Subsequent to the declaration, the Bureau o f R e c la m a tio n re c e iv e d requests from irrigators for the rele ase o f w ater sto red at W illo w G re e k R e se rv o ir. W ithout the w ater releases, farm ers in the W illow Creek area expect severe econom ic losses. A previous drought tem porary declared in 1992 led to temporary contracts for irrig atio n w ater that year. Irrigation w ater has not been contracted from Willow Creek R eservoir storage since that tim e. Should irrig atio n be proposed as a long-term use, a supplem ental inform ation report w ould be prepared by the Corps to address impacts. Marriage Flood reaches beyond city and state To the Editor: Im agine my surprise this m orning w hen my local p a p e r, The A s h la n d Independent, had a lengthy story w ritten by A P writer, Joseph B. Fraizeir, about the 100-year anniversary o f the Heppner flood. Although very few, if any, people here know anything about Heppner, it holds a warm spot in my heart. In 1949, my husband Tilman (Tim) Juett and I took jo b s tea c h in g in the local school system . Tim taught e ig h th g r a d e a n d w a s elem entary principal, and 1 ta u g h t v o c a tio n a l h o m e econom ics in the high school. M r. T e tz w a s th e sc h o o l superintendent and Leonard Pate the high school principal at the time. We loved H eppner’s friendly people. O ur oldest child, Judy, w as bom in the local h o sp ita l in 1952. In 1961, w hen she was 9, we took her from Ohio to Oregon so that she could visit her birthplace. Mrs. Ralph Scott had an open hom e for us and many ex-students and friends came. We visited H eppner again in the late 1980’s shortly before my husband's death. On that trip, Paul and Claudine W arren had us for lunch and th en to o k us on a “ s ig h t seeing” trip, which w as more o f a rem em brance trip. Mrs. A. A nderson also had us for lunch. The Christian Church w as our church hom e w hile there. Several H eppnerites are still on my C h ristm as mailing list, but the number gets smaller each year. Heppner people who have visited with us are Dick and Phyllis Knight, w ho saw us in O hio and Jim and Irma V anoner w ho visited us in Ashland. Both couples were a ffilia te d w ith the school system. The article excited me and I j ust had to write. She is em ployed by C A P E C O in H erm iston as a youth counselor for At Risk Youth. The groom -elect is a 1996 graduate o f H eppner High School. He graduated from N o rth w e st L inem an C ollege in M eridan, ID in 1999. He is e m p lo y e d by SeaW est W ind Pow er as a s u p e r v is o r /te c h n ic ia n in Condon. Both are also actively involved on the Hisler ranch. The couple w ill be m arried on Sept. 20,2003, at 2 p .m ., at S t. P a t r i c k ’s Catholic Church in Heppner. A native ofCalifomia, bom July 22,1929 to Thomas and Verl LaMont in LaHabra, CA. She m oved to O regon in 1965 and lived in Oregon until 1986. L auner w orked as a dispatcher for the M orrow C ounty S h e riff’s O ffice and th e L aG ran d e P o lic e Department. She is su rvived by daughters, Sue Birrell, Reno, N V, Donna Gage, Hermiston; sons, Thomas Launer, Lincoln, N E , J a m e s L a u n e r, J r., Central, AZ, M ark E. Leach was bom July 26,1946, to James and Peggy Leach. He attended public sc h o o ls in P e n d leto n an d g rad u ated from P endleton High School in 1966. With L each’s love o f s p o rts a n d b e in g a ro u n d people, he w as a natural for working in the sports field. He was employed by Kenny/Tom M elton A thletic Store from 1961 th r o u g h 1979. A fterw ards he w orked for Dean’s Athletic Store until his retirement in 1999. In 1977, P endleton High School aw arded Leach the title “ Pendleton’s Num ber 1 Sports Fan.” Leach spent m any years volunteering his time and support working with area sports teams. He enjoyed b e in g in v o lv e d w ith th e Pendleton Schools A thletic events and had a keen ability to tra c k e a c h s t u d e n t ’s individual accom plishm ents. He was a volunteer with The Pendleton Round-Up for over 20 yeas. In 1980, the M ain Street Cow boys honored him w ith the “Tenderfoot o f the Year” aw ard. In 1990, the Babe R uth B aseball A ssociation aw arded him a plaque for his 24 years o f support and hard work. He was recipient o f the “ Buckaroo Booster” award in 1999. T hat sam e year, the Jaycees honored Leach for 26 years o f service to the State 2A B asketball Tournam ent. His special moment in life came when he was playing in his 20th class reunion Alumni Football G am e in 1986 and he scored a 33-yard touchdow n to lead the Evens to victory over the O dds. Score was 20-3. L e a c h ’s f a v o r ite p a s tim e s in c lu d e d s c r a p b o o k in g h is s p o r ts articles, attending professional sp o rtin g e v e n ts, g o in g to rodeos and visiting with family and m any friends. He amazed people with his memory, never forgetting a face or name and he had total recall o f all sports statistics. It was said every “village” needs a Mark Leach, and that Pendleton w as so lucky, as he was loved by all. Survivors include his s is te rs , S h a ry n F in le y o f H eppner and Susan C able o f Pendleton; a niece and three nephews. He was preceded in death by his parents, Jam es and Peggy Leach.
