Water Quality
Planning for
Willow Creek Basin
Departm ent of
Hosted by Morrow SWCD
DEQ
First Tuesdays in March, 5 p.m.
at the Morrow Soil and Water
Conservation District Office,
430 Heppner/Lexington Highway
DEQ is studying water quality in Willow Creek and its
tributaries. Temperature and pH measurements in Willow
Creek periodically exceed State water quality standards.
Bacteria levels in the Balm Fork are above standards as
well. The study will determine target levels of pollutants
or other controls needed for streams to meet standards.
Plans will then be prepared by land and water
management authorities to achieve those goals.
We want to hear your questions and concerns. On March
7 and subsequent meetings. DEQ staff will present
findings and will he available to answer questions and
discuss what this may mean to you. After the discussions
and draft documentation are completed, a formal public
comment period and hearings will be held, as early as
June of 2006. Comments can also be made to the
Pendleton DEQ office any time during the development of
these “Total Maximum Daily Loads and Water Quality
Management Plans.“
Please join us at any or all of these sessions to talk about
the plan to restore and protect water quality in the Willow
Creek Suhhasin.
For more information, please contact Don Butcher, with
DEQ in Pendleton, at (541) 278-4603 or (800) 304-3513.
Information is also available through your local Morrow

Cyclist expresses appreciation for
Heppner participation
To the Editor:
Dear Residents of Heppner,
They say it is never
too late to do something. In
my case, I hope “ do
something,” means writing a
letter o f appreciation for
som ething in 2005 that I
should have written in 2005.
I wanted to give my
a p p re cia tio n
to y o u r
co m m u n ity
fo r
the
sp o n so rsh ip , d o n a tio n s,
volunteers and support on
the 2005 Columbia Plateau
Cycling Race. I appreciate
the warmth your town gave
tow ards m y self and my
cycling peers during the
athletic com petition. It is
really your involvement and
co o p eratio n th at m akes
these cycling races happen.
Your help p ro m o tes a
healthy alternative for kids
and adults to spend their free
time. Your support fosters an
environment for our future
Olympic athletes and even
Tour de France riders. If it
was not for your community,
I would not even get the
future opportunity to tell my
g ran d k id s all the w acky
stories that go along with
cycling races.
My New Y e ar’s
resolution is to write these
letters for events like this
that I take a part of in a more
timely fashion.

Help needed for litter pickup
To the Editor:
Due to doing a
rather silly thing on skis, I am
unable to head up the Adopt-
A-Highway Litter Pickup on
the state highways through
tow n p rio r to the St.
Patrick’s Celebration.
1 w ould like to
appeal to the residents and
b u sin esses on the state
highways to do their usual
great job of cleaning up their
highway frontages prior to
the St. Patrick's Celebration.
The next “form al”
litter pick up will be prior to
Memorial Day weekend.
I a p p re c ia te your
