T he m ajority o f the present board stressed that they e v e n tu a lly in te n d to estab lish a h igh school in Irrigon, but em phasized that criteria were not met. “I’m not voting against an Irrigon high school, I think the tim ing is wrong,” said M cNamee. But, the board also reiterated that they could not bind a new ly- elected board to their decision and a com m ent by Frederickson, “I can't imagine any board going back on its w ord,” elicited groans from the mainly Irrigon audience. G ladys H obbs, long tim e Irrig o n re s id e n t an d former teacher, angry with the board’s decision, commented, “I’ve been listening to this for 42 years... 1 think you enjoy torturing us.” Debbie Stratton o f Irrigon cautioned the board o f a loss o f Irrig o n v o te r support. “We busted our butts (to get the school bond issue p a s s e d ) . I f th is d o e s n ’t happen, there w ill n ev er be another bond p a sse d ,” she said. Meredith DeHaven o f Irrigon alleged that one o f the b o ard ’s m ajor concerns w as that R iverside H igh School would no longer have 3 A status and w ould drop dow n to 2A athletic competition. W hen the B oardm an m em bers o f the board said that they d id n ’t .support the motion, DeHaven retorted, “ I d idn’t expect that a n y o n e fro m B o a r d m a n w o u l d ,” in ti m a t in g th a t B oardm an area residents are g e n e ra lly n o t in fa v o r o t s p littin g R iv e rs id e H ig h School. Board m em bers were cautioned that if R iverside H igh School w ere divided, it w o u ld n ’t be a 5 0 -5 0 sp lit b e tw e e n I r r ig o n and B o a r d m a n s tu d e n ts , b u t p e rh a p s m o re o f a 6 0 -4 0 s itu a tio n , w ith B o a rd m a n e x p e c te d to h a v e m o re s tu d e n ts . U s in g c u r r e n t enrollment figures, if the north M orrow C ounty high school p o p u la tio n w as s p lit on a projected 60-40 situation, for g rad es n in e - 12, R iv e rsid e w o u ld h a v e a ro u n d 2 4 0 students and the new Irrigon h ig h s c h o o l w o u ld h a v e a ro u n d 160 s tu d e n ts . C u rre n tly , H e p p n e r H ig h S c h o o l, a g rad e s e v e n - 12 facility, has 133 students in grades n in e-12. A ccording to the proposal, both R iverside and the new Inigon junior high/ high school would eventually be grade seven-12 facilities. M onthly enrollm ent figures currently show 2,315 students in the district, exactly the sam e num ber o f students in the district as last year at the sam e tim e. E nrollm ent as o f M ay 1, 2 0 0 3 , sh o w s th a t R iv e rs id e H ig h S c h o o l’s enrollm ent is 406, up 11 over lone announces 2003 prom court Local student last year. Enrollment is also up at Sam Boardman Elementary w ith 481 s tu d e n ts , an additional six students over e n ro llm e n t M ay 2, 2 0 02. E n r o llm e n t a t C o lu m b ia M id d le S c h o o l a n d A .C . Houghton Elementary, both in Irrigon, is dow n, how ever, w ith 351 students at C M S, compared to 368 last year, and 393 s tu d e n ts a t A .C . H oughton, com pared to 401 last year. Heppner Elementary S chool e n ro llm e n t is also dow n, w ith 205 students this year, com pared to 218 last year. H eppner High School enrollm ent is up, w ith 201 students, compared to 187 last year. lone School enrollment, w ith 158 students, is up one over last year. In other business, the b o ard a g re e d to re je c t an a m e n d m en t th at had been attached to the lone School secession bill in the O regon Senate. The am endm ent was designed to show connection between the secession bill and th e b o a r d ’s le tte r o f understanding, but a majority o f the board did not believe the amendment added anything to the bill. Board members and m e m b e rs o f th e lo n e com m unity planned to travel to Salem Tuesday, since time w as o f the essence to get the lone secession bill passed. A division o f assets and liabilities b e tw e e n M o rro w C o u n ty S c h o o l D is tr ic t a n d th e proposed lone school district has yet to be w orked out. In other business, the board: -set a w ork session to discuss board policy rewrites. The board adopted a revised policy w hich put the athletic policy and other policies on h o ld u n til th e y c o u ld be examined further and amended the original policy m otion so th a t th è 2003 g ra d u a tio n requirem ents w ould be the sa m e as 2 0 0 2 g ra d u a tio n requirem ents. The board had earlier updated g raduation r e q u ir e m e n ts fo r 2 0 0 3 , sp e cify in g th at 24 cred its w o u ld be r e q u ir e d fo r a student to graduate. However, the student handbooks had not been updated and high school p r in c i p a l s , o b v io u s ly concerned that some students m a y n o t b e e lig ib le fo r g ra d u a tio n th is year, still believed that only 23 credits w ere required. - s e t in m o tio n a p r o c e d u r e to c h o o s e a committee to select names for the new elementary schools in Boardman and Irrigon. -h e a rd a re p o rt on changing the bell schedules to coordinate class tim es for all schools in the district. Reading periods w ould be added to each school’s schedule, which resulted in very little change to th e ir orig in al startin g and e n d in g tim e s a n d b u sin g schedules. -heard a report from Dr. Crippen on the process to close the district office and m inim um requirem ents for heating and cooling the newly- constructed buildings.
