COURT will hold the follow
ing hearing of public interest on
W ednesday, N ovem ber 22,
2006, at 10:00 a.m. at the Mor
row County C ourthouse in
Heppner, Oregon.
Adopt by R esolu tion the
Morrow County Pre-Disaster
Mitigation Program Plan. This
non-regulatory Plan provides a
set of actions to prepare for and
reduce the risks posed by nat
ural hazards through education
and outreach programs, the
development o f partnerships,
and the implementation o f pre
ventative activities such as land
use or watershed management
programs.

Sheriff's Office reports han
dling the following business:
Oct. 27: -Heppner
A m bulance receiv ed a
request from a subject that
he would like EMS available
while he was on the line by
the football field in Heppner.
-BPD was advised
that the reporter's SUV with
her five children was stolen
while she was in the bank.
BPD responded and the
reporter's sister-in-law had
taken the car and she thought
the reporter saw her.
-B PD receiv ed a
report about a m ale
shoplifter that was being held
at the store until BPD could
respond.
-B PD receiv ed a
report that the reporter’s 12-
year-old grandson found a
rubber glove inside out with
a w hite su b stan ce in
Boardman.
-B PD receiv ed a
report about a small bag of
m ariju an a found on the
football field. The bag was
turned into BPD.
-B PD re ceiv ed a
report about the reporter's

nephew that had left with an
uncle ag ain , w ith o u t
p e rm issio n , going to
Hermiston.

Ambulance assisted a female
who had fallen and hurt her
hip.
O ct. 28: -M C SO

M atyear, 55, for Driving
U nder the Influence and
Criminal Mischief II.
-M C SO
made
contact with some juveniles
that they had stopped earlier
at the M arina Park East
Access Road. They didn’t go
home after midnight and they
didn’t take the 15-year-old
female home immediately as
they were instructed. All
ju v e n ile s were cited for
curfew violations.
-MCSO received a
report that while the reporter
was out of town, someone
came in and stole two bottles
of Vicodin.
-MCSO received a
report that the re p o rte r’s
neighbor was a having a
seizure and the rep o rter
knows CPR and advised she
was going to perform it.
-MCSO received a
report that an elderly woman
that fell the day before, could
not get up the next day.
Heppner Ambulance assisted
and Life Line was requested.
-MCSO received a
rep o rt abou t a d isab led
vehicle that may have been
broken into.
-MCSO received a
rep o rt th at the re p o rte r
advised there was a fire East
o f the m outh o f the
Deschutes River on 1-84.
The fire at that time had
reached the hillside, but no
structures.
-MCSO received a
report about a single elderly
woman whose motor home
had broken dow n in the
m iddle o f the road. The
reporter was concerned for
the woman's safety.
-M C SO arrested
Gustavo Lopez Dominguez,
20, for failing to appear for
driving while suspended.
-M C SO issued a
cita tio n to Rondi M arie
O ber, 45, for d e fe ctiv e
equipment.
-B PD issued a
citation to Geoffrey Stephen
Smith, 57, for Theft III.
-B PD receiv ed a
report about a subject that
had choked the reporter. The
subject had been drinking.

Ambulance assisted a female
subject that had previous
surgery on her knee that was
passing out and had a fever.

Ambulance received a report
that the reporter's friend had
been sick for 15 days. The
p a tie n t d id n ’t w ant the
expense of an ambulance.
The dispatch advised they
should send an ambulance or
the reporter should take the
subject to the ER.

received a report from the
Hermiston Police Dept, that
Douglas Duane Jones, 28,
was arrested on a Circuit

that there was a fawn with a
broken leg;her husband had
to cut it out of a fence.

report from a caller on 1-84
w estbound regarding two
vehicles with two females
who looked like they needed
assistance.
M CSO received a
report from a caller in Imgon
that som etim e during the
night her vehicle was stolen.
M CSO received a
report from a caller in Irrigon
that he saw the neighbor’s
dog com e onto his back
porch and kill his cat. A male
subject was cited for Dog at
Large.
M CSO received a
report from a caller in Irrigon
that a prescription drug that
belongs to the caller’s son
was being given to a female
subject. The caller’s son said
he gave the medication to
her.

vehicle on 1-84 eastbound

approximately 103 mph. The
GCSO caught up with the
vehicle on milepost 148.

report from a caller in Irrigon
that someone broke the lock
to a Peterbilt and stole items.

report from a caller in Irrigon
that junior high school boys
were attem pting to steal
bags of cans from the caller's
back yard.

Fire Dept, received a report
from a caller on Sandhollow
Road that she rolled her
vehicle. She was not injured
but the car was blocking one
lane and partially blocking
the other.

Boardman that people were
fighting on the soccer field
near the Port of Morrow.
T here were no w eapons
involved but other people
were running to the field and
joining in. It was determined
there was a lot of pushing but
no assaults or injuries.

suspicious camper east of the
Boardman rest area. It was
determined all was okay; it
appeared the owners of the
vehicle were duck hunting.

door on a high voltage shed
was pried off and removed
from its frame.

arrested on Probable Cause
charges of Possession of a
Controlled Substance II. He
was cited at released to
appear.

report from a caller in Irrigon
that a subject stole one of his
credit cards and is buying
drugs off the Internet.

front door was open and she

domestic incident that just
occurred. The caller was
outside the house with all her
things. The caller said this
was not the first time he had
kicked her out.

received a report of traffic
barriers on 1-84 had been

advised.

report from a caller in Irrigon
that she was passed in a
school zone by an SUV that
was right on her bumper like
the driver was pushing her
out o f the way and then
passed her. An extra patrol
was req u ested in the
morning when children are
going to school at A .C.

Heppner that a pickup drove
through an intersection near
the elementary school with
no regard for the children in
the area. The driver was
advised to slow down in the
area.
