 39, for not having an operating license. -MCSO received a request for extra patrol for an area in Irrigon that the reporter w itn essed an unknow n person take a red DeWalt Drill from their back yard. The DeWalt Drill case was found in the field next to the house. -MCSO assisted BFD and Boardman Ambulance on a fire that was at C ascade Specialties. -MCSO requested contact regarding privacy issues and p ictu re cell phones in Heppner. -MCSO received a report that the c o m p la in a n t’s shoulder oxygen tank was taken from her pickup while it was p arked at her residence. -MCSO received a report that a street sign by Riverside in Heppner was down. -MCSO received a report that the reporter's door was kicked in at residence. -MCSO received a report that a subject had driven back and forth at least three times in front of a reporter's resid en ce in lone. The subjects turned out to be roofers working in the area. -MCSO received a report that two horses were on a road in Boardman, along with two cows standing in a ditch. -MCSO recovered a large amount of copper wire from a male subject who had it reported stolen in Irrigon. -MCSO received a report that the reporter’s nephew was at a subject's house in H erm iston and he stole $1,000 from him . The reporter requested deputy for possible drug use. -MCSO received a report that someone used a John Deer Front end loader to steal approximately ten yards of gravel in Heppner. -MCSO received a report that the reporter’s neighbor ran o v er her dog. the reporter requested a deputy to dispatch.
