Heppner Gazette-Times, Heppner, Oregon Wednesday, December 24, 2003 - SEVEN Sheriff's Report T he M orrow C ou n ty Sheriff’s Office (MCSO) re ports handling the following business: A ug. 12 : M CSO re c e iv e d a re p o rt th a t th e ow ner o f a lost and found w a lle t w a s lo c a te d a n d advised that his wallet was at the sheriff’s office. -M C S O rec e iv e d a 911 call from a residence in Irrig o n re p o rtin g th a t the caller’s dad had cut his finger but his m om had taken care o f the problem and no assistance w as needed. -M C S O rec e iv e d a report from Portland PD that S te v e n J. D o y le , 3 6 , w as arrested on a H eppner Justice C ou rt w arrant for Failure to P a y F in e /D r iv in g w h ile S u s p e n d e d . S u b je c t w a s lodged at M ultnomah County jail w ith no local charges. -M C S O rec e iv e d a report from U m atilla County Jail th at Joseph Lee Sw ope, 22, w as arrested at UC Jail on an I rr ig o n J u s tic e C o u rt warrant for Failure to Pay Fin/ H it a n d R u n P r o p e r ty Damage. The subject also had a Parole and Probation hold. -M C S O , H e p p n e r F D rec e iv e d a rep o rt o f a general fire alarm at H eppner Elementary School. -M C SO cited Joshua Todd VandeVanter, 22, for Criminal Trespass II, Criminal M ischief II and Unlawful Use o f a M otor Vehicle. -M C S O rec e iv e d a r e p o r t fro m a c a ll e r in B oardm an that the neighbor w o n ’t turn dow n their m usic and the caller can ’t sleep. -M C S O rec e iv e d a report from a caller in Heppner that a m ale and female subject had been fighting and there was possibly physical violence included. It w as determ ined that everything was all right. -M C S O rec e iv e d a re p o rt o f a p o ssib le D U II h e a d in g fro m th e dam to H eppner. T he vehicle kept crossing the fog line. | -M C S O rec e iv e d a report from a caller in Irrigon that the n e ig h b o r’s dogs are chasing cars and com ing into her yard. A subject w as cited for M aintaining a D og as a P u b lic N u isa n ce . A n o th e r s u b je c t , R o b e r t A lle n R adabah, Jr., 24, w as also cited for Maintaining a Dog as a Public Nuisance. -M C S O rec e iv e d a r e q u e s t f o r in f o r m a tio n regarding the caller’s brother’s arrest. -M C S O rec e iv e d a rep o rt from a caller at the B o ard m an rest area that a propane tank was along the side o f the road on 1-84 ju st w est o f the rest area. -M C S O c ite d Jo se Luis Fonseca, 52, for Driving w hile Suspended-I and N o Insurance. -M C S O rec e iv e d a req u est for deputy contact fro m a c a ll e r in I r r ig o n r e g a r d in g th e n e ig h b o r s harassing her daughters at this tim e and playing their m usic loud. -M C S O receiv ed a req u est for deputy contact fro m a c a ll e r in I rr ig o n regarding the caller’s window and front step being egged during the night. -M C S O c ite d Enrique Arias Velasco, 25, for D riving w hile Suspended-I and D riving U ninsured. The vehicle was impounded. -M C S O receiv ed a report o f a m otion alarm at A .C . H o u g h to n . It w a s determined to be an employee error and everything was okay. -M C S O rec e iv e d a request for deputy contact fro m a c a lle r in H e p p n e r regarding locking his keys in the car. A locksmith was called. I -M C S O rec e iv e d a report from a caller in Irrigon t h a t a s u b je c t w a s a t a residence he w asn’t supposed to be at per ren ter and no a d u lts w e re h o m e , o n ly children. -M C S O rec e iv e d a request for a house w atch in Heppner while the subject was out o f town. -M C S O rec e iv e d a re q u e st for ph o n e co n tact regarding a civil issue. -M C S O rec e iv e d a r e p o r t fro m a c a ll e r in Boardman that a U-Haul truck was traveling through the area very slow ly w ith a pick up driving behind it. Caller did not know o f anyone m oving in or out o f the area. A u g . 13: M C SO received an abandoned 911 call from Sentry M arket in Irrigon. Dispatch thought they h e a rd a fem ale v o ice say, “L eave m e alone” and then hung up. It was determ ined to be a dom estic disturbance. -M C S O re c e iv e d a request for inform ation from th e P o rt o f P o r tla n d PD regarding tw o juveniles being detained for curfew violation. -M C S O re c e iv e d a re p o rt th a t a v e h ic le w as repossessed from a residence in Boardman. -M CSO cited Ramon O lg u in M a rtin e z , 30, for Violation o f the Basic Rule, 88 m ph in a 65 m ph zone. -M C S O rec e iv e d a report from a caller in Irrigon reporting vandalism to his residence and vehicle. His yard w as toilet papered and the vehicle was written on. -M C S O rec e iv e d a report from M orrow County Fairground that a m irror had been stolen from a vendor during the night. -M C S O re c e iv e d a re q u e s t fo r a c h e c k o n a vehicle. The vehicle returned stolen out ofU C SO . A deputy advised he had a visual o f the vehicle and tw o subjects who had just entered Sentry Market in B o a rd m a n . T o b y D a le R odriguez, 32 w as arrested for U nlaw ful U se o f a M otor V ehicle and D riving w hile S u s p e n d e d -m is d e m e a n o r. K enneth Jam es Sicard, 43, was also arrested for Unlawful U se o f a M otor Vehicle. Both s u b je c ts w e re lo d g e d a t Umatilla County Jail. -M C S O rec e iv e d a report from M CH D that a dog bite occurred to a mail earner the previous day. M CH D left a m essa g e at th e o w n e r’s r e s id e n c e . N o m e d ic a l attention w as needed at the tim e o f the occurrence. -M C S O rec e iv e d a request for contact through IJC for a subject in Boardman regarding a bicycle she had found on h er property and w a n te d to k n o w i f it w as stolen. -M C S O re c e iv e d a report from Hermiston PD that H o lly H . M a c k , 3 2 , w as arrested on a M orrow County C irc u it C o u rt w a rra n t for Failure to Appear/Possession o f a C ontrolled Substance II and Failure to Appear/Driving w h ile S uspended- m isdem eanor. S ubject w as cited and released to appear. -M C S O rec e iv e d a report from a caller in Heppner that a vehicle w as speeding extrem ely fast on M organ St. and is now at the high school. -M C S O re c e iv e d a report o f a possible D U II in Boardman. -M C S O receiv ed a 911 h a n g u p c a ll fro m a residence in Boardm an. The line w as busy on call back. -M C S O receiv ed a re q u e s t fo r a b a c k g ro u n d ch e ck from the P endleton Recruiting Station. -M C S O receiv ed a req u est for dep u ty contact fro m a c a lle r in H e p p n e r regarding a traffic question. -M C S O receiv ed a report from Um atilla County Jail th at D an iel D ew ayne Brasel, 41, was arrested on a M orrow County Circuit Court warrant for Failure to Appear/ Forgery I, T heft II. Subject was already lodged at UCJ on two UCSO warrant with a hold placed for M CSO . - B o a rd m a n PD received a request for officer contact regarding a subject h a ra ssin g an e m p lo y e e at Boardman Pharmacy. -M C S O a rre s te d a juvenile subject on an Irrigon Ju stic e C o u rt w arran t for F ailure to A p p ear/D riv in g while Suspended. -M C S O receiv ed a report from Um atilla PD that C la y V. H a y n e s, 32, w as arrested on an Irrigon Justice C ourt w arrant for Failure to Pay Fine/Maintaining a Dog as a Public N uisance. Subject w as cited an d rele ase d to appear. -M C S O receiv ed a report from Irrigon 76 Station that the c a ller’s husband had pushed her and her son out o f a vehicle. She advised that she a n d h e r h u s b a n d w e re in to x ic a te d a n d th a t h e r husband had tw o 5-year-old c h ild r e n w ith h im . A n ambulance was paged and then cancelled as victim refused. A deputy attem pted contact at the residence but there was no answer. A u g . 14: B oardm an PD receiv ed a request for office contact regarding an unknow n m ale pounding on doors and chasing and yelling at people. S ubject w as no longer there w hen the officer arrived. -M C S O rec e iv e d a request for deputy contact fro m a c a lle r in H e p p n e r regarding a dog barking all evening. T he caller did not w ho the dog belonged to. -M C S O receiv ed a request for deputy contact fro m a c a ll e r in I rr ig o n regarding yelling and carrying on outside a residence. -M C S O to o k in to custody, K enneth Freda, 42, fo r A ssa u lt IV D o m e stic , I n te r fe r in g w ith a P e a c e O fficer and Resisting Arrest. The subject w as lodged at Umatilla County Jail. -M C S O receiv ed a report from Polk County that Vu A nh N g u y e n , 34, w as arrested for Trespassing with an a d d itio n a l M u ltn o m ah C ounty w arrant and a hold placed for an Irrigon Justice C ourt w arrant for Failure to A pp ear/N eg o tiatin g a Bad C h e c k . T h e s u b je c t w a s lodged at Polk County Jail. - B o a rd m a n PD received a report that subjects h a d g o tte n fu e l a t th e Boardman 76 Station but were unable to pay for it and left for H erm iston to get cash. The vehicle had open containers and the occupants appeared to be under 21. The vehicle o w n er w as c o n ta c te d and advised that their son w as making payment on the vehicle and requested the vehicle be to w e d . L a te r th e th r e e occupants returned and were is s u e d c it a ti o n s . B ria n G utierrez, 18, w as cited for M IP -A lc o h o ! by Consumption; Nick Gutierrez, 18, w as cited for Possession o f a C on tro lled Substance L ess th a n O n e O u n c e o f M arijuana; and Tyler H oyt, 19, w a s c ite d fo r M IP - Alcohol by Consumption. - B o a rd m a n PD received a request for contact regarding tw o dogs in the caller’s yard. -M C S O receiv ed a r e p o r t fro m a c a ll e r in Boardman that som e one had broken into her van and taken cash out o f it. -M C SO , B oardm an PD receiv ed a report o f a verbal dispute. - B o a rd m a n PD receiv ed a report that tw o dogs where in the caller’s yard th re a te n in g her. S he also reported that the dogs had left. -M C SO receiv ed a report o f a tractor broke down on Bombing Range Road and the d riv e r does not speak English. -M C S O c ite d a ju v en ile m ale for C rim inal M ischiefll. -M C SO receiv ed a report from a caller in Heppner that he believes that a check that w as m ailed to him was taken out o f his mailbox. - B o a rd m a n PD rec e iv e d a rep o rt th at the caller’s picked up w as egged during the night. -M C S O rec e iv e d a report from a caller in lone that a pickup w ith a trailer was c a m p e d on th e c a l l e r ’s property and had been told to leave and d id n ’t. D eputies were unable to locate anyone camping. -M CSO cited M arco A ntonio G onzalez, 29, for Disobeying a Traffic Control Device and N o Insurance. -M C S O , OSP received a report o f a m ale w alking down the fog line o f 1-84 W B at m p 153. -M C S O c ite d A nthony Satoru Sum ida, 62, for Violation o f the Basic Rule, 72 m ph in a 55 mph zone. A u g . 15: M C S O r e c e iv e d a r e p o r t fro m Hermiston PD that Benjamin M arvin, 24, w as arrested on an H ep p n e r Ju stic e C ourt w arrant for Failure to Pay Fine/C arrying a C oncealed W eapon. -M C S O , OSP received a report o f a fem ale w alk in g e a stb o u n d on the westbound side o f 1-84 at mp 156. -M C SO cited A lbert Dean Boyle, 44, for Exceeding the M aximum Speed, 85 mph in a 65 mph zone. -M C S O rec e iv e d a request for a records check on tw o subjects. -M C SO , B oardm an PD and OSP received a report o f a possible restraining order violation in Boardm an. The subject refused service and advised he would return to the location. -M C S O receiv ed a w a lk - in req u e st fo r information regarding having his son on felony probation m ove in w ith him and w hat guns he needed to dispose of. -M C S O rec e iv e d a request for contact regarding retrieving her things from her ex-husband’s residence. -M C SO rec e iv e d a report o f a vehicle all over the road on Hw y 74 at B unker Hill. -B o a rd m a n PD received a request from the B oardm an C hevron for an ambulance for a male that was seizing. -B o a rd m a n PD received a report from the Sentry M arket payphone in Boardm an that a fem ale had left tw o children in a vehicle a n d w e n t in to th e s to re . Deputies were unable to locate the subject. -M C S O rec e iv e d a report from a caller in Heppner that a vehicle pulling a trailer is blocking her driveway. -M C S O rec e iv e d a report from a caller in Irrigon that tw o bicycles w ere ju st w est o f his property and had been there all day. He thought they m ay possibly be stolen and there was no one around. -M C S O rec e iv e d a report from a caller in Heppner that a subject had trespassed on his property. The caller did not w ant to m ake a report at that time but wanted to have it logged. - B o a rd m a n PD , B o a rd m a n a m b u la n c e re c e iv e d a re q u e st for an am bulance from a caller in Boardman for the caller’s 20- year-old girlfriend that was in and out o f consciousness. The subject w as tran sp o rted to G o o d S h e p h e rd M e d ic a l Center in Hermiston. -M C S O re c e iv e a request for contact from a caller in Boardman regarding the caller’s landlord throwing his things out o f the residence he w as renting and putting them along side the road. -M C S O receiv ed a report that pickup was driving eastbound in the w estbound lane. A second caller advised that is w as a C hevy Tahoe. A u g . 16: M CSO received a report from Hood R iv e r S O th a t th e y h a d a r r e s te d a s u b je c t o n a H e p p n e r J u s tic e C o u rt w arrant for Failure to Pay Fine/Driving while Suspended. -M C S O receiv ed a report from a caller in Heppner that a subject was violating his restraining order. -B o a rd m a n PD received a request for officer c o n ta c t re g a rd in g do g s at large. -M C S O receiv ed a report from a caller in Heppner that his vehicle got sideswiped during the night and no note had been left. -M C S O rec e iv e d a report from a caller in Heppner that it appeared some one had punched out a w indow at the Elks Lodge. -M C S O , H e p p n e r am bulance received a report that a horse fell on a man and he is dow n w ith unknow n in ju rie s. T he su b je c t w as tr a n s p o r t e d to P io n e e r Memorial Hospital. -M C S O receiv ed a report from a caller in Heppner that a driver in a SU V ran a stop sign and was rude to her. ,, - B o a rd m a n PD r e c e iv e d a r e p o r t th a t a subject w as at her residence going through the buildings on the property and w on’t leave. -M C S O receiv ed a report from a caller in Heppner advised that a certain subject w orked at the establishm ent and another subject had came and w ould not leave. -M C S O receiv ed a 911 hang-up call from a caller in B oardm an. Two m inutes later the subjects called back and reported two vicious dogs in her yard. -M C S O receiv ed a report from a caller in lone that s u b je c ts w e re s e ttin g o f f f ir e w o r k s b e h in d h e r residence. -M C S O receiv ed a report that the caller’s bicycle had been stolen. The bicycle was then found. -M C S O c ite d Juan A lta m ira n o , 21, for D U II (B A C .16). T he subject was cited and released. A u g . 18: M CSO received a 911 hang-up call from a residence in Irrigon. It w a s d e te r m in e d to be a misdial. -M C S O a r r e s te d Juan Manuel Zamudio, 29, on a Umatilla County warrant for Failure to A ppear/C arry and Use o f a Dangerous Weapon, Possession o f a D angerous W eapon. T h e su b ject w as lodged at Umatilla County Jail. -M C S O receiv ed a r e p o r t fro m a c a ll e r in Boardman that dogs were out again and this was becom ing an ongoing problem. -M C S O rec e iv e d a report from a caller in Heppner that a fence was hit sometime this weekend. -M C S O receiv ed a report from Hermiston PD that Orlando C ruz Lopez, 18, was arrested for Failure to Appear/ Driving while Suspended. -M C S O receiv ed a request for an am bulance in Irrigon for a 40-year-old male having a possible heart attack. T h e s u b je c t’s a rm s w e re tingling and he w as having trouble b reathing and w as incoherent. The subject w as tr a n s p o r te d to G ood Shepherd M edical C enter in Hermiston. -M C S O rec e iv e d a report from a caller in Irrigon that som eone took her w allet out o f her car while she was at the senior center. -M C S O re c e iv e d a report from a caller in Irrigon th at he had re c e iv e d tw o obscene phone calls w hile at work and w ould like contact. -M C S O , H e p p n e r FD received a report o f a fire approximately five miles south o f H e p p n e r n e a r C la r k s C anyon Road. The fire had spread to the field and the s tr u c tu r e s w e re p o s s ib le threatened. - B o a rd m a n PD received a report o f a vehicle on fire on Patterson Ferry Rd. -M C S O rec e iv e d a request for a standby from a caller in Irrigon while she got her things from a residence. -M C SO rec e iv e d a report from a caller in Irrigon that several vehicles w ere blocking the fire lane. -M C SO rec e iv e d a report from a caller in Irrigon that a 14-to 15-year-old male beat him up. -M C SO , B oardm an PD received a report from a caller in Boardm an that his partner was beating up on him. Eric Brian N elson, 36, w as a r r e s te d fo r A s s a u lt IV D om estic. The subject w as lodged at Umatilla County Jail. -M C SO rec e iv e d a report from Hermiston PD that A bel C laustro-D e La Cruz, 38, was arrested on an Irrigon Ju stic e C o u rt w a rra n t for Failure to A ppear/D U II. The subject was lodged at UC Jail with a warrant out o f Umatilla County also. -M C S O re c e iv e d a report that a semi truck, w ith one headlight and no other lig h ts , w as t r a v e li n g w estbound on 1-84. -M C S O receiv ed a request for deputy contact fro m a c a lle r in Irr ig o n regarding yelling and carrying on at a nearby residence. -M C SO received an abandoned 911 call from a residence in Boardman. There w as no answ er on the call back. A deputy advised that everything was okay. A u g . 19: M C S O received a report o f an audible residential burglar alarm in I rr ig o n . T h e c a ll w a s cancelled. -M C S O rec e iv e d a re q u e st fo r a b a c k g ro u n d check on a fem ale subject from Federal Investigations Processing. The results were mailed. -M C S O receiv ed a re q u e s t fo r a c h e c k on a fe m a le s u b je c t fro m th e U m atilla R eservation. T he subject w as not found in the locals. The results were faxed. -M C S O rec e iv e d a report o f a burglar alarm at a residence in Heppner. It w as determ ined all was okay; the neighbor w as trying to let the cat out. -M C S O re c e iv e d a report from a caller in Heppner w ho found a bag o f garbage in her driveway. -M C S O re c e iv e d a r e p o r t fro m th e M ilto n - F re e w a te r PD th a t L a n c e A ndrew S hanchez, 21, w as arrested on an Irrigon Justice Court w arrant for F ailure to A ppear/C rim inal Trespass II * x3, Criminal M ischiefll. -M C S O re c e iv e d a report from the C orvallis PD that Jill C hristian, 35, w as arrested on an Irrigon Justice C ourt w arrant for F ailure to Pay F ine/N egotiating a B ad Check. She w as lodged at the Benton County Jail with several holds placed.
