Heppner Gazette-Times, Heppner, Oregon Wednesday, September 13,2006 - FIVE 1st annual Morrow County heifer futurity to be held Preparations underway for T his y e ar the m easurem en t and her removal of any beef entry October scarecrow contest Morrow County Extension S ervice and 4-H /FFA program is pleased to announce the 1st Annual Heifer Futurity. This year the 1st Annual Morrow County Heifer Futurity is Saturday, Sept. 30, 2006 at 4 p.m. at the M orrow C ounty Fairgrounds. A free hearty dinner will be served for all those who attend sponsored by the M orrow C ounty Livestock Growers, which is then fo llo w ed by a w onderful guest speaker. The Futurity Heifer sale will w rap up the ev en in g , allowing project members to take their heifers home for the first tim e. Those attending the dinner should RSVPby Friday, Sept. 15 to 676-9642. T he goal for the Heifer Futurity program is to teach p ro ject m em bers (Morrow County 4-H and FFA members between the grades of 4th and 11th) how to raise a high quality beef replacement heifer that will produce superior offspring and eventually maximize the performance of any herd. This program will teach project members how to excel in animal husbandry. Each m em ber w ill participate in workshops and various shows throughout the year. H eifer Futurity members will have First-hand experience at how to select, raise and breed qu ality replacement beef heifers. G u id e lin e s for M orrow C ounty H eifer Futurity include: H eifer E ligibility- Purebred and commercial beef replacement heifers are eligible; no registered heifers w ill be allow ed to sell. H eifers w ill be selected through an ap p lic atio n process and sold at the annual Heifer Futurity Sale in Septem ber to 4-H and FFA project members. Prior to being sold to project members, heifers must be p a rtia lly h a lte r broke, structurally sound, current on vaccinations, and polled or have their horns tipped to ensure safety. The heifer must be of a beef breed and shall not show signs of dairy breed influence. The heifer m ust have been born between Dec. 1, 2005 and April 15, 2006. H eifers w ill be brought to the fairgrounds the morning of Sept. 30 to set-up for a public viewing before the sale. When the heifers are brought in, they w ill be checked by a veterinarian for a pelvic breeding potential. This is m eant to be a learning experience for the project members on how to prepare for breeding, pregnancy and calving and to check each heifer’s ability to breed to minimize calving problems. O w n e r s h i p Requirements- The project members must purchase the heifer at the Heifer Futurity Sale held Sept. 30 at the M orrow C ounty Fairgrounds. Payment must be m ade im m ed iately following the sale. If the purchaser does not pay after the sale, a p p ro p ria te disciplinary action will be taken. The P roject Agreement form had to be completed and returned to the M orrow C ounty Extension office on or before August 25, 2006. H ealth - B efore heifers are sold to project m em bers, h eifers are req u ired to have been Brucellosis vaccinated and ta tto o ed . A cu rren t vaccination history needs to be subm itted w ith the Futurity Heifer Application. Any vaccinations needed after the Futurity sale are the responsibility of the project m em ber and m ust be recorded in project records. Judging- The same guidelines for the Morrow County Fair will be applied to the Heifer Futurity. Prizes will be awarded separately to 4-H and FFA F uturity Heifers. All h eifers that qualify for the sale may sell at the F u tu rity sale in Septem ber if the project m em ber so chooses. An exhibitor may not show or sell more than one futurity heifer. If the e x h ib ito r chooses not to sell, it is encouraged that that year's futurity heifer is brought back to show within one year, preferably with a calf at her side. T em peram ent o f Heifers- Heifers must be gentle and trained to lead w ith a show halter. The heifers will be partially halter broke prior to being sold at the Futurity Sale to project m em bers. A dditional training needed following the Futurity sale is the sole responsibility of the project member. The Heifer Futurity committee reserves the right to refuse any heifer that is not docile and properly broke prior to the Futurity Sale. The committee also re serv e s the right to d isq u alify for show competition, and order the that is not g en tle and pro p erly broke to lead, w hich co u ld th erefo re endanger other exhibitors and the public. Substitution- Each heifer is required to be bred by July 15, 2007 and pregnancy checked within three months of breeding before show ing at the Morrow County Fair. If a breeding or health problem occurs as evidenced by a veterinarian or the project leader/advisor in charge, notify a committee member or the M orrow C ounty E x ten sio n office im m ediately. The heifer should be pregnancy ch eck ed to ensure the condition of the heifer prior to the Morrow County Fair and Heifer Futurity sale. If the h e ife r is open after numerous attempts to breed, it is the responsibility of the project member to Find a way to breed the futurity heifer. No fu tu rity h eifer substitution will be allowed. P r o j e c t R eq u irem en ts and Management- The member must have adequate facilities and feed for the project. If the p ro ject m em ber is planning to calve out the heifer, proper facilities and eq u ip m en t are needed. Heifers should be fed for continuous growth, gaining a p p ro x im ately 1 to IV 2 pounds per day. The heifer should not become over or underweight. Attendance to all Heifer Futurity functions (including workshops) and complete record keeping is req u ired o f all p roject m em bers. All p roject m embers are required to make each Heifer Futurity function. If they must be excused from a function, the project member first must get approval from a committee member or they will be disqualified from continuing to participate in the futurity. P ro ject R ecord K eeping- Each exhibitor m ust m aintain w ritten records in order to document the m anagem ent o f their heifer project. The required Heifer Futurity records for 4-H m em bers are: (FFA m em bers co n tact your advisor for required records) 4-H Animal Science Record, 4-H Cow P roduction R ecord and 4-H H eifer F u tu rity R ecord. This in fo rm atio n shall be su b m itted and made available to the M orrow C ounty Extension office prior to the Futurity Sale in 2007 (d ate yet to be determined). Everyone is invited to participate in the contest, including businesses, individuals, organizations and school classes. First and second place prizes will be awarded in three categories including. Most Welcoming, Funnies and Biggest. Scarecrows can be made of fabric and natural or recycled products that will hold up to outdoor fall weather. All scarecrows must be registered with the Heppner Chamber of Commerce and be in place no later than Oct. 9. Participating numbers must be attached and visible on your scarecrow. Scarecrows must be within city limits to be judged. Judging will be completed by Oct. 30. Sign up sheets are at the Chamber. Sheriff's Report The Morrow County Sheriff’s Office reports han dling the following business: S e p t. 5: M CSO received a complaint from a caller in Irrigon that juveniles were playing loud music from their vehicle. -MCSO received a rep o rt from a c a lle r in Boardman that he is in the process of selling a vehicle to a subject. Reporter stated that the p ay m en ts w ere delinquent and wanted to know his options because it was a private sell. -M C SO cited Randell Leroy Dickenson II, 22, for O p eratin g w ith Im p ro p er L ig h tin g and Failure to Register Vehicle. -MCSO received a driving complaint from a caller in Boardman about erratic driving coming from a white ford van. The vehicle was failing to maintain lane. -MCSO received a report from Linn County that Jose Angel Rodriguez, 35, was arrested on an Morrow C ounty C irc u it C ourt w arran ts fo r Probation Violation/Criminal Mischief I and Failure to A ppear/ Possession of a Controlled S u b stan ce-2 and on an Irrig o n Ju stic e C ourt warrant for Failure to Pay Fine/Maintaining a Dog as a Public Nuisance. He was lodged at Linn County Jail on local charges, with holds placed for Morrow County. -MCSO received a rep o rt from a c a lle r in Boardman that there were tires in the roadw ay. A deputy was requested to move them. -MCSO received a report from a caller in Irrigon that a male subject came to the reporter's residence and threatened to return and steal a bunch of property from the house that the subjects were cleaning. -MCSO received a complaint that there was a large piece of steel in the EB lane of 1-84 mp 179. -MCSO received a rep o rt from a c a lle r in Heppner that a two-year-old male was walking around the playground with no parents in sight. The juvenile was later returned to the parents. -MCSO received a rep o rt from a c a lle r in H eppner that tw o male su b jec ts w ere w alking around trying to sell stuff. The caller requested contact because she wasn't sure if the subjects had a license to sell stuff or if they needed one. Contact was later made with the subjects. -MCSO received a report from a caller in Irrigon that her son’s bike was stolen from Irrigon High School. A deputy later located the bike and returned it to the subject. No charges were filed. -MCSO received a report from a caller in Irrigon stating that she had been watching a child for Five days and the c h ild ’s m other returned to the residence under the in flu en c e o f something. The caller stated she had contacted DHS, but they referred the caller back to MCSO. -MCSO received a report from a c a lle r in H eppner about a m ale subject in the park that has been there for a while. -M C SO cited Evgeny T rifilov, 37, for going 90 mph in a 65 mph zone and driving uninsured. -MCSO received a report from a caller in Irrigon that two Native Americans were putting a net up by the swimming area at the Irrigon Marina. The reporter was worried about a swimmer getting stuck in the net. The call was tra n sfe rre d to Intertribe. -MCSO received a report from ADT that the audible burglary alarm at Heppner High School was going off. The situation was taken care o f by the key holder. -MCSO received a report from a caller in Irrigon stating that his house had been egged. -M C SO issued a citation to a male subject for driving uninsured. -Boardman PD cited David Rodriguez, 36, for No Bike Light. -Boardman PD cited Hortencia Pinedo Cardenas, 46, for failing to obey trafFic control device. -Boardman PD cited Gloria Imelda Murillo, 48, for expired registration. -B oardm an PD received a report that there was a theft in Boardman. -Heppner ambulance assisted a 65-year-old female who was having server chest pains. The subject had a history of heart attack and was transported to Pioneer Memorial Hospital. S e p t. 6: M CSO received a report from Clark County, WA that Raymond Estes. 36, was arrested on a MCSO warrant for Sodomy I, Sex A buse II and Furnishing A lcohol to a minor. OR - 800-567-6488 • USED CARS • 567-3919 report from a caller in Irrigon that he heard a gun shot a few house down from them. -MCSO received a theft complaint from a caller in Heppner that an electric generator had been taken from the residence. -MCSO received a report from a caller in Irrigon stating that her fence line that was dividing the property had been torn down and people were trespassing. -MCSO cited Silva Ann G arto n , 64, fo r Violation of the Speed Limit, 30 mph in a 20 mph school zone. -MCSO received a report from a caller near Boardman that his 30-foot cam p tra ile r w as fully engulfed and there were two full propane tan k s still atta ch e d to the tra ile r, however the pick-up truck had been removed from the trailer. -M C SO cite d Gonzalo Cervantes Suarez, 32, for V iolation o f the Speed Limit, 34 mph in a 20 mph zone. -MCSO cited Jesus F u en tes Perez, 36, for Violation of the Speed Limit, 36 mph in a 20 mph zone and Failure to Carry Proof of Insurance. -MCSO received a rep o rt from a c a lle r in Heppner about a follow-up of a suspicious person that had been in the park. The c a lle r re p o rte d that the subject came back and was lying down by the trees. -MCSO cited Alvaro Corcuera Morales, 35, for driving uninsured and failing to change inform ation on drivers license. -MCSO received a rep o rt from a c a lle r in Heppner that two juveniles, one 12 years old, had been left home alone for a couple of days. The mother later made contact and reported she would be home soon. -MCSO cited David V illegas, 20, for driving uninsured and operating a v eh icle w ith o u t p ro p er lighting equipment. -M C SO cite d Shannondoah Joseph Clell Gasper, 28, for Violation of the Speed Limit, 80 mph in a 65 mph zone, driving while suspended- violation, driving uninsured and for possession of less than an ounce of marijuana. The vehicle was impounded. -MCSO received a rep o rt that the c a lle r ’s mother’s utility trailer was stolen from Umatilla and is now parked at a residence in Irrigon. -MCSO received a report from a caller in Irrigon that her cell phone was stolen and then later returned to her. She requested contact because she knew who had the phone. -MCSO received a call from a reporter in lone regarding her 95-year-old grandmother that was having criminal activity happening to her. -MCSO received a report that Hermiston PD a rre sted Jam es G ary Johnson. 42. for a probation violation.
