The people who took part in the cerem ony included Heppner Legion Post No. 87. Ed Baker, Commander, which presented the colors; Pastor Keith Brudevold, who gave the invocation; past Mayor, Cliff Green, who described the early history of the dam; present M ayor, Bob Jepsen, who presented the current benefits of the dam and reservoir; City Manager, Jerry Breazeale, who explained the dam’s benefits in regard to floodway and flood plain rem apping; U.S.F.S. D istrict Ranger, A ndrei’ Rykoff, who discussed relationship of the interpretive sign to the Blue Mountain Scenic Byway; and Skip Mathews who commented on the facilities that are managed by the South Morrow Park District at the lake and the benefits to agriculture provided by the impounded water. Also, thanks is extended to Dan D unnett and John Carlson of the U.S. Army Corps of Engineers for their efforts in facilitatin g the completion and installation of the interpretive sign. Finally, I want to express appreciation to the H eppner C ham ber of Com m erce and C laudia Hughes and my many friends for helping me keep my energy focused on completing the sign project.
